November 30, 2016
7:00 p.m.
Present: Jess Aptowitz, Chairman; Frank DelVecchio, Vice -Chairman; George Dentino and Steve
Schoonveld. Also present was William Ross, Town Manager. Not present was Michael
Trowbridge.
1. Meeting Called To Order At 7:00 p.m.
Chairman Aptowitz called the meeting to order at 7:00 p.m. The Chairman reminded everyone that
the meeting is being broadcast live and taped for future broadcast on Mansfield Cable Access. He
asked if there were any members of the audience recording, to which there was no response.
2. Presentation of the Implementation Of A Mass School Safety Plan for Mansfield
Public Schools.
Chief Ronald Sellon, Teresa Murphy, Chief Neal Boldrighini, and Superintendent Zeffro Gianetti
were present to give an overview of the current emergency response plan for the schools, and to
tell the Board that they are in the process of expanding the emergency response for the schools.
The police and fire have had established plans since 2008. Chief Sellon stated that the complexity
of the campus style school system presents challenges from a public safety standpoint, and they are
mindful that a safety event at one school can't affect the schools. Planning of goals and steps is
underway with Ms. Murphy and Mr. Giantti. In planning they have tried to keep the responsibility
of safety as simple for teachers as possible, so that teachers can do what they are there to do,
education. Chief Boldrighini stated in his overview that they are building on what is already in
place. His view is that they need to bring the educators into the plan for public safety and make it as
simple and efficient as possible for them. The safety officials are working on giving the teachers
"hands on" experience with areas such as radio protocols. He praised Mr. Gianetti and Ms.
Murphy for their "straight forward" and "hands on approach" with working with other agencies.
Chief Boldrighini stated that he feels the departments are prepared to have a strong reaction to any
public safety situation. Mr. Gianetti talked about their ability to communicate if something
occurred. He said that as part of the planning they will look closely at how they would get the word
out and how they would communicate with parents.
Mr. Schoonveld asked for clarification about radio protocol, and Mr. Gianetti clarified that the
radio protocols would be for administration. Mr. Schoonveld asked if they would be looking at
evacuation plans. Chief Boldrighini responded that they want to make evacuations as efficient and
easy as possible. The Chief said that safety officials want the school staff and students to know
how to respond to an emergency event without having to think about how to react, by doing
hands-on training. Mr. Schoonveld asked about specific evacuations plans. Chief Sellon told the
Board they their plans will be adaptable to different situations. Chief Sellon stated that we have
4500 of our most vulnerable citizens are in a very small geographic area and with the challenges
that exist, he wants to have protocols and training in place and clear communication in line to
protect them. Chief Sellon told the Board that while there are a lot of vendors trying to capitalize
on these types of safety situations, he wants to come up with a solid plan with minimal impact on
the budget. Mr. Schoonveld ask for a timeline to have plans in place and Chief Sellon responded
that he wants a plan in place before Superintendent Gianetti retires. Mr. Schoonveld asked if there
are state defined requirements that must be met.
Board Of Selectmen's Meeting November 16, 2016
Page I of I I
Chief Sellon said no, and that they are creating this themselves. Superintendent Gianetti said that
they have had a good plan in place, and what is happening now is they are enhancing their plans by
learning from situations that have happened in other places. Chief Sellon said they are using "after
action reviews" from critical incidents in other communities around the country.
Chairman Aptowitz about security issues and stated that we should not be announcing our plans
where security issues were concerned and therefore putting students in jeopardy, but he would
expect that in cases of an emergency such as a fire we would let parents know where children
would be evacuated to, such as the football field or another school. IIe gave an example of parents
going to the schools to get their children in the event of an emergency. Superintendent Gianetti
told the Board that parents rushing to the school in an emergency is exactly the kind of thing that
their new plans will address. Chairman Aptowitz stated that the local police and fire are having to
deal with emergency situations that go far beyond anything we have ever seen in the past. Mr.
Gianetti stated that the schools have increased their security measures by having the SRO on
campus and adding security cameras. Chief Sellon talked about how varying plans are in place to
give the Police every possible advantage. Chairman Aptowitz stated that this important because it
is about protecting our children and if the Chiefs needed anything he would want them to reach out
to the Board.
Mr. Dentino congratulated Ms. Murphy and then, talked about the safety plan and about being
diligent about needing to outsmarting anyone that would want to bring harm to the Town's
children. He said that it is good that we are acknowledging the threat and gave his support to the
Chiefs on their planning.
Ms. Murphy stated that as a School Department they are grateful to be working with the Mansfield
Police & Fire Departments, and that she is looking forward to continuing the very positive
relationship and continuing to move forward as the next Superintendent. Chairman Aptowitz
congratulated Ms. Murphy on her appointment as Superintendent.
