wiring across the street. Chairman Aptowitz asked if the project is on budget. Mr. Ahern replied that the
project is on budget. Chairman Aptowitz asked about time keeping and cost centers. He asked how Mr.
Ahem's hours get charged to the job. Mr. Ahern stated that any hours, including his project hours and all of
the Clerk of Works hours are charged internally to the project. Mr. Ahern reviewed the requirements of
certifying payroll for Mr. Dentine.

Mr. Schoonveld asked where Mr. Ahern's vacation time would be charged. Mr. Ross said when Mr. Ahem
takes vacation, 90% of it will be charged to the project as 90% of his work is on the project.
4. Discussion and consideration of Dana St. James for opening on the Board of Assessors.
Mr. St. James of 6 Harding Lane, Mansfield is before the Board with interest in serving on the Board of
Assessors. He stated, he raised his 4 children here in Mansfield and now he wants to give back to the Town.
He has been a resident for 30 years. In speaking with Mr. Schoonveld at an Elk's meeting, he felt that his
background is probably applicable to the needs of the Board of Assessors. Chairman Aptowitz made Mr.
St. James aware that there is some training to become certified.
Mr. Schoonveld stated that after meeting Mr. St. James he thought he would be a good candidate and his
skills would be a good fit with the others on the Board of Assessors. Mr. DelVecchio stated that he
appreciates when people want to volunteer with the Town. He added, this is one of the positions that has
real power and authorize as the Board of Assessors would advise the Board on setting the tax -rate and
evaluating properties. Mr. Trowbridge stated that he thinks Mr. St. James will be a great asset to the Town
and he appreciates Mr. St. James coming forward for this position. Chairman Aptowitz stated that he feels
Mr. St. James will be a good fit for the Board of Assessors and that his knowledge will be an enlightenment
to the Board, and he thanked Mr. St. James for applying.
Motion: to appoint Dana St. James to a three-year term on the Board of Assessors, to expire on January 1,
2020. (Trowbridge/Schoonveld) Passes 5:0
5. Budget overview from Police and Fire Departments from Chiefs Sellon & Boldrighini.
Present before the Board of Chiefs Sellon & Boldrighini. Chairman Aptowitz noted that the Town of
Foxboro voted to approve the E911 Regionalization last night and he thanked the Chiefs for their
attendance at the Foxborough's Board of Selectmen's meeting.
Chief Boldrighini stated that the Fire Department is looking for a continuation of the organization and
staffing plan that began in 2014/15, focusing on a tighter reign of supervision. The next step is to enhance
what the Department already has, such as adding an EMS officer. This officer would have to come out of
the ranks and he would have to be replaced on shift. Chief Boldrighini gave a summary of the duties and
responsibilities and stated the current two EMS Coordinators work on a stipend and are stretched thin
because at the current staffing level every person is on board or on deck for every call. Over the past year
there were 7,000 calls with 3600 of them emergencies, and 1400 of them happened at the same time, as a
result there is no time on -shift to do these responsibilities. This year is the perfect time to move in this
direction because this Coordinator could accomplish all of the current responsibilities, but it also positions
the Coordinator to be ready for Mobile Integrated Healthcare. Mobil Integrated Healthcare replaces
doctors' groups with personnel that make house calls, which would open up the door for a whole new
revenue source. If the Department does not take this initiative, it leaves the door open for the agencies to
come in and draw away from the Department's revenue levels. The Chief is looking to add 1 man per shift,
which makes the Department on average with other communities of similar size. This bring the total to nine
men per shift. Chief Boldrighini stated that if he runs with less the Department needs help and that comes
from mutual aid. He noted, Mansfield is uniquely diverse and it makes the Department very busy with the
industrial base, large elderly population, the train station, an airport, and large school population. Chief
Boldrighini stated that last year the Department changed their rate structure to increase profits and help
offset costs of additional staffing, and there is still some room and flexibility to grow. The Community
Paramedicine will be another revenue source that could be taken advantage of.
Mr. Ross stated that he and Chief Boldrighini have discussed the staffing levels and Mr. Ross believes that
if we added four firefighters in one year we could save in overtime and take advantage of SAFER (Staffing
for Adequate Fire & Emergency Response), a national grant to fund additional firefighters. We would be
more likely to qualify for the federal funding if we added a firefighter per shift rather than one per year.
