Town of Mansfield: Lee Azinheira, DPW Director; Neal Boldrighini, Fire Chief; Ron Sellon,
Police Chief; Mike Ahern, DPW Special Projects Manager
Municipal Building Committee: Bob Barry, Chris Paquin, Evan Epstein, Bryan Young
Finance Committee: Walter Wilk
Kaestle Boos Associates: Joe Milani and Greg Joynt
VHB: Bob Clinton and Chris Fay

Mr. Milani explained the plan has been presented to the Conservation Commission and the Town
Engineer.
Mr. Milani explained Alternate #1 would be a covered car port at the back of the DPW building;
Alternate #2 would be a covered car port at the back of the Police Department; Alternate #3
would be a storage building at the back of the Police Department; Alternate #4 would be a
second covered car port at the Police Department.
Mr. Milani said the project will be built in two phases, with the DPW building at the front and
Public Safety at the back. Mr. Milani said the existing parking at the Water Department, access
to the fueling station and access to the Fish & Game Club will be maintained throughout
construction.
Mr. Fay said there will be a traffic signal installed in front of the facility at the "T" intersection.
VHB has done a traffic study and traffic counts to come up with best timings for the corridor, as
well as for left turns and turns into and out of the side streets. A signal will be installed in front
of the fire truck bays to activate the lights, and police vehicles have equipment that will be able

to activate the lights from the road. There will be one signalized pedestrian crossing going
north -south, which will be fully ADA -compliant. Mr. Fay said they will look at the timing of the
lights after installation, and may change the timing depending on the results. There will be
overhead mast arms to hold signals, new pavement markings, arrows, left turn only lanes and
markings on side streets.
Mr. Burke asked about the signal preemption; Mr. Fay said they have talked with the Police
Department, which already has the equipment in their vehicles to activate the lights. Chief
Boldrighini said the Fire Department and Police Department will have the same technology to
activate the lights.
Mr. Burke asked if the pedestrian signal will have an audio component; Mr. Fay said it will have
the latest ADA technology, including a nighttime mode so it will not bother the residential
neighbors. He said the system will be able to adjust to ambient background noise.
Mr. Milani explained the schedule, with the project going out to bid in August 2016 and bids due
back in mid-October 2016. Phase 1, the DPW building, will take about 10 months and Phase 2,
the Public Safety building, will take about 20 months. The total timeframe will be around 32
months. Mr. Ahern said the traffic signal at the main intersection will be installed by the time
the DPW building opens.
Mr. Milani explained the square footage has been reduced slightly and at this point, they are
holding to the projected budget. He said the Town has already done a lot of the site work, and
the contingency cost may come in less than budgeted. He said the estimate is currently
$34,8565755.
Mr. French asked if the estimate includes everything. Mr. Milani said the landscaping was put
into the owner -procured costs. Mr. French asked if the estimate includes the roadway work; Mr.
Ahern said there will be no curbing or sidewalk changes; there will be new signage and striping.
Mr. Milani said the traffic signals will be paid out of Chapter 90 funds. Mr. Azinheira said Est
Street will be milled overlaid, but the Town was already planning to do that. Mr. Ahern said the
traffic lights are not included in the estimate; Mr. Milani said the intersection signalization is a
separate project. He said there will be a conduit run from the street to the building, which is
included in this project's estimate.
Mr. Milani said the public safety building will include the Police Station, a central glass atrium
with the main entrance and the Revere Bell [donated by the former St. John's Episcopal Church
on High Street], a community room and the Fire Station.
Mr. French asked if the estimate includes furniture; Mr. Milani said that is included in the total
project budget.
Mr. Joynt said the DPW building will have the employee facility and office area at the front and
vehicle areas at the back. They tried to minimize massing at the front to control costs and
increased the massing at the back to accommodate the vehicles. He said a lot of the building is a
minimally heated garage.
Planning Board August 10, 2016
Mr. Burke asked about the roof of the DPW administration building; Mr. Joynt said the roof will
have a snow guard to prevent snow from sliding; the Fire Department apparatus bay will have a
similar snow guard. Mr. Joynt said the idea of the guard is to provide friction to keep the snow
in place and avoid large chunks shearing and slipping off the roof. The roofs will also have
anchor points so staff can safely clear the roofs.
Mr. Cerretani asked how many years of useful life this building will provide. Chief Boldrighini
said they looked at the next 30-50 years of growth in town and he thinks 50 years is a good
estimate. Chief Sellon agreed.
Mr. Ahern said there is no communication tower in the Public Safety building because dispatch
will remain at 50 West Street.
Correspondence
The clerk read memos from Mr. Burke, Ms. Gonyer and Chief Boldrighini. Mr. Burke said the
department head comments have been addressed. Ms. Peck said she is working with Mr. Alves
to resolve the remaining Engineering comments.
Mr. Burke said the Revere Bell will be lit so it can be seen from East Street.
Mr. Milani said the project is scheduled to go out to bid August 18.
Ms. Ashman -Collins asked about the dumpsters. Ms. Milani said there is a set of dumpsters at
the back of the DPW building and a dumpster near the Fire Department.
Ms. Ashman -Collins asked about the alternates for covered car ports; Mr. Milani said the idea of
the covered areas is to protect the Town's vehicles.
Motion: To approve the project under Municipal Clearinghouse review and to approve the site
plan application for a Public Safety/Department of Public Works Municipal Complex at 500 East

500 East Street, Mansfield, MA 02048" dated June 27, 2016 and revised July 15, 2016, prepared
by Kaestle Boos Associates, Inc., with the following conditions:

the issuance of any building permit(s).

Mr. French said when the board met with the Board of Selectmen, IDC and Finance Committee a
few weeks ago, the ground discussed the possibility of changing some zoning in the business
park. Mr. Burke said he has looked into Westwood Station, which has a combination of zoning
Planning Board August 10, 2016
and development agreements between the town and the developers. Mr. French asked if
something like that might work in Mansfield. He said one of Dr. Mullin's concerns during the
Strategic Plan was Mansfield becoming an "edge city" and cited changes in commercial
buildings along Route 128 that started out as single or two-story buildings.
Ms. Ashman -Collins asked if existing zoning prohibits uses businesses in the park may want,
such as restaurants. She said she doesn't think retail would be appropriate, but other uses like
restaurants may be. Mr. LeBlanc said he thinks that would be market-driven. Ms. Ashman -
Collins noted businesses can have cafeterias; Mr. Feck said small retail components are allowed,
as long as they relate to the main business. Mr. French said the board should think about what
Mansfield's vision is for the business park, and whether it wants something like Westwood
Station. Mr. Burke agreed the board should discuss the possibilities, but said some of the uses
may be more appropriate downtown.
Mr. Cerretani asked what the IDC's position is on the business park. Mr. French said the IDC is
motivated to attract business. Ms. Ashman -Collins said the IDC has produced a video with the
Tri -Town Chamber of Commerce and has been talking with a lot of businesses about what they
want and how to make it happen, making sure commercial real estate brokers understand what
Mansfield has available for their clients.
Ms. Ashman -Collins said the IDC has formed a subcommittee for downtown. She said they are
going to work on a Cultural District plan through the state and said there are grants available
through the state for retail promotion and cultural assets. She said she attended an interesting
event at the National Black Doll Museum in July; staff members there are interested in
promoting not only the museum, but all of downtown.
