PHASE III AIRPORT OBSTRUCTION REMOVAL

Sealed Bids for Airport ImpF'ovements at Mansfield Municipal Airport will be receivvid at the Office
of the Town Clerk, Mansfield Town Hall, 6 Park Row, Mansfield, Massachusetts, 02048, on or
before April 27, 2016 at 2:00 P.M. local time, at which time and place all Bids will be publicly
opened and read aloud. Bids submitted after this time will not be accepted. Bids must be
submitted in a sealed envelope clearly marked, Phase 111 Airport Obstruction Removal (Off
Airport Property), AIP No. 3-25-0028-31-2016, Mansfield Municipal Airport, Bid Opening
April 27, 2016 at 2:00 P.M.", along with the Bidder's name and address.
This project is to remove obstructions to protected surfaces at Mansfield Municipal Airport,
located in the Town of Mansfield, Massachusetts. Work on the project will include the following:
• Tree clearing in the Runway 14 approach off Airport property, on a parcel with an
easement.
• Placement, compaction, and grading of select fill and topsoil.
• Installation of wood -and -wire fencing and one (1) double swing gate.
• Other work as shown on the Plans, as specified in the Specifications, and as directed by
the Engineer.
The Contract time for completion is twenty-one (21) calendar days. The estimated construction
cost is $75,000.00. For additional information and requirements, refer to the Plans and
Specifications.
Plans and Specifications for the project may be examined on or after April 6, 2016 at Gale
Associates, Inc., 15 Constitution Drive, Bedford, NH 03110 (Tel: 603-471-1887). Please call
ahead to confirm availability.

A` Pre-bid Conference will be held on April 21, 2016 at 2:00 P.M. at the Mansfield Municipal
Airport, Building H, 265 Fruit Street, Mansfield, MA, 02048. Prospective Bidders are encouraged
to attend, and will be shown the work areas at this time. Please notify Stu Moncrieff of Gale
Associates, Inc. (Tel: 603-471-1887) by April 20, 2016 if you plan to attend.
The Town of Mansfield is obligated by the FAA Required Contract Provisions (see
http://www.faa. g ov/airports/ai p/procurement/federa l_contract_provisions/media/com bi ned Feder
alContractProvisions.docx). Bidders shall also be subject to these Contract Provisions, which
include, but are not limited to:
• Affirmative Action Requirement (41 CFR Part 60-4)
• Buy American Preference (49 USC § 50101)
• Civil Rights (49 USC § 47123) and Title VI Assurances
• Davis -Bacon Wage Compliance (2 CFR § 200 Appendix II(D))
• Disadvantaged Business Enterprise (49 CFR Part 26)

The Town of Mansfield Airport Commission reserves the right to reject any and all Bids, to waive
any technical or legal deficiencies and to accept any Bid that it may deem to be in the best interest
of the Town of Mansfield. No Bidder may withdraw their Bid for a period of 180 days following the
Bid opening. Award of Contract is contingent upon receipt of funding from Federal and State
sources.
