These minutes were prepared by Greg Arnold. The meeting was opened at 7:05 p.m.
Matters Discussed and/or Voted On
A discussion was held concerning the upcoming negotiations for union contracts, including the
Finance Committee's desire that the Board of Selectmen provide the Town Manager and School
Department with a set of parameters within which to negotiate. It was agreed that Mr. Gazzaola
would try to get an invite to the next Executive Session at which this topic was to be discussed to
ensure that the Finance Committee views are heard.
Chairman Gazzola reported on the latest headcount numbers from Bea Kearney. The current
budget contains 14 new employees (11.9 FTEs) on the Municipal side, representing
approximately $476,000.
An update on the first 5-Year Forecast Meeting was presented, and it was reported that the
meeting went well as the key drivers in the 5-year forecast were identified and discussed.
Chairman Gazzola reviewed the correspondence that came in to the Finance Committee,
including the Town Manager's Budget Cycle Review memorandum dated February 10". The
topic then turned to a broader discussion of benefits and it was decided that we would seek a
joint meeting with the Town Manager and the Selectmen to receive details about the benefit plan
itself. It was suggested that perhaps an RFP should be obtained with respect to the benefits
package.
Jess Aptowitz made a motion that "He would be the Finance Committee lead with the health
insurance issues and seek a meeting with the Town Manager to discuss possible alternatives,"
which was seconded by Charlene Lavin. After discussion, the motion passed 7-0.
