RECEIVED I"" "'"1"1' , ., I. . i,' .I,' ".' t."F " '. " " 11 -ICE 07 APR 25 PM 7: 3' John Sullivan, Town Engineer, requested an information meeting regarding the construction of the School Street interceptor extension between Old School Street and Forbes Boulevard. No wetlands are in the vicinity of the work. There are some roadway drainage ditches in the area. The developer of the Mansfield Crossing will be constructing the first phase of the School Street interceptor, as part of the Mansfield Crossing project, this spring. The first phase will extend the sewer line to the SchooVOld School Street intersection. The work John is proposing is for the continuation of the School Street interceptor from where the Mansfield Crossing project ends, down Old School Street, under Route 495 within an existing sleeve, under the railroad tracks to Forbes Boulevard and down Forbes r Boulevard to the Plymouth Street Pump Station near the Chrysler Building. The proposed work includes the installation of a 24-inch diameter interceptor, approximately 1,750 ft. The installation of the interceptor, when completed, will result in the abandonment of the wastewater pump station near the Chrysler building on Forbes Boulevard in the Industrial Park. The pump station was built in the early 1980's as a temporary pump station and is in need of repair or replacement. The School Street Interceptor will provide a gravity sewer line from the Industrial Park, eliminating the existing pumping station. The proposed work is mainly within the existing roadway, except where it will cross under Route 495 through the existing sleeve and under the railroad tracks, which will be done by directional drilling. Colin wanted to know when the work would start. John told the Commission the bids will go out before the next Town Meeting. Depending on the acceptance of the proposal, the project will likely start in the fall of 2007 or in the spring of2008. Hay bales and silt fencing will be installed adjacent to the drainage ditches, shown on the plans, and will not be removed until after the disturbed areas have been stabilized. The r' silt fencing will then be removed and discarded off-site and the hay bales spread to deteriorate naturally. r Cindy was concerned about the wetlands in the area. John told her there are no wetlands involved with the Town's project. There are wetlands in the area involving the Mansfield Crossing sewer extension. The wetlands in this area are being protected through the Order of Conditions issued to the Mall project. The Request for Determination of Applicability was filed for the installation of an above ground pool on existing lawn within the 100 ft. buffer of bordering vegetated wetlands. AI and Sandra Paiva, the homeowners, were present. Michele told the Commission the work is well outside the 50 ft. no disturb area and the grade is flat. She recommends a Negative 3 Determination be issued. Carole wanted to know what filtration system would be used. Mrs. Paiva said an Earth System filter would be used. No run-off to the wetlands will occur. Cindy made the motion to accept the plan for the above ground swimming pool for 18 Jameson Court and to issue a Negative 3 Determination. Carole seconded. r Passed 6-0. Perry DiMascio and Stan Feck, the applicants, and Ralph Maloon, RIM Engineering, Inc. were present. The proposed project is the construction ofa 38x28 ft. dwelling with a 12x20 ft. deck, utilities and related grading within the 100 ft. buffer of bordering vegetated wetlands. Perry told the Commission this is actually 2 lots that have been put together. There is an isolated wetland, approximately 1+ acre, on the property. Since it is up hill to the wetlands, roof drains will not be necessary. Abutters Virginia and Richard D'Onofrio, Rose G. Parente and Ben Ingegneri were present. Virginia wanted to know if the house needed to be elevated because of the water running underneath and coming down the slope. She also was concerned about the impact the ,,-- 2 project will have on West Street. Water pools on the road and ices up in the winter. Will the run-off from the lot run into the street, making the situation much worse. r Michele told the applicant to cut as few trees as you can. This will help with the run-off. This will be one of the special conditions issued to the applicant. Virginia wanted to know if the new owner, at a later time, could cut down the trees. Michele told her no, it will be part of the Order of Conditions. Colin told Perry and Stan to call Michele when the loggers come so she can be on site. It was suggested that only trees to be cut be marked instead of the trees to be saved. Virginia wanted to know if the trees taken down would be buried or removed from the site. Colin told her the trees would be removed and disposed of off site. Cindy was concerned about the trash that accumulates on construction sites. Perry said he appreciated Cindy's remarks and told her he keeps a clean work site. r Michele told the Commission the wetland line is accurate and the project is located outside of the 50 ft. area. She recommends an Order of Conditions be issued with the following conditions: hay bales and silt fencing as shown on the plan and signage to read "Environmentally Sensitive Area-Do Not Disturb", to be placed on the 50 ft. line every 50 ft. Signs should be placed on metal poles and not on trees. Ben made the motion to accept the plan for 981 West Street-Lots 2 & 3, dated March 1, 2007, as drawn and to issued an Order of Conditions with the following conditions: hay bales/silt fencing to be staked in place (as shown on the plan) prior to construction and to be maintained until work is complete and the area has been stabilized; the removal of trees on the site to be monitored by Michele (she will determine which trees will be cut); the trash will be monitored to keep the area clean during construction; signage to read "Environmentally Sensitive Area-Do Not Disturb", to be placed on the 50 ft. no disturbance line, on metal poles, not on trees and placed on 50 ft. centers. Carole seconded. Passed 6-0 Continued. Waiting for plan revisions Continued. ,,-- 3 ~ Carole had asked Michele in December 2006 for a list of successful. wetland replications. r Michele has taken pictures of a few and will get the completed list to her by the end of June. The Commission wanted to know the status of "Autumn Park" on Essex Street-#211- 0766. Perry and Feck have put the project on hold due to the housing market. Colin said there is activity there, mainly the roadways. James Epstein, 900 Maple Street: in the past, Mr. Epstein has done work and stored equipment in the wetlands, stating Dick Lewis gave him permission to do so. There is a certified vernal pool on this site and Mr. Epstein has allowed his kids to drive thru the vernal pool with 4-wheelers. Michele will revisit the site. Colin would like Michele to call Mr. Epstein to come to a meeting. Cindy was concerned about a property, 858 School Street. The homeowner appears to be cutting down a lot of trees close to or in the wetlands. Michele told her she had given the owner permission to cut down 5 pine trees last fall. The trees were hanging over his house. There is an intermittent stream on the property and the town cleared the stream a while ago. This has created debris in the area of bordering vegetated wetlands. Michele has also given the owner permission to clear out this area. Michele will check on the property . r' Michele up-dated the Commission on Shaun Kelly of 20 Carol Road: Michele received a draft of a court summons for Mr. Kelly from Town Council. On March 20th Michele sent a letter to Best Buy, 31 Plymouth Street. She walked the parcel the week before and observed a lot of trash as well as appliances within the vegetated wetlands. The letter asked that Best Buy remove the debris and appliances as soon as possible and that no further dumping be done in the area She spoke to Robert Willard and he told her the majority of the debris is from the trucking firm next door and from Mansfield residents. Mr. Willard will pass the letter on to the trucking firm. Mr. Willard was also asked to notify Michele when the area is cleared so she can perform another site visit. Ben made a motion to approve the minutes of March 12, 2007. Carole seconded. Passed 6-0. Meeting was adjourned at 8:00 pm.
