Andy Gazzola (presiding)
James Lazarra
Jess Aptowitz
Jack Goldberg
Charlene Lavin (needs to be re-sworn in before voting)
Greg Arnold
Tom Stevens (needs to be sworn in before voting)
These minutes were prepared by Greg Arnold. The meeting was opened at 7 :00 p.m.
Matters Discussed and/or Voted On
The meeting began with an introduction of Tom Stevens, the newest member of the Finance
Committee and then moved on to a review of the budget assignments for the upcoming year.
r James Lazarra and Jack Goldberg were responsible for the Light and School Departments. Jess
Aptowitz and Greg Arnold were responsible for Safety, DWP and Buildings, as well as
coordinating the school expansion reimbursements as applied to the 5-year forecast. Andy
Gazzola and Charlene Lavin were responsible for Capital (CIP) and the Consolidation
Committee. Mr. Gazzola also had responsibility for the TIF Committee and would work with
Tom Stevens on the Enterprise Accounts.
Mr. Gazzola then reviewed all the recent correspondence and memos received in the past few
weeks since our last meeting.
The Finance Committee discussed the need to schedule individual department meetings to
review the initial budgets. There was general agreement that the initial budgets presented by the
Town and the Schools, projecting increases of 12-13% were not at all in line with anticipated
revenue. Thus, there seemed minimal value in analyzing them on a line-by-line, or detailed basis
at this time.
There was a discussion about taking a position with respect to a possible override, but it was
decided that no such decision can be made, either for or against such an override, until individual
meetings took place to better understand the budget requests.
