General discussion on use of DCAMM contract from KBA, goes to legal counsel and insurance
carrier.
Relocating DPW and working concurrently with Public Safety building. GC will be moving
quickly. Joe Milani's concern is bond capacity is held up between two projects. Thinks people
will not bid it. Start DPW, have Mark prepared to get out of garage and give contractor that part
of site as well. 3-4 month jump, couple different options setting up office space, lunchroom for
guys, vehicle maintenance area. How much more is it going to cost for this to happen?
2 different building permits, one for each phase, could that work into their bond capacity?
Lee is concerned about being able to provide services the residents expect from us. Neal
Boldrighini thinks if the right circumstances are in place it can be done. Cost savings? How
much will cost be for this to happen utilizing a temporary facility?
General discussion regarding bonding, permits, building the complex one building at a time,
accelerating project.
Neal B. is confirming that DPW garage can be built first, knock down old building and public
safety building can be started sooner.

Julie Hunter will be sending Letter of Abandonment for her to be removed from committee.
KBA will proceed with a cost estimate at the 60% design development stages. The MBC
requested the town to obtain our own independent estimate at our own cost to compare the
number provided by KBA at the 60 % design stage.
MBC asked if KBA will be providing the final tally for the General Contractor -Subcontractor
RFQ grading, and also if this is already included in their contract or will it be billed to us as
reimbursable expenses? KBA to review and advise.
GC/SC RFQ grading will be scheduled for 6/1/2016 at 6:00 PM -Please revise meeting time
KBA will review DCAMM and standard AIA specifications and compare to drawing set to
ensure each will complement the other. Also looking to review there are no conflicts between
these versions.
MBC Meeting Minutes May 12, 2016
MBC voted to not use an on-site video camera to record the construction progress. Estimates of
up to $22,000.00 were given for the camera, web site and hosting, the committee felt this would
not be a wise decision to spend this amount of money and opted for photos to be taken with
possibly a video of the progress and posted to link on the town's website. Someone from the
town would need to maintain this site and keep the information updated.
Motion To adjourn at 8:56pm (Barry/Young)
Copies of approved invoices can be found in the MBC meeting room file cabinet.
Respectfully submitted,
Chris Paquin

SUBJECT: Status Update for DPW/Public Safety Project #5
Below is the monthly status update on the DPW/Public Safety Project.
We have started to cut the site to sub grade. There was a lot of material onsite that
we mixed and processed in order to have it comply with Mass structural fill. We
did this after testing and consultation with Chris from Weston & Sampson.
2. We have been having soil tested by a certified lab and will begin filling operations
next week, utilizing onsite materials under the direction of Weston & Sampson and
a testing lab.
3. We have received the Geotechnical Report from Weston & Sampson and all the
soils look acceptable.
4. We had the job trailer delivered and it is being set up this week.
5. Peter MacDougall started helping me with the project on Wednesday April 28,
2016
6. We received numerous Prequalification packages and distributed them on Friday,
May 6, 2016 to the Prequalifrcation Committee. Note, some of the candidates
didn't place multiple DCAM and Financial Statements and some packages got
Phone (508)261-7336 Fax (508)261-7452 Email mabern@mansfzeldma. com
mixed up with this information. It appears we have 5 companies that did not
submit the Prequalification Notification. 1 -GC, 1 -elevator, and 3 roofers
7. We received the 100% DD Phase Plans and Specifications and have distributed
them to Chris, Police and Fire, as well as retained a copy in the office.
8. VHB is now under contract and I anticipate they will be bidding the project this
winter with a July 1, 2017 start date for installation. KBA has been working with
VHB on the traffic light coordination.
9. We are finalizing the utility plan for Route 106 Underground Improvements for
Mansfield Municipal Light Department, Comcast and Verizon. Once it is
finalized, the Light Department is planning on putting the project out to bid.
10. We need to discuss the onsite video camera system to provide updated
construction progress videos as the project proceeds. The cost is 15K -20K for the
3 year duration. It will provide 1 camera that can be setup on the highway garage
project first and then turned to the public safety facility when that starts. My
feeling is that we should consider taking progress photos and posting them on a
website page that is linked from the TOM main page.
11. Does the committee want me to get a company that we will utilize for the onsite
testing once the main construction project starts? Should we consider a company
paid directly by the town or do it thru a reimbursable thru KBA?
12. KBA recommended that we have a Yd party estimator do a 60% and 90% CD
estimate in June this year. The estimate we did in the DD phase was done by PMC
and according to their proposal in February the costs were as follows.
PMC: $24,900.00
RLB: $35,000.00
TCI: $42,000.00
13.I had prepared a scope of services for the commissioning agent. Please review and
let me know if anything else should be added.
PROJECT SCOPE
The Town of Mansfield is seeking a commissioning consultant to provide commissioning services
