Mr. Trowbridge stated that he had emailed Mr. Roth about the opening on the Conservation Coramission because he had remembered his profile to make Mr. Roth aware of the opening. Mr. Trowbridge stated that with his background Mr. Roth will be a great fit for Conservation Commission. Mr. DelVecchio stated that he remembered that back when Mr. Roth had originally applied for a position on the Conservation Commission that there had been a Board Of Selectmen's Meeting November 16, 2016 Page 1 of 12 wonderful group of applicants for the position, and that he was very glad that Mr. Roth had applied again this time to serve the Town. Mr. Roth stated that he was glad to learn, from Mr. Trowbridge, that he could serve on two appointed boards because it has been a goal of his to serve on the Conservation Commission. Mr. Roth referred to the first time he applied and stated that there was no shame in losing out to a better candidate, and that he wasn't here to serve an ego that he just wants to serve the Town. Mr. Schoonveld asked if Mr. Roth would attend the next Town Meeting, and Mr. Roth said yes. Mr. Schoonveld noted that Mr. Roth is a bird watcher. Mr. Roth stated that his background is in ornithology, and that he has published research on birds. Chairman Aptowitz asked how he would handle difficult matters that come before the Commission. Mr. Roth stated that he believes in communication and that in his personal experience working with health and safety regulations as a university administrator, that when people can work together to come to a consensus by listening and communicating there is usually a solution. Motion: to approve the appointment of Aaron Roth for a four-year term effective January 1, 2017 to the Conservation Commission to expire on January 1, 2021. (Schoonveld/DelVecchio) Passes 4:0 4. Consideration Of Brian Eagle for opening on the Finance Committee, Effective January 1, 2017. Present before the Board is Brian Eagle, 7 Stratton Road for consideration of his application for appointment on the Finance Committee effective January 1, 2017, Mr. Eagle stated that he has a background in government relations. He works for Ernst & Young Accounting Firm. He is a lawyer. He has lived in Mansfield for six years. He applied because he wants to get more involved and has been inspired by some of the stuff he has seen, Chairman Aptowitz thank Mr. Eagle for applying for this position after not getting on committees when he previously sought to do so. Mr. Schoonveld asked what Mr. Eagle has learned since the last two times he came before the Board. Mr. Eagle stated that one of the things he finds interesting is the concept of transparency. He talked about how at the last Finance Committee meeting it was discussed how Westboro laid out the Prop 2 '/2 and how the debate was interesting and moved him to read the Westboro report. He thought it was well done and easy to read, and how it was good to get this kind of information out there for people to better understand. It is important to him to make sure Board has the information it needs to make informed decisions and also for the public to understand as well. Mr. Schoonveld asked if educating people was a pressing issue for Mr. Eagle. Mr. Eagle stated, the more information people have the easier it is to make an informed decision, and makes it easier for people to understand how their tax money is being spent and why. Mr. Schoonveld stated that he used to work and Ernst & Young, but he never worked with Mr. Eagle so there would be no conflict. Mr. Trowbridge stated that he remembered Mr. Eagle from when he applied for another Board position and remember that he thought Mr. Eagle's skill set would fit well on the Finance Committee. He stated that his hope is that Mr. Eagle does not get discouraged when after work very hard to reach people in every possible way to get information out and they still do not understand the financial implications of the information that was trying to be shared. Mr. DelVecchio stated that he appreciates that Mr. Eagle has come back to apply for Finance Committee after not be appointed to other committees. He stated that he feels Mr. Eagle is qualified. He added that Mr. Eagle's skill set will complement the skills of the current Finance Committee members and added that although it will be frustrating at times it is also rewarding. Chairman Aptowitz stated that the Finance Committee is extremely important. He asked about Mr. Eagle's availability because the Finance Committee's workload gears up from February to May. Chairman Aptowitz wanted to be sure that Mr. Eagle knows when he will need to be available. He went on to say that it is important to keep an open mind, because for years the Town struggled with "us vs. them and them vs. us." Now it is viewed as one big town with two big departments, and he wanted to be sure that Mr. Eagle was open to voting for the needs of the majority of everybody in Town. Mr. Ross stated the Town of Mansfield is probably the most diverse corporation in the community in terms of the services provided from education, to police & fire, to conservation, and health. There are over 900 Board Of Selectmen's Meeting November 16, 2016 Page 2 of 12 employees and $1204130 million budget, and the Finance Committee is a very important part of it by working with the Superintendent of Schools and the Town Manager, as well as the Board of Selectmen and School