Rick Alves, Town Engineer/Assistant DPW Director, explained the plan for the removal of one tree and approximately 20 feet of stone wall in front of 981 West Street. The town will be reconstructing West Street from Tremont Street to Douglas Drive, starting with drainage. One 2039 pine tree will have to be removed. Mr. McClanahan asked if the town should be more proactive in taking down trees that are too close to the roadway. Mr. Alves said as soon as a tree becomes a safety concern, it comes down. Mr. McClanahan said the property sheet flows toward the street; Mr. Alves said he thinks that happened even before this house was built. He said the roadwork will prevent the puddling and freezing that happen now on West Street. Planning Board May 11, 2016 Mr. Alves said there is a 150 -foot stretch of roadway at West/Grove/Tremont with a steep slope; r he is proposing a 2-1 slope and jute mesh to stabilize the slope. He said the stone wall in that area may have to come down during roadwork and will be replaced. Mr. Alves said the West Street right-of-way is variable. The Town plans to reconstruct 2,700 feet of West Street with water mains and drainage; the work will start May 23. The road will be closed down for the water main work, probably for around eight weeks. The work has been permitted through the Conservation Commission. Mr. Alves said they will not be touching the bridge over the Wading River. Mr. Alves said the water piping and drainage will be done this year, the road will be patched temporarily, then the road will be reconstructed next year. Mr. Burke said Mr. Alves does a great job designing plans for the town. Mr. French asked about replacing the tree; Mr. Burke suggested waiting until the fall. Mr. Alves said there is a low point around 1101 West Street with enough room to plant a new tree. Mr. French suggested working out the species and best location with Mr. Burke. Mr. French asked if the town owes any trees from other scenic road projects; Mr. Burke said there is no tree deficit. Motion: To approve the scenic road application for the removal of one (1) tree and the alteration of stone walls as needed approximately twenty feet (20') of stone wall within the right- of-way at 981 West Street. This work is described on the plans titled "Road Reconstruction Project West Street (Douglas to Tremont) in the Town of Mansfield, Massachusetts," dated March 21, 2016 and prepared by the Town of Mansfield Department of Public Works. The board further understands it may be necessary to remove more stone wall than expected, based on the conditions in the field. The tree to be removed will be replaced with one tree of a native hardwood species, to be determined by staff. The stump will be removed. Any stone wall to be removed will be reconstructed to the extent possible. (McClanahan -LeBlanc) All in favor. PASSES Motion: To close the public hearing (McClanahan -Cleary) All in favor. PASSES .o t „ _., t Attorney Edward Valanzola, applicant Dan Cahill and Ralph Maloon, RIM Engineering, were present. Attorney Valanzola explained the revised plans have addressed Mr. Alves's and Mr. Gaffney's earlier comments. He said the abutter, Mr. Certuse, has been supplied with a copy of the plans. Mr. Maloon said the plans show a three-foot berm with arbor vitae, planted 3-4 feet on center. Mr. Cahill said the arbor vitae will be 5-6 feet tall when they are planted. Planning Board May 11, 2016 Mr. McClanahan asked what would be stockpiled; Mr. Cahill said it would be things like stone dust and mulch. Mr. Cahill said his first step is to get the water and sewer services hooked up, then he expects he will clear the site, then put up the buffer. Mr. McClanahan said he would like the berm to be constructed before material is brought in for stockpiling. Mr. French noted the plan shows a 10' buffer along street with maples, 5-6 feet high, planted on a 3 -foot high berm. Mr. Maloon said the plans show light pole details; Mr. French suggested the lighting be installed now, even if the building is not constructed right away. Mr. Valanzola said the plans do not include a gate, which he said would be added when they come back with the building renderings. Mr. French said Mr. Cahill may want to have some sort of gate or chain at the driveway for security. Ms. Ashman -Collins suggested leaving adding a gate as an option when the building is constructed. Utility stubs will be installed to the site. Mr. Maloon said this site is at the lowest point of the neighborhood; he said when they start disturbing the soil, the drainage should be in to avoid puddling. Mr. Maloon said they would install perforated pipes with surface swales and erosion control, such as silt socks. Department Head Comments The clerk read a memo from Mr. Alves Public Comment Brett Certuse, 259 Oakland Street, asked if sump pumps would be used in the catch basins; Mr. Maloon said they will not use sump pumps. Mr. Certuse asked about what would be on site next to his property; Mr. French said there will be two stockpile areas next to Mr. Certuse, and the drainage system will recharge into the ground. Mr. Certuse asked about a height limit for stockpiles; Mr. Cahill said he expects the piles to be around eight feet high. Mr. French asked Mr. Certuse if he is comfortable with the buffer as described; Mr. Certuse said he thinks he is. Board Comment Mr. McClanahan said he understands this will be a multi -step process, but said the site will have to be kept neat throughout. Planning Board May 11, 2016 Mr. Burke said the applicant has done a good job addressing board and department head concerns and suggested approving the plans with the understanding the applicant must return with building renderings. Mr. McClanahan asked about the timeframe; Mr. Cahill said he would like to get the site cleared and the berms installed this year, then possibly construct the building next year. Motion: To approve the site plan application for a landscaping business at 263 Oakland Street in accordance with Mansfield Zoning By -Law Section 230-5.3, Site Plan Approval, as shown on the plan titled "Site Plan for Cahill Lawn Care 263 Oakland Street in Mansfield, MA," dated March 1, 2016 and revised May 3, 2016, prepared by RIM Engineering Co., Inc., with the following conditions: 1.
