Minutes of the Recreation Commission Meeting from August 9, 2016. Motion: By Ed Westhaver to approve the Recreation Commission Meeting minutes. Seconded by Michael Weber. Motion passes, 3-0. 3. Visitors: • Pop Warner was unable to attend the meeting. They would like to meet with the Commission in regard to repairs to the Memorial Park scoreboard and press box. The Commission (Ed Westhaver) will look at the existing press box and scoreboard and verify if there is still usable electricity at either or both locations. A possible solution would be to purchase a portable scoreboard that could be stored and pulled to location by golf cart. Portable scoreboards have generators for power and could be used at several field location within the Memorial Park complex. • Jen Morris, Erin Botelho, and Megan Gonzalez, Friends of Memorial Park (FOMP) discuss the progress the group has made to date. The playground group reported that they have completed the bidding process for the new Memorial Park playground. They have selected GameTime as a vendor. GameTime is the company that built Wonderworks at the Robinson Elementary School and a playground for the Foxborough Parks and Recreation Department. Together with the Recreation Department, $190,000 has been raised and the bid was accepted at $175,000. The project is currently under budget and on time. The playground is planned to be installed and operational with a temporary ground covering of mulch by December 2016. Poured in place rubber will be installed and usable by April 2017. The proposed plan is different then the original proposed due to budget constraints, the new plan is smaller, it remains ADA compliant. The current plan is an artist rendering and does not depict the proposed footprint and final placement of equipment. Colors are still being chosen. FOMP plans to meet with Mike Ahern to finalize some of the plans. Mark Cook is involved with the project. FOMP is still waiting to receive an exact plan of the proposed project and exact equipment list. At this time the group will be adding two (2) picnic tables under a sun shade. Future plans include more table and sun shades. The group believes the sun shade costs around $3,000 and each picnic table is around $800. Also included in future plans will be more benches and a new grilling area. FOMP would like to see better signage outside the park, to match signage currently in town. The Town of Mansfield will be paying for the fence for the new playground. The Town will be providing the necessary base of sand and gravel for the poured in place concrete ground covering and the temporary mulch. The Town also will provide the demolition necessary for the project, including removal of current playground equipment and sand ground covering. The Commission asked why mulch must be added in the winter and then removed in the spring. FOMP did not know and will contact the vendor. They will report the answer to Sheri Gurnon. The group also hopes CIP funds will help finish off the funding needs for Phase #1. The group has in the current plans to move the water main in preparation for the proposed Phase #3 splash pad. FOMP will give a finalized project plan that shows the correct footprint and equipment placement and an itemized equipment list to Sherri Gurnon for final approval. If necessary, an additional Recreation Meeting will be scheduled for playground review. Motion: By Kevin Kemp to approve going forward with the new playground at Memorial Park as presented, subject to final approval of plans and equipment list by Sherri Gurnon.