Chief Boldrighini stated that he has staff looking the possibility of federal funding, but wanted to present
Board Of Selectmen's Meeting November 16, 2016
Page 2 of 9
other options in case the Department cannot get the SAFER grant. Chief Sellon stated that instead of just
looking at ways to cut costs, the Chiefs have discussed ways to offset the costs through additional revenue
sources while maintaining or improving service.
Mr. DelVecchio stated that he would like to see proof of reducing overtime costs if the Department was to
add four firefighters. Concerning mutual aid, he stated that he felt that there is some level of mutual aid that
makes sense and Chief Boldrighini agreed. Chief Boldrighini stated that they have reduced mutual aid
somewhat, but last year the Department gave 100 mutual aids, and received 130 so he wants to make it more
of an even split. Chief Boldrighini then summarized how with nine men per shift the overtime costs would
be reduced. Mr. DelVecchio asked if ambulance revenue goes into the general fund. Chief Boldrighini said
yes, with the exception of $100,000 per year get put toward replacing an ambulance every three years. Mr.
DelVecchio asked if increased revenues would offset increased expenses. Chief Boldrighini stated that
when the rates were increased it was to specifically address manpower issues. Mr. Ross stated that he and
Mr. Stanbrook have been examining the feasibility of creating an enterprise fund to separate the revenue
and expense of the EMS/ambulance from the general fund. If it looks like it makes sense, in the future, he
will bring it to the Board.
Mr. Dentino stated that he had the great pleasure of watching the police & fire and he feels Mansfield has
the best of them all. Mr. Dentino asked if there are any grants available. Chief Boldrighini stated that grants
are difficult to predict and time consuming, but that does not stop the Department from applying.
Mansfield's affluence sometimes works against us when it comes to grants. Mr. Dentine, asked about the
people that were supposed to come in to do administrative work. Chief Sellon stated that that is part of the
Regional Dispatch model. He added that he is waiting for special legislation that Representative Barrows is
working on, and to fully understand the financial aspect once the RECC is established. Chief Sellon stated
that he has reached out to a few colleges to create that set-up to fill needs inside the agency. Mr. Dentine
asked if the Department takes unfunded liabilities into account. Chief Boldrighini said yes. Chief Sellon
stated that with each new hire for the RECC they budgeted 40% increase offset for those benefits.
Mr. Schoonveld asked if last year's ambulance revenue was $1.3 million, what was the expense? Chief
Boldrighini gave an explanation of the breakdown of the fire and the EMS sides of the budget. Mr. Ross
stated the proposed budget for EMS is $807,323 including personnel, so the margin is in the $300,000 area,
which is why the he and Mr. Standbrook are considering an enterprise fund. Mr. Schoonveld stated that at
the face of it he is not in favor of an enterprise fund.
Mr. DelVecchio asked does the EMS budget cover all of the EMS expenses. Chief Boldrighini said, yes it
does. Mr. Ross stated that he would disagree, not all of the expenses of the ambulance are included in the
ambulance budget at this time. Mr. Schoonveld stated if we are growing future revenues, we want to grow
them where it is profitable. Chief Boldrighini stated that he agrees, he does not want to put a burden on the
citizens of this community and he does not want to have to raise the rates.
Mr. Schoonveld stated that it is important to understand what level of mutual aid is proper. Chief
Boldrighini stated that the level should be 50/50 split and we are getting closer to that. Mr. Schoonveld
asked about Mobile Integrated Healthcare. Chief Boldrighini stated that there have been countless meetings
at the State level on MIH as there had to be regulation changes to make it happen, but it still needs to have a
funding mechanism in place and a budget that needs to be established, and potentially there will be some
movement on this in Boston. Mr. Schoonveld summarized that it seems like the kind of care proposed by
MIH is the kind of care that people could get from their current doctor with their current insurance. Chief
Boldrighini said MIH is a profound shift in healthcare.