Committee. Chairman Aptowitz complimented the current Finance Committee members on what a great job they do and stated that they have been together for a while, and how they are the financial advisors to the Board. Mr. Schoonveld acknowledge and thanked James Bazinet, who is not seeking reappointment to the Finance Committee, for his fine work and service to the Town. Motion to appoint Brian Eagle to a three-year term effective January 1, 2017 on the Finance Committee, expiring December 31, 2020. (Trowbridge/Delvecchio) Passes 4:0 5. Continued discussion and consideration of William Walker, Martine Fox, Christine Micke, John Brandt, and John Wallask for two openings on Airport Commission, effective January 1, 2017. Chairman Aptowitz stated that there may be some potential issues going on with the Airport Commission. He stated that although this item is not technically on the agenda he would like to invoke "Items Not Anticipated 48 Hours in Advance of Meeting" to discuss potentially having the entire current Airport Commission come before the Board at a future meeting. Mr. Trowbridge agreed that that is in order. See below. 6. Discussion regarding reconsideration of motion of vote approving Parking Limitations For North Main Street, Oakland Street and Mansfield Avenue. Mr. Ross stated that he had spoken with Mr. Dentino about Mr. Dentino's concerns with traffic flow and the possibility of intersections being blocked. Chairman Aptowitz asked if 2 -hour parking across the street from businesses had been posted. Mr. Ross said, yes there are 2 -hour parking signs up on Crocker, portions of Main, on North Oakland, on Pratt, and at the parking lot. Mr. Ross stated that Mr. Dentino has also expressed concerns about the bump -outs with regard to snowplowing. Mr. Ross spoke to Mark Cook and Mr. Cook said he didn't think snowplowing would be a problem. Mr. Ross stated that the bump -outs are intended to help make pedestrians feel comfortable crossing the street. Mr. Ross added that the Sun Chronicle did a nice article on the work in that area. Mr. Trowbridge stated that the whole downtown is looking nice. 7. Discussion regarding Board of Selectmen Operating Procedures. Mr. Trowbridge stated that he had asked for this item to be added to the agenda to generate some discussion. He had Ms. Griffin include in this week's packet several samples of Board of Selectmen Operating Procedures from other communities to help the Board identify policies that they might like. Mr. Schoonveld stated that it would be good to add the process for appointment Boards & Committees to the Mansfield Board of Selectmen's Policies & Procedures. Mr. Schoonveld reminded that he would like there to be a monthly meeting with the Chairs of the Boards & Committees. He used the Airport Commission as an example of why it is important for these meetings to happen. Chairman Aptowitz suggested that we keep an agenda item open for a Board or Committee each week. Mr. Trowbridge stated that he wanted this Policies & Procedures item on the agenda so each Board member could start to identify items that are a priority, and suggested setting a meeting aside in January to have an informed discussion. Mr. Trowbridge reminded that Mr. Schoonveld wanted earlier preparation of the packet, and Mr. Trowbridge agreed that he wants the packet to be done in time for the Board to have it to review over the weekend. Mr. Trowbridge stated that if people scheduled on the Board's agenda don't have their information ready for the packet to go out on Friday by noon then they will have to be removed from the agenda. Chairman Aptowitz stated that the current deadline for information for items on the agenda is Friday at noon, and perhaps we should make a change and not send everything out in one packet but to send Board Of Selectmen's Meeting November 16, 2016 Page 3 of 12 along information as it comes in. Mr. Trowbridge stated that most agenda items are not things that come up last minute, he feels agenda items are things that staff has known about for weeks, if not months. He offered that the packet tonight was over 100 pages and it is a lot to review. Chairman Aptowitz stated that it is going to be a challenge for Mr. Ross and his staff to get the packet out on Friday by noon. Mr. Ross stated that the packets could get done on Friday provided there is an understanding that if information comes in late the staff is going to tell people no and remove it from the agenda. Because it isn't so much staff that isn't getting the work done as it is citizens that are applying for things, that often do not get information to staff on time, the staff tries to accommodate the citizens to be of good service. He added, that the Board should understand that they may hear from dissatisfied citizens and businesses that had to be taken off the agenda. Mr. Trowbridge stated that it is not about not putting them on the agenda, it is that they will have to wait. He stated that if a business does not submit their information in time, their lack of proper planning is not an emergency for him and it should not affect how the Board is run. Mr. Ross agreed. Mr. Schoonveld suggested that the Draft Agenda come out on Thursday and if there are items "of weight" they should come out on Friday, and otherwise Monday distribution is fine. Mr. DelVecchio concurs that he would like the packet to come out earlier. He then suggested that each of the Board