Board of Selectmen
Minutes of June 27, 2007
Present:
Louis Amoruso Chairman, Vice Chairman Sandra Levine, Clerk Ann Baldwin
Selectman George Dentino, Selectman David McCarter
John D'Agostino, Town Manager
The Board of Selectmen's meeting was called to order at 7:30pm, followed by the Pledge
of Allegiance
Rep. Barrows gave Kurt Gaffney a citation for excellence in public water system work.
The citation was also signed by Rep. Poirier; who was unable to be present this evening.
Chairman Amoruso also extended thanks to all the employees of the water dept. for all
their hard work.
Mr. Gaffney thanked Rep. Barrows and the Board for their confidence in him and his staff.
Mr. Synder is new to town and interested in volunteering his services. He works at Tyco
and also has some real estate experience and would like to put it to use helping the
Housing Rehabilitation program. Mr. D'Agostino explained what the program is about in
addition to the responsibilities of being an IDC committee member (Mr. Synder's second
choice).
Selectman Dentino asked about Mr. Synder's background and Selectman Levine asked Mr.
Synder if he has a preference in which committee he served on. Mr. Synder believes that
he would be better suited to service on the Housing Rehabilitation Committee. Selectman
Amoruso asked Mr. Synder how he feels about having to deny someone's request for
funding. Mr. Synder stated that he does not have a problem with upholding decisions made
by the committee as you can't please everyone.
Motion: To appoint Wayne Aaron Synder to the Housing Rehabilitation Committee.

· Article 3 of the 2001 Special Town Meeting. Two paramedics were slated to by
hired for a half year and then for the next full year. In FYOO there were 32
uniformed FTE's. At the FY02 fall Town Meeting two firefighters were hired for a
half year and then stayed on. (FTE 33: two members for one t year). FY03 was at
FTE 34 (2 from FY02 for full year now). In FY04 two retirements were not
replaced due to lack of funds bringing the FTE's back down to 32. FY05 four
additional retirements and replacements. FTE's still at 32. In FY07 four additional
firefighters were hired for a t year bringing the FTE's up to 34. FY08 full year
funding brought the FTE's up to 36. Reductions have been made in the municipal
side as well in the past years.
· March 2006 memo from Chief Bellavance to John D'Agostino. In FY02 the plan was
to hire 2 paramedics. (Two were hired for t year.) Those two paramedics were
fully funded in FY03 increasing the FTE's by one.
· New website for the Assessor's online database and GIS Mapping System.
GIS public web access overview. The new website is available through the Town's
website at www.mansfieldma.com. Savings of $7k by hosting in-service vs. use of a
consultant. Residence can also access their info online instead of having to come
into townhall creating additional savings in staff and consumer time.

· Butterfly valve water break on Mill St. This break has affected several homes in
the surrounding area and those streets were hooked up to the Norton water system
until the situation is resolved.
· Resident calls to staff about preliminary real estate tax bills. The actual rate has
not been approved yet by the state. These are estimates that have been sent.
Selectman Levine requested that the Board send a letter of thanks to the Norton Water
Dept. and Selectmen for their assistance. She suggested putting letter in Newspaper for
residents too.
Lee Azinheira, DPW Director, gave a brief overview of why the following job descriptions
have been updated and are before the Board for approval.
Treatment Plant Computer System Technician:
Selectman Dentino asked what the present job description is of the individual that is
performing this task. He is the Plant Mechanic. When he performs extra duties of a
technical nature he will be paid "out of class" as a Treatment Plant Computer System
Technician. Selectman Dentino asked if this would be a new position and where the
funding is coming from. This is a new job description not a new position and it is being
funded through the FY08 personnel services general fund. (And bargained for through
union negotiations.)
After a lengthy discussion Selectman Levine asked if these are just job description
changes, not new positions. Mr. Azinheira stated that is correct. Selectman Baldwin then
stated that there was supposed to be an Executive Session meeting before this meeting to
discuss these job descriptions and other business. However, the Board was unable to get a
quorum. So many of these questions may have been answered prior to the meeting.
Motion: To approve job description of Treatment Plant Computer System Technician.
(McCarter/Baldwin) 5:0 passes
Traffic Technician:
This not a job position just minor changes such as a title change to the industry used title.
Motion: To approve job description of Traffic Technician. (Levine/Baldwin) 5:0 passes
Job Description of Water Treatment Foreman, Water System Operator, Water
Distribution Foreman, Water Licensed Equipment Operator, Water Skilled Laborer.
These job descriptions were updated to reflect current DEP licensing requirements.
There are no changes in pay rate or scale.

Vehicle Maintenance Foreman: This job was completely updated to reflect format and job
requirements. There is no change to the pay grade.
Highway Senior Foreman: This is a change in classification from Foreman and also includes
updating the job description to current format and requirements.
Selectman Dentino has several questions regarding the duties of these positions and
Selectman Levine stated that the Town pays good money for our professional staff, they
make up quality job descriptions and she is not going to micro-manage the staff.
Motion: To approve job description of Vehicle Maintenance Foreman and Highway Senior
Foreman as written. (Levine/McCarter) 5:0 passes
Attorney Edward Valanzola, Pinnacle Partners Rep. Ted Hopkin. Town Engineer John
Sullivan and Town Counsel Robert Mangiaratti were present for this discussion.
3-2 manhole is for Mansfield Crossings. Pinnacle would connect to this manhole instead of
the 3-3 manhole in a revised agreement as the cost of going to 3-3 was more prohibitive.
There was a disagreement of how and when Old School St. would be discontinued and when
Pinnacle would pay the Town $100,000 for this work and sewer access.
Attorney Mangiaratti advises that the Town wait for approval at Fall Town Meeting.
However, Pinnacle needs to move on this issue now as the sewer work needs to happen as
soon as possible. Mr. Azinheira gave an overview of why this issue didn't go forward at the
last town meeting. The same mistakes will not be made at the Fall Town Meeting as it was
previous supported but the numbers needed to be adjusted.
Pinnacle Partners believed that they were to pay $50k now and $50k after Old School St.
was abandoned. (To be voted at Fall Town Meeting) The Town believed that they would
receive $100k for the sewer tie in. And then more for the easement rights on Old School
St. After a lengthy discussion, Attorney Mangiaratti and Attorney Valanzola summarized
the differences in what each party expects.
Motion: To accept $35k for sewer tie in and Pinnacle installs the manhole. $57,500 at a
later date when/if Old School St. is abandoned by Town Meeting vote. (Dentino/Amoruso)
2:3 motion fails (Levine, McCarter, Baldwin nay)