Chairman Aptowitz asked, if the EMS Coordinator position is approved will the stipend go away, and do
the two people received the stipend know that? Chief Boldrighini said yes and that the position would be set
up very much like the Fire Prevention division. Chairman Aptowitz asked how many lost trips the
Board Of Selectmen's Meeting November 16, 2016
Page 3 of 9
Department has had? Chief Boldrighini said 30, which equates to about $30,000. The Chairman and the
Chief then discussed the need to review receivables since it has not been done for a few years.
Chief Sellon began his budget presentation by stating that this is the last budget that will not have an impact
with regards to Regional Dispatch. Once all four towns vote on RECO, we have to put together a financial
outlook for the next 3-5 years. Chairman Aptowitz stated that the proposed Police budget has no additional
staff, and asked if the Police Department has any big purchases. Chief Sellon stated that we have 3 cruisers
in this budget as well as the last year of the lease on the other cruiser per the cruiser replacement plan. The
Department has identified some staffing needs, but he is looking at how to offset those costs. There are
some positions that have an increased workload that cannot be sustained, such as the SRO and there may be
the need for an additional SRO soon, and the Chief stated that there are potential revenues streams to offset
the cost. The Chief stated that the proposed budget has everything the Department needs for this year.
Mr. Dentin stated that he appreciates that the Chiefs are diligent and stay within their budgets.
Mr. Schoonveld asked if there would be some leadtime needed for cross -training for the RECC. Chief
Sellon said, yes and he hopes it can be done in 2-4 months and the better they plan the less impact it will
have on the budget. He said the target date is April 2019 for the opening of the RECC which coincides with
the opening of the Public Safety Building. Mr. Ross noted that today he spoke with the four town
administrators about starting to get things organized to get the district going. One other item is to apply to
the State to get funding to get the Communications Executive Director on board. Chairman Aptowitz noted
that the synergy with the other towns has been very cooperative through this whole process.
Mr. DelVecchio stated that he appreciates that the Chief is conscious of revenues, but he wants to be sure
that if there is a true need that the Chief shouldn't hesitate to bring it to the Board.
Mr. Trowbridge asked if the department will be eligible for any Gaming Commission funding for the
analyst again this year? Chief Sellon stated that they will apply again this year. Mr. Trowbridge noted that
the Board receives a weekly report from the Town Manager and asked, would be it be advisable to get a
report from Police and Fire on where they are at with dispatch, staffing. and other items each month? Chief
Sellon stated that he thought it would help to move projects along because it would be an opportunity to
provide information that will help to answer questions that might come later on during the budget process.
Mr. Trowbridge suggested that all that is needed is a short list of important items each month, not specific
personal details about day-to-day business. Chairman Aptowitz stated that he would like to be aware of any
pending litigation items. Chief Boldrighini stated that there is a staff meeting each month and the Chiefs
could present a summary to the Town Manager following that meeting that the Town Manager would pass
along to the Board.
Chairman Aptowitz asked about old vehicles and advised to get rid of any vehicles that the Town is not
using through the auction process so the new lot doesn't get filled up with old vehicles. Chairman Aptowitz
stated that the meetings with the Xfinity Center are moving along.
Mr. Ross stated that he is impressed that Chief Sellon and Chief Boldrighini work so well together. He
added, they share each other's understandings and needs, and help solve each other's problems, and it is a
synergy that he appreciates.
6. Israel presentation from Police Chief Sellon.
Chief Sellon was present before the Board to give a slide presentation of the anti -terrorism training he took
in Israel. He stated that he attended with the Boston Police Commission and the Lt. Colonial from the State
Police and other public safety personnel from around the State. It had been his hope that maybe there would
be a few things that he could bring back, but he got so much more. The Chief gave a slide presentation on
this trip (available in file).
Board Of Selectmen's Meeting November 16, 2016
Page 4 of 9
Following the presentation Chairman Aptowitz thanked Chief Sellon for the presentation, and noted that
the trip was sponsored by the Anti -Defamation league. Mr. Trowbridge stated that it is important to attend
these training as we always come back with a few things that are important and can be utilized in our
positions in the Town. Mr. DelVecchio stated that he was glad that the Chief had this opportunity and took
advantages of it. Mr. Dentino asked if the Chief gave them any insight. The Chief stated that there was a lot
of interactions and sharing among the group. Mr. Schoonveld noted that the Chief of Boston attended as
well. Chief Sellon stated that it was humbling to be part of the group and the lessons that were learned are
significant. Mr. Schoonveld asked if as he returned were there things that struck him as needs within our
Town. He said, that his thoughts immediately went to the schools and he reached out to the Superintendents
and Chief Boldrighini. Mr. Schoonveld asked if there is funding or grants available to help protect the most
vulnerable areas of our Towns. Chief Sellon said yes. Mr. Trowbridge stated that our Town should be very
proud that Chief Sellon was chosen to participate in the training.