members come up with a couple of Policies & Procedures items that are of importance to them tonight, and then come back and have an informed discussion at a future date by using the samples from Mr. Trowbridge and their own ideas. Mr. Ross stated that he has been trying to pass along information to the Board as it becomes available rather than wait for it to be included in the packets, especially more complex information such as the Joint Powers Agreement on the Regional Dispatch and the RFP for Town Counsel. Mr. DelVecchio suggested that the Board have a "Second Reading Rule" where nothing should be added to the agenda once the Board seen the agenda unless it is very routine or it is urgent/emergency, so that the Board isn't being surprise about an issue. Chairman Aptowitz stated that the current policy states that the Town Manager will craft the agenda and run it by the Chairman of the Board for approval. Mr. DelVecchio stated that since they are looking at the Policies & Procedures that that is one item that the Board may want to look at. Chairman Aptowitz stated that if something comes up, once the agenda has been reviewed by the Board, the Town Manager calls the Chairman because there is not enough time for the Board to deliberate. The Town Manager and Chair decide about the item and then announce it. Mr. Trowbridge stated that Sherbom, MA has a policy for such minor issues. Mr. DelVecchio agrees that the Board should see the Chair and possibly reappointments from each Board & Committee, perhaps on a rotating basis. MT. Trowbridge offered that other communities have a liaison from the Board on each Committee. Mr. DelVecchio continued, a concern of his is the use of staff by Board members. He used an example from a past Board of a member, with interest in a particular project, using staff resources for that project. He feels that the Board needs to have a Policy & Procedure on how the Board interacts with and has access to staff and how the Board presents projects, because if all of the Board members use the staff to work on projects it will cause chaos. He thinks it will help if there is a policy in place. Mr. Schoonveld stated that there should be a policy on separating reappointments of Board & Committee members from the consent agenda, so that those volunteers get recognized individually for their efforts. Concerning document retention, he feels that the Board should consider policies for themselves and staff with regard to confidentially and retention and that the Board's packet should be made public to the extent that it is appropriate to be made public so that the public can follow along with the meeting. He stated that he understands this a fine line and that the Board needs to define what that line is with policy. He also would like Sherbom's ethics policy to be added as an example for the Policy & Procedures discussion that will take place in January. Chairman Aptowitz stated that he feels there should be an ethics policies discussed about how as the Chairman he only has one vote, just like all the other members of the Board, and that sometimes the Chairman needs to take a position and "stand for the Board." Board Of Selectmen's Meeting November 16, 2016 Page 4 of 12 Mr. Trowbridge stated that items that are important to him are communications, agenda, inter -Board relations, second meeting for reading, and chain -of -command. Chairman Aptowitz added that communication concerning important events that may have occurred should go to the Town Manager, from Department Heads, to the Chairman so that the Chairman can notify the members of the Board about what has gone on, so that members of the Board do not get surprised when citizens approach them. Mr. Trowbridge asked the Board to do their own research on additional policies and share it by asking Ms. Griffin to distribute. Mr. DelVecchio continued that Board members are to send Mr. Trowbridge their ideas on Policy & Procedure. Mr. Trowbridge asked that this agenda item be added to the agenda on January 11, 2017. Mr. Ross stated that all of the licenses and permits will be done by the first of January, except for a few that may be late. The first meeting in January is the presentation of the budget and the Capital Improvement Plan. Mr. Ross stated that he will want to start scheduling workshops to talk about the budget, once the Board feels it has had an opportunity to go through it. Chairman Aptowitz that stated that he really wants to have Police, Fire, DPW in to give the Board a detailed presentation on their operating and capital budgets. He feels it is important for the Board to see what the departments are doing and what they want to do going forward so the Board is informed. Mr. Ross stated that after Capital Committee finalizes the plan next week the Board will receive a spreadsheet that shows the funding sources, including the items that are not in the Capital Budget. 