Minutes for Monday, April 25, 2016

An Open Meeting of the Mansfield School Committee was held at the Town Hall on Monday, March
25, 2016. The open meeting session was opened and called to order by Chairman Michael
Trowbridge at 7:00 p.m.

PUBLIC HEARING:
Document Reference- Budget Proposal Final for Hearing
Michael Trowbridge opened a public hearing in accordance with Massachusetts General Laws,
Chapter 71 Section 38N for the proposed annual budget for Fiscal Year 2017.
This will be the final hearing prior to the annual Town Meeting (May 3, 2016.)
Edward Vozzella provided an overview of the budget. He started by commending all of the parties
in the town and schools who worked to quickly resolve the initial $2.6 million budget gap.
Highlights:
• Dip into reserves for $500,000 to offset the spike in special education costs.
• Eleven retirements gives us another $400,000 that we can apply to the special education costs.
• Even with the increase in staff, overall we will have a decrease of 3 FTEs for FY17.
• New MHS staff will allow us to deliver full year curriculum for the first time since FY09
• New integration technology specialist will provide training to all staff on technology use in the
classroom
• The one TBA position at MHS has been identified as a social studies teacher based on the
requested courses by students
• Items below the black line on page 2 are items we removed from the budget
• We were very fortunate to receive capital spending again this year. This should not be
considered a guarantee.

Congratulations to Joanne Jordan on her announced retirement; to Dawn Stockwell on her
announced resignation to take the position of Principal at the Avon Middle / High School; to Nate
Thorsteinson on his announced resignation to take the position of Principal at a Weymouth
Elementary School. These are all effective July 1.
We also received a resignation for a .5 art teacher at MHS effective July 1.
ASSISTANT SUPERINTENDENT'S REPORT:
QMS and J/J are both administering PARCC testing starting tomorrow. The staff at both schools
have worked extremely hard to prepare and Teresa expect things to go smoothly.
The National Honor Society will be held tomorrow night. This is a fantastic evening for those in
attendance.

Finance & Operations Report:
FY16 Actuals:
Purchases and Invoicing are wrapping up for FY16. We expect to have a surplus at the end of FY16
that will be returned to the town.
OLD BUSINESS:

2. CIP: Complete for year
3. Budget: Complete for year
Principals will be next working on a 5 year plan.
NEW BUSINESS:
Bench Dedication at JJ Garden:

Jordan/Jackson requested an expansion of the current garden which was approved by the
conservation committee. As part of this expansion the staff would like to dedicate a picnic
table to Diana Mobley who passed away last year. Diana was a long time adjustment
counselor at JJ, who touched the lives of many children. John Nieratko presented the
request highlighting her 20+ years of service including her dedication to students, reaching

out to those in need, using nature as a way to communicate. A plaque will be placed at the
bench in her honor.
A motion to approve dedication of a picnic bench was made istby Linda Fernando, 2nd by Kiera
O'Neil.

Timeline discussion of Superintendent Evaluation:
First step will be for Zeff Gianetti to submit how he has met his goals. A workshop has been set for
May 24th to discuss his goals and to gain a better understanding of the process. Zeff Gianetti offered
to bring a facilitator. School Committee agreed since we will be using a brand new evaluation tool.
Financial Policies from Town:

There was agreed concern that the policies were developed and then provided to school committee
without the opportunity for the school committee to provide any input. Some of the policies appear
to remove some of the school committee approval rights. These are in addition to policies that
were handed down to school committee last year. Michael suggested a workshop.
A motion to table this decision until further communication occurs between the school and town
boards was made 1st by Linda Fernando, 2nd by Lynn Cavicchi.

Release of Executive Session Minutes 2000 — 2016
Document Referenced -All Executive Session minutes during period noted.
Michael Trowbridge reviewed all executive session minutes during this time and identified those
that can be made available to the public and those that will not be released. There are a handful
that will remain closed. This process needs to become a standard action item in the school
committee's annual processes.

School Committee Other Business: Zeffro Gianetti took this time to recognize Michael
Trowbridge's 20+ years of service to the Mansfield Public Schools. Tonight could potentially be
Mike's last official school committee meeting pending the results of his upcoming campaign for
Board of Selectman.