7. Audi Committee's Annual Report to the Board of Selectmen for FY16
Chairman Ragazzo is sick and this will be rescheduled.
8. Audit Committee update to the Board of Selectmen.
Chairman Ragazzo is sick and this will be rescheduled.
9. Continue discussion and budget update from the Town Manager.
Mr. Ross stated that he ran the numbers that the Governor presented and the net change in revenue and
reduction in State expenditures on the cherry sheet is about $210,000. Almost all of that relates to a
reduction in Charter School sending. Which reflects a smaller number of students attending Charter School
from Mansfield. Which he considers to be a good reflection on the Mansfield Schools that parent are
bringing their children back to the Mansfield Schools. He noted that the budget will remain as conservative
as possible. Mr. Trowbridge asked if there are any developments on the school side. Mr. Ross said, no. He
then stated that the health insurance numbers for the Southeastern Massachusetts Heath Group (SMHG) are
higher than the estimated 10%. That would mean that Mr. Ross might be coming to the Board with the
recommendation to adopt the optional sections in the State law so that the Town can address the cost of
health insurance for the Town's employees. Mr. Ross stated that the increase is anywhere between
14%-20% for all the communities in th SMGH. Mr. Ross stated that SMHG was shocked at the increase
and one of the things that they group did was eliminate a couple of the expensive plans, but SMHG was
advised by labor counsel that those changes would have to be bargained. He added that Mansfield is not one
of the communities involved with the bargaining as the Town took care of those changes five years ago.
Mr. DelVecchio asked if the increase in health insurance is set in stone. Mr. Ross said no, and because we
are a self-insured group and half -way through the fiscal year the group is running about $2 million over
expenditures, so the group told the GBS people to go back and sort that out. Mr. Ross said he also waiting to
see what the governor proposes concerning municipal healthcare costs. Mr. Schoonveld stated that he is
concerned about Mr. Ross' statement that other plans are being added in other towns and how that affects
price. Mr. Ross stated, the estimated expenses for the group will be $61 million. Chairman Aptowitz stated
that we cannot afford it .Mr. Ross agreed and said, it is unacceptable. Chairman Aptowitz stated that the
budget committee is going to have to get to work. Chairman Aptowitz stated that you have a $3 million
problem and we have to get to work and deal with it.

14. Town Manager's Report
Mr. Ross stated that the Town has received a letter from the MBTA that they have filed an order for the
taking of the easements for the ramps for people with disabilities at the underpass. Foxborough and Easton
are both on board with Regional Dispatch, and Norton will vote tomorrow night. The Town will start to
reorganize the district, and the Committee will be getting the agreement ready to be signed by all of the
communities. The RFP for the Distributed Generation Project for the Electric Department has been posted
today. The Electric Board had approved some power hedging, and those contracts will be back in the next
week and implementation will begin. During the last storm, there was one service taken down due to a tree
falling, there was no power outage. Southeastern Massachusetts Health Group had a proposal and
presentation from CANARA, a group that provides brand name pharmaceutical drugs from other countries.
They do it by mail order. They require prescriptions and follow the same standards as our current providers.
If all of our members with ongoing prescriptions, not short-term prescriptions, use the maximum amount of
that service we could potentially save over $1 million. The savings included is that they do not charge a
co -pay to the employee, and the pricing is such that the group saves a consideratble amount of money. The
group approved it and the Town will move forward with the plan. Mr. Schoonveld asked were the data was
taken from and Mr. Ross stated the data was considered as a group. Mr. Ross stated that Fall River has used
the plan and has saved $17 million in ten years.