8. Town Manager's Report On Progress on Regional Emergency Communications Center. Mr. Ross updated the Board on the status of the work being done by the study committee. The entire committee met with representatives from State E-911 as well as deputy chiefs from the communities. The Administrators saw a presentation of the video that has been prepared of the report from the committee that will be made available to all for Boards of Selectmen. This video will be utilized as the report that the committee is required to submit to all four Boards along with some additional supporting data. State E-911 stated at the meeting that their application process is not due until April or May, and they felt that there is time to finish. The administrators talked about when the presentation would take place to the four Boards of Selectmen and the consensus is that it will not get done in December. The original plan was to have the meeting at the Easton Middle School, but now the group would like Mansfield to host the meeting as it can broadcast it live to cable, and it is centrally located. The group is trying to work on a night to meet in January based on schedules and availability. Mr. Ross stated that several sub -committees have finished their reports. The radio study is done and their report has been submitted. The Policy & Procedure sub -committee is done with their work. They have merged the Policies & Procedures of the four communities into one book. There is a building study underway and Kastle Boos is contracted to provide a study on the conversion work in the existing police station. This is not detailed architectural work it is a preliminary study and estimates of costs and layout. The administrators talked about how they will move toward the integration of the four community dispatch centers. One idea that State E-911 mentioned was to start virtualizing the operation. Mr. Ross stated that State E-911 said, in their opinion the group is ahead of the curve based on the amount of time it has taken other communities to move in this direction. Mr. Ross stated that he has forwarded some details on the agreement to the Board that need to be looked at, and other Town Managers are doing the same with the Boards of Selectmen in their communities. Ivlr. Ross stated that he would like to hear the Board's feedback. He stated that the group has received some feedback from a gentleman, who is an attorney, that also works with the Cambridge Regional Dispatch operation who had some ideas on the labor/personnel side of the agreement that Mr. Ross thinks is valuable. Chairman Aptowitz asked when the group is looking for the Boards to take a vote on this. Mr. Ross stated the consensus was that the Boards would vote individually in the week following the presentation. Chairman Aptowitz clarified that each Board votes by simple majority, and confirmed that if one Board voted against it the entire project was done. Mr. Ross said that yes, or the project could go ahead without the town voting against it. Mr. Ross said that State told them that established Regional Dispatch groups are getting request from other communities to join their groups. Mr. Ross stated that they are developing rough numbers on infrastructure for the present Police Station building and that over time the state will pick up the whole cost. He clarified by saying, the State does not allocate enough in one year to cover all of the costs, but as you build into the project the State will cover virtually all of the cost. He explained that by virtualizing the project first, then combining all of the mobile and hand-held radios, the State will help pay for that, if not Board Of Selectmen's Meeting November 16, 2016 Page 5 of 12 pay for all of it. Then, picking the consoles and equipment, furniture, and then the actual construction work — none of which can take place until the police move out of the building, would be next. Then the Dispatch Supervisor needs to be on -board, probably up to a year before the center is ready to operate so that that person can coordinate and make sure everything is in order. Mr. Trowbridge checked the School Committee's calendar and told Mr. Ross that the School Committee would not be meeting on January 17'". Mr. Ross stated that he would follow up to see if the Regional Dispatch meeting could take place on that night. 9. Continued Discussion On Update Of Public Safety/DPW Complex Costs. Mr. Ross stated that the fencing and trailer for construction is in place. Mr. Ross followed up on Mr. Dentino's question from last week concerning bonding. The General Contractor insures and bonds the entire bid price, which includes all of the sub -contractors. Mr. Ross stated that there will be a first site reading at the construction trailer on December 15`x' at 9:00 am. The purpose of that meeting is to coordinate with the site contractor and to look at scheduling for the rest of the project. Mr. Ross signed a contract today approved by the Building Committee for testing services for the concrete and steel. The electric conduit to serve the building will be going in place. The water main is done and in service. Mr. Ross stated that he had received a report from John Stanbrook that he will send to the Board on bills that are going to be paid. Mr. Ross is confident that the project is going to be on schedule. 10. Resident Questions and Comments. 