Chairman Krentzman called the meeting to order at 7 PM with seven members present.
MOTION to approve minutes of July 19 (Kevin Moran, Matthew Cummings)
Ashman arrived at this time.
2. Discussion regarding our meeting with Steven Clancy, Executive Vice President/Partner,
CB Richard Ellis
There is a role for the IDC as a matchmaker of sorts between land developers and current owners.
Clancy identified the issue of the redevelopment potential for lower value buildings in the park that
mayor may not have existing tenants. Last vacant parcel in Cabot Business Park on West Street is
being built. Ross brought up research on what is happening to suburban office parks and shopping
centers. We need to think about how to incorporate smart growth principals including the kinds of
amenities that new successful parks have. Mansfield updated its Industrial Park Zoning a few years
ago to enable greater density, but the discussion with Clancy gave us some additional things to
think about that might require zoning changes.
Krentzman reached out to Benford at Mansfield Bank about circle of influencers. Town Planner,
Burke and his team are putting together the owner and tenant database, which we can expect in
September. We have the major electric users list from the Electric Department. They hope to do
the breakfast meeting in Oct or maybe November. Here are some ideas we have
Ross spoke about the Town's continuing investments in Cabot Business Park infrastructure. We are
grinding and repaving Oxford Rd. and Hampden Rd.
3. Discussion of the Board of Selectmen meeting held on July 27
It was a brainstorming with everyone in the room. We are all working at it from slightly different
angles. We understand that we need to address Downtown and the Business Parks separately.
Krentzman talked about the benefit of communication, for example ythe Planning Board was
interested the implications of IDCs conversation with Steve Clancy for zoning in the business park.
We agreed that we would do it again with more process.
There was a discussion of assembling contact lists. The Light Department has a list of customers
which was shared with Krentzman. Town tax bills go to the building owner, but personal property
bills go to the tenants. The Chamber of Commerce also has a list to cross-referrence.
The group was very pleased with the film produced by the Chamber of Commerce. The inclusion of
Norton and Foxboro only enhances our message of "Why Mansfield?" A better quality version has
been shared on Why Mansfield 02048.
Our next move is to figure out what kind of outreach. We would be looking to reach out to the chief
operating officer or manager for the Mansfield facility.
4. Vote to approve BOS Workshop Minutes
Mr. Ross clarified that according to Town Council members do not need to be present at a meeting
to vote on the minutes. Ms. Wall, for example, who watched the meeting video today may vote.
MOTION to approve BOS Workshop minutes passes (Wall /Martin). Ashman abstained. Motion
Passed.
5. Downtown Mansfield Subcommittee
Dr. Hill Cummings and Ms. Wall reported on the recent focus group with downtown business
owners. Two themes emerged: building relationships and planning joint activities. They were
hoping to get to know each other better. Maybe we can bring them together more often and they
had a number of fun activities that they could do together. They mentioned a shared food truck.
Parking certainly came up. They had ideas about better lighting, benches to make it walkable,
wayfinding signs. It was a really positive discussion, but it felt like only the beginning.
Krentzman asked if the participants in the focus group might be interested in being a worker group.
Are they going to talk amongst themselves to keep the conversation growing or do they need some
support? Dr. Hill Cummings indicated that Gail Todd and Heather from Flynns were very interested
in further involvement and many of the others would probably participate. Caitlin Barrows with
the Downtown Business Association is a resource. Krentzman concluded, "I think we realize that
we need to be a facilitator, the quarter back to get people together to collaborate. We are also well
positioned to help coordinate with the town regarding items that require town action or approval."
Success breeds success. Increasing visibility is valuable. The group brainstormed a little about
groups and individuals who might be interested in participating: Downtown Business Association,
Condominium Owners, Cultural Council, Fales Oil committee, Old Colony Trail plan submitted by
Northeastern University, Marco Crugnale, Chocolate Factory.
6. Report on progress on IDC social media and marketing campaign with MHS students
Krentzman met with Mr. Connolly and Mansfield High School recently and he gave us the names of
three teachers. Mr. Case runs the senior project program. Mr. Case endorses everything we are
doing and will be happy to present our opportunity to the students. Hill Cummings will create a list
of potential projects for students. We discussed having a student representative on the IDC who
would participate in our regular meetings and have their senior project work flow from their
participation on the board. It would be ideal for a student was interested in government.
Appointing official additional members would take a Charter Amendment, but nothing limits us
from having non-voting participants. We benefit from gets the kids involved in the town and the
kids help get their families involved,
7. Discussion on IDC Brochure and Mansfield presentation folder (see attached)
The brochure content will be printed on the inside of the folder as well as on the tri -fold.
Cummings pointed out that we need to omit any items that would be quickly out of date for printing
on the folder. We are planning to put a student volunteer to work finishing the layout.
B. Future speakers- Lori Driscoll at SEED, Representative Jay Barrows
Anticipating the meeting with Representative Barrows, Bill Ross gave an update on developments
in Mansfield. The state purchased a secondary rail line. The long-term proposal is to establish
Foxboro to Walpole Junction service on the Forge Park Line to go into South Station. There is a
question about what trains would come into Mansfield. One of the trends in metro areas is to start
supporting suburb to suburb commuting.
There is a new take on Business Improvement Districts (BID), more oriented toward the businesses
managing the whole thing themselves. Businesses would have to decide to do this themselves, but
we could help.
We are waiting for the Mass Works to return the contract on the North Main / Oakland Street
project to get moving. The contractor is ready to go and projects the job will take six weeks.
Marco's North Common project is well underway and the Chocolate Factory is moving forward with
their building permit.
The marijuana dispensary in Cabot Business Park is also moving forward. The Town is working on
a host community agreement with the marijuana dispensary that would rule out recreational
marijuana sales should they ever be allowed in Massachusetts.