Mr. Ross stated that he picked up the C1eanGov information at the MMA Conference and he thinks it is
something the Town should explore further. Mr. Trowbridge asked, what are we paying now for the
platform we are currently using? Mr. Ross stated that we are not paying a lot now because there is a
community compact grant to pay for it, but it is not providing the appropriate information our citizens need.
He added, if the school department information was included there would be an additional charge, which
would be up to the School Department if they wanted to do it. Mr. Trowbridge stated that he would want to
know many people are looking at this information to determine if the cost is justified. Mr. DelVecchio
stated that it would be a useful tool for Mr. Ross and Mr. Stanbrook to put together a more user friendly
budget. Mr. Schoonveld stated that if that was something was more visual and interactive online it would be
great.
Mr. Ross stated that he wants to explore ViewPoint for licensing and permitting software as their pricing
has come down. For example, you create an initial record when the permit is issued for a $6 charge and it is
put into the cloud, and you don't get charged each time you go back into the record, which is different than
previously understood. Franklin is using it and added the $6 charge to their permit fees. Chairman
Aptowitz asked how you recoup the initial cost and the maintenance of the software. Mr. Ross stated that
there isn't a lot of software stored locally as it is shared. Chairman Aptowitz asked what is the point of it.
Mr. Ross stated that its efficiency. For example, a person could go online to apply for a dog license and
would not have to come into Town Hall to complete the transaction. Mr. Schoonveld stated that there might
be great compliance if there was online convenience. Mr. Ross was assured that the Town would still own
the records, and they are in an easily used file format.
15. BOS Questions and Comments
Mr. Schoonveld reminded that if Board members want to nominate a volunteer for recognition please come
forward and do so. He stated, he enjoyed the Governor's message as he is attuned to the messaging as he
talked about the Council on Older Adults and it got him thinking about a session he attended at MMA. We
need to talk about what we can do for our community's Older Adults to ensure we have a Town that reaches
the older adult population. Mr. Schoonveld asked how and where could we coordinate an initiative to see
how age -friendly we are and how to tap into State and National funding. Mr. Ross stated that we engage the
Council on Aging to look at that and it wouldn't hurt to talk to George Forbes at the Housing Authority. Mr.
Trowbridge stated that one of the first and most important things to him when he became a Selectmen was
to engage the COA to talk specifically about a study for their growing population. Mr. Trowbridge noted
Board Of Selectmen's Meeting November 16, 2016
Page 7 of 9
that COA had put in for a study for a building expansion that was put off by CIP. Mr. Schoonveld stated that
he would visit with the new COA director for ideas on reaching that population. Mr. Dentino stated
something could be added to the COA newsletter asking Mansfield's older adult population what they
would like to see being done in Town to better serve them. Mr. Schoonveld stated that he would share the
weblinks with the Board to give them a better idea of what he's talking about, as there are lots of resources
out there. Mr. DelVecchio stated that he has concerns about our managers being given direction by
individual Selectmen. Mr. Trowbridge stated that he would like to have whatever information is shared
with the COA Director gets back to the Board as well.
Mr. Trowbridge asked Mr. Ross to find out if the evaluation forms that were distributed are the ones the
Selectmen approved. Mr. Ross said he would confirm per the meeting minutes. Mr. Trowbridge confirmed
that the Xfinity sub -committee minutes would be distributed to the Board. Mr. Ross stated he would include
them with his report on Friday. Mr. Trowbridge asked for the Board to send any Policies and Procedures to
him. Mr. Trowbridge asked if there is an update on Mansfield Green. Mr. Ross stated that it will be difficult
to do and keep the current staff under 19 hours, if they go over 19 hours the Town will have to give benefits.
Chairman Aptowitz stated that the Town has received bids for Town Counsel. Chairman Aptowitz asked
how the Board would like to proceed. Mr. Trowbridge suggested reviewing the bids as a group in two
weeks. Mr. DelVecchio asked if the Town Manager would do an Executive summary for the Board. Mr.
Ross said, yes.
Mr. Trowbridge read a disclosure statement as he has been retained to do engineering work on a new
building constructed by the IBEW. He explained that he was contracted to do this work in January of 2015,
a year and a half before becoming a Selectmen, and stated he has checked with Town Counsel, and stated
that there is no conflict.