11. Review and Approve Consent Agenda All items on the Consent Agenda may be adopted with a single motion. Any member of the Board of Selectmen may request that an item be withdrawn from the Consent Agenda for separate consideration in which case that item will be voted on separately from the remainder of the Consent Agenda. Mr. Ross asked the Board how long they would like to review the draft, and they agreed that one week would be long enough to review and submit feedback to the Town Manager. Mr. Ross said that he would then add it as an agenda item for the Boards approval before it gets sent out. It was agreed that it would be on the agenda for December 21" for the Boards approval. Mr. Ross stated that he sent the Board a link on the Town's website concerning existing Water Regulations. He feels it is something the Board should look at, and all agreed that it would set as an agenda item. Mr. Ross reminded that there will be an Electric Board meeting next Monday, and that Mayhew would be in attendance to talk concepts on the Cost of Service Study. Mr. Ross stated that about a year ago, the Electric Board agreed to purchase a small amount of power from a wind turbine project in Maine. That project is going online within a week. He stated that what will happen is the Town will see a credit on the bill. Additionally, Mr. Ross has met with Shaun Burke and Bob Blackman about the Branch Street Solar Project, Joe Sollecito & Chris Cox were present. He let them know that they will not close the switch and accept power until Mr. Burke & Mr. Blackman have reviewed the work and make sure it is in compliance with the site plan and the development agreement. Mr. Ross suggested that Shaun & Bob go out there this week and not wait until the last minute. He stated that both agreed to get that done. Chairman Aptowitz said that he felt that before they "throw the switch" it should be presented to either the Board of Selectmen or the Board of Light Commissioners, whichever is appropriate. Mr. Ross said that it has to be done by the end of the month, or they are going to have a problem with their tax credits. Mr. Ross stated that he would have the Budget ready to be presented to the Board in the first week of January. The Capital Committee will meet next week and have the Capital Plan finalized. He feels the Capital Committee has done a good job this year putting the Plan together. Mr. Ross stated that he is planning to take some time off around Christmas. 16. BOS Questions and Comments Mr. Schoonveld stated that last Monday Chairman Aptowitz, Mr. Ross, and he attended the MBTA pre-bid meeting. He stated that the work that is being done is grossly needed as it has been in the same condition for many years, but that it is not going to resolve the safety issues. He feels that at some point it will have to be addressed with the right parties' involvement. Mr. Schoonveld suggested that the Board put together a budget sub -committee to convene after January 4"' and 10`h's budget presentations. Mr. DelVecchio stated that regretfully there was an incident in Town where an inappropriate hate speech was written in the street in front of a resident's home. He echoes the sentiment of the Chief of Police that this type of behavior will not be tolerated in the Town. He wanted citizens to know that there is going to be Board Of Selectmen's Meeting November 16, 2016 Page 10 of 12 a gathering in the neighborhood at 4:00 pm on Friday evening if anyone would like to attend. Mr. Ross added that the Police Department is pursuing that matter. Mr. DelVecchio noted that today was the 75a' anniversary of Pearl Harbor Day and wanted it to be remembered. Mr. Trowbridge also commented on the remembrance of Pearl Harbor Day. He then stated that he was taken back that he found out about the hate speech by reading it on Facebook, especially since they had had a discussion about zero tolerance. He said it further impresses the importance of communication and how something has got to be cleaned up in terms of communication, and Chairman Aptowitz agreed. Mr. Trowbridge brought up the point that the Town Managers evaluation is supposed to be done 30 days prior to the anniversary of the contract. He asked if it would be prudent for Mr. Ross to put together the goals and give his opinion of how he has met those goals so far and give the Board a copy of the evaluation. Mr. Ross stated that he thought it was agreed earlier in the year that they would wait so that it gave a little more time to do the goals and bring those forward. Mr. Trowbridge stated that his recollection was that it was agreed that the goals would not be lofty given the short amount of time. Mr. Ross stated that the goals were lofty. Mr. Schoonveld stated that the Board cannot go a year and a half without doing an evaluation, but with the realization that the goals were lofty, he asked for Mr. Ross' update on the first six months. Mr. Ross stated that his start date was in the middle of January. Mr. Trowbridge stated that the contract was signed on February 4'b. Mr. Schoonveld stated that he would like to have a blank copy of the evaluation form so that he could write out some notes of his own on the form. Chairman Aptowitz reminded that the COA lunch will take place on Friday. Chairman Aptowitz stated that he would be attending. Mr. Ross spoke of what a nice event it is and how great the high school chorus is that comes to sing. Chairman Aptowitz stated that the Xfinity subcommittee, with Town and Xfinity representatives will begin meeting in January and that the dates will be posted. Chairman Aptowitz asked for an update on the medical marijuana facility. Mr. Ross stated that the Planning Board is scheduled to vote on their decision a week from tonight. They had quite a bit of discussion at their last meeting and they gave Shaun Burke direction on what they wanted and he is writing that decision, which they will consider next week. Chairman Aptowitz stated that businesses on Main Street