This will definitely be completed this fiscal year hopefully before winter. MPS Updates — Mike Ahern Started smoke vents at high school; moved bleachers and curtain wall from middle school, getting ready to paint. Bleachers will be installed sometime in October. Jordan Jackson School bid twice, no one responded. Mike Ahern has report on condition of building. Need to sit down with small group for school buildings for deferred maintenance and this will be presented to CIP. Broken down into different categories of what needs to be done by priority. Sequencing of items to be addressed. Mainly looking at physical structures. Life safety stuff on the must do list (sprinkler, fire alarm, etc.) Not a fire hazard. MSBA (MA School Board Authority) has a matching program to lump stuff together to get a solution as a group. Public Safety Facility - Status/Update - Mike Ahern/Chris Paquin Chris Paquin wrote a letter to the Board of Selectman and department heads about associate member being appointed to the committee that will go up next week in front of Board of Selectman. The recommended names are Mark Cook for highway; Frank Archer for Police; and Don Tebeau for Fire to be appointed as associate members. Department heads be alternates for listed above names. Bryan Young, Chris Paquin, Mike Ahern and Lee Azinheira sat down and created Request for Proposal (RFP). How are we going to come to a conclusion of method of delivery? MBC Meeting Minutes August 5, 2015 Research was done on two methods. Design -bid -build vs Construction Manager (CM) at Risk; looked at a lot of pros and cons and it looks as if the construction manager at risk is the way to go. Town doesn't need the approval of the town meeting, governing body is sufficient. Good idea for Building Committee to make the recommendation and selectman approve it. General discussion on hiring a CM. Patti Firing, Human Resources, will bring someone else on board at Gary Nelson's level, tradesman to relieve Mike of his duties of building maintenance. Not doing anything until after September 15 vote. Mike Ahern will be free to do the job. He is signed up for certification classes for Owner's Project Manager (OPM) and Project administration. MBC will be kept informed. Bob wants to have discussion as to lines of communication; who should be informed of what. General discussion about Propositon 2 %: that was in Sun Chronicle. Bill Ross explained how Bond Counsel wrote the ballot. Chris Paquin suggested spreading some education about this. Possibly having Finance Committee write a letter of understanding to the Sun Chronicle explaining the specific language to Prop. 2 %2 with further explanation of the debt exclusion required to fund this project. Regional Dispatch Center: There were two projects State 911 is looking at right now, Mansfield and Wrentham. Wrentham Police Dept. doesn't have enough room. Then they went to Norfolk and that is put on hold. If the new building doesn't pass, they can't build it here. State 911 will pay for repairs but not a new building. This will only work if it can go into current Police Station with new facility being built. Current Police building needs 6-8 million dollars in updates. The towns will be given money to repair. RFP for Architectural Services: looking to get proposals in before Sept. 15 to conduct interviews. Mike Ahern can work on a timeline to schedule meetings; do evaluations; discussed meeting dates, discussed RFP. Discussed selection committee to hire Architect. What happens to the employee after project is done9 If he/she works out, we would hire them and add them to the budget if possible. There will be collective decisions made by the team. Concerns about Mike not having any experience with CM. Would like him to move up his classes. Chris is confident that Mike has the town in his best interest. Bob: submit to the Board a letter stating that Bill Ross' recommendation is to have Mike Ahern as OPM. Bob also indicated that he would prefer that the Town hire an OPM, however given that the Budget will not support an OPM firm and that this could have an impact on actual Program space for Police and Fire. He will differ to the request of the Town Manager et al. Motion: To approve the plan to appoint Mike Ahern as Owner's Project Manager (Paquin/Young); all in favor; unanimous DPW Facility — As discussed above Motion To adjourn (Paquin/Barry); all in favor unanimous; Meeting adjourned at 8:15pm. MBC Meeting Minutes August 5, 2015 Copies of approved invoices can be found in the MBC meeting room file cabinet.