have asked him about the possibility of holiday lights on Main Street. Mr. Ross stated that the Town puts up what it has but that it has not invested any money in it recently. He added that there is some money available, from a gift fund, for barriers but it has been hard to get the Downtown Business Association to say what they want, but at some point, he is going to have to just make the decision himself on what to purchase. Mr. Trowbridge stated that the Downtown is thriving and that anything the Town could do to help with holiday decorations would be appreciated. Mr. Ross stated that there are things that the Town has done such as resurfacing, new sidewalks, new lighting on North Oakland and North Main which will include an option for drip irrigation for plants. He added that the Downtown Committee is talking about is cleaning things up along the Old Colony Trail. Chairman Aptowitz asked for follow-up about the dogs running around at the schools. Mr. Ross told the Board that he contacted the Superintendent about taking that up with the School Committee. Mr. Trowbridge reminded Chairman Aptowitz that he should not be taking such issues to the Town Manager, but that Chairman Aptowitz should direct people to the Superintendent and added that this type of thing should be covered under the chain -of -command policy when written. Chairman Aptowitz asked Mr. Ross if there was any update on the Chocolate Factory. Mr. Ross said no. Chairman Aptowitz added that he is frustrated by the hate speech act that took place and he hopes that the police find the people that did it and prosecute them. He offered his apologies to anyone that was affected or felt that they were discriminated against. Mr. Trowbridge asked for follow-up on the Chocolate Factory. He asked if there was a document that was going to have to be resigned. Mr. Ross stated that the development agreement had dates in it that the developer has not met, he added that they need to pull a building permit. He said that he sent an email to both the developers. that one we know and the ones in Virginia, to point out that the State Building Code will be changing and if the developer does not draw a permit they will have to re -do those plans to meet the new code. Mr. Trowbridge asked where that leaves the Town with the development agreement. Mr. Ross stated that the development agreement is still in place and the developer is still required to do all of the things that are there plus all of the items in the Special Permit issued by the Planning Board. Mr. Trowbridge asked if it was still binding and Mr. Ross said absolutely, it is binding on the property, and that Board Of Selectmen's Meeting November 16, 2016 Page 11 of 12 he had confirmed that with Town Counsel. Mr. Trowbridge asked that Mr. Ross check with Town Counsel to see if that was something that the Town should have on record at the Registry so that the person buying the property knows that there is an agreement. Mr. Ross stated that he would check with Town Counsel. Mr. DelVecchio stated that he feels the Board and the community deserves an update on the Chocolate Factory. Chairman Aptowitz agreed that the Board should be kept abreast of what is going on. Mr. Ross stated that his conjecture is that the gentleman that started this is recognizing that it is a large project and that he needs to bring in partners with experience to do this, and he believes that the gentleman is working with a firm in Virginia. To his knowledge there has not been any kind of closing or sale of the property or transfer of the LLC to this group, but he thinks they are working on it. Mr. Ross stated that he has told developers continually that the approvals you have are the approvals you have, and not to come back to the Town to ask for different things. Mr. DelVecchio stated that we still have the Chocolate Factory information on the Town's website. Mr. Schoonveld stated, let's get rid of that. 17. Mr. Schoonveld stated that he would not be in attendance on December 21". Mr. Trowbridge asked Mr. Ross to reach out to all the current members to see if a majority of the current members of the Airport Commission could appear before the Board on either the 14'x' or the 21st of December. The Board agreed to vote for the two openings on the Airport Commission on December 28'h when there will be a full Board of Selectmen in attendance. Mr. Aptowitz wants to be transparent and find out what is going on and that there is not going to be back -room meetings. Mr. Schoonveld asked if there was a reappointment and an open position. Chairman Aptowitz stated that the reappointment will be part of the vote because there are two positions open, and five candidates. Mr. Schoonveld asked if the Board would do reappointments first and then the open position, or is the Board going to decide whether they will be done together. Mr. Trowbridge stated that there are two openings. Chairman Aptowitz stated that there are five candidates for two open positions. NIr. Schoonveld stated that traditionally we posted positions as being open, and that we never posted for individuals to be able to challenge reappointments. Mr. Ross stated that his recollection is that we post for two open positions. Chairman Aptowitz stated that he wants to know what is going on at the Airport, and although the Board is not involved with the day-to-day operations of Airport, the Board appoints the Commissioners.