Chairman Aptowitz announced that Chief Sellon has been selected to go Israel to take specialized
training with the Israel Defense force for ten days. This training is sponsored by Antidefamation
League. This training will take place at no cost to the Town.
3. Consideration Of Doug Annino For Opening On Municipal Building Committee,
Effective January 1, 2017
Mr. Annino, 151 Tremont Street interviewed with the committee for the opening on the MBC. Mr.
Annino stated that he was actively involved in the design phases of the DPW/Public Safety
complex, so he wanted to continue his involvement to oversee the design and financial parts of the
project.
Mr. Schoonveld asked if Mr. Annino feels there are any conflict of interest. Mr. Annino said,
"no."
Mr. Dentine, said that Mr. Annino is welcomed. He said that it was a pleasure to serve on the Board
of Selectmen with Mr. Annino, and that Mr. Annino will be an excellent addition to the MBC.
Mr. DelVecchio stated that it was a pleasure to serve on the Board with Mr. Annino. He asked Mr.
Annino to speak about his architectural background. Mr. Annino said that he is a registered
architect in all six New England states and that he owns a firm specializing in private work such as

restaurants and residential. Mr. DelVecchio concluded by stating that he sees Mr. Annino's time
serving with the Town as an attribute.
Motion: To approve Doug Annino to a three year term, effective January 1, 2017 on the Municipal
Building Committee to expire on January 1, 2020. (Mr. Schoonveld/Mr. DelVecchio) Passes: 4:0
Mr. Ross stated that he enjoyed working with Mr. Annino when he was on the Board. He
continued that he could not emphasis enough the helpfulness of Mr. Annino provided and the
background and skill in helping us bring the municipal complex in under budget, with excellent
designs, and in particular the exterior designs which most people will see.
4. Consideration Of John Brandt, Martin Fox, Christine Micke, John Wallask and
William Walker For Two Openings On The Airport Commission, Effective January
1, 2017.
Present and interested in seeking a seat on the Airport Commission were William Walker of 144
South Main Street, Christine Micke of 38 Cobbler Road, John Wallask of 22 School Street, and
John Brandt of 36 Essex Street.
Mr. Ross shared an email from Mr. Fox stating that he would not be available for interview
tonight, nor would he be available during December due to a work conflict. Chairman Aptowitz
asked the Board if they would consider interviewing all the available candidates tonight and table
the vote until all of the Board would be present. Mr. Schoonveld agreed. Mr. Dentino suggested
that the interviews and vote be delayed. Mr. DelVecchio stated that he would be fine with
interviewing tonight and voting at a future meeting providing all of the candidates would be
notified of the date of the vote. Mr. DelVecchio ask Mr. Ross if it was possible to delay until
January. Mr. Ross stated that that would leave only three members on the Airport Commission.
The decision was made to interview the available candidates.
Mr. Schoonveld asked each candidate if there are any conflicts with serving on the Board.
John Brandt said "no." John Wallask said "no." Follow up question from Mr. Schoonveld was, "do
you own a plane or pilot out of Mansfield Airport?" to which Mr. Wallask said he is a pilot and that
he used to rent plans out of Mansfield, but that there are no longer planes to rent "which is a
problem." Ms. Micke stated that she has no conflict of interest but that she does own aircraft.
Mr. Walker said that he owns an aircraft and has been based out of Mansfield for 27-28 years. He
said he is a flight instructor as well where he occasionally gives lessons as a freelance instructor.
He also gives lessons out of Norwood and Taunton airports.
Mr. Schoonveld asked Mr. Walker how Mansfield Airport compares to other airports. Mr. Walker
said that Mansfield has a beautiful new administration building that is somewhat unoccupied. He
stated it needs a restaurant and a flight school. He stated that there is a flight school that could start
in March. Ms. Micke stated that she feels Mansfield has potential and that if there was a restaurant
it could attract pilots. She said it needs a flight school and with statics that say there will be a
shortage of pilots in 15-20 years Mansfield would be a good spot for a school.
Mr. Wallask stated that with the new facility there is a tremendous potential at the Airport. There is
an empty restaurant, no flight school, and no one can rent aircraft. He feels that promoting general
aviation should be a priority. He agreed that there is a serious problem with pilot shortage.
Mr. Brandt said that he lives near the airport, drops in often and knows the manager. He echoed the
thoughts about the empty restaurant and would like to see use of the airport expanded.
Board Of Selectmen's Meeting November 16, 2016
Page 3 of I I
Mr. Dentino noted that Ms. Micke stated that she was willing to sacrifice her time on her
application. He asked her what size planes she could fly. She replied, single engines fixed gear.
She stated that she owned a former two-seater training plane which was used by the Royal
Canadian Airforce. He said he was happy with all the applicants with their willingness to be part of
the Airport Commission.
Mr. DelVecchio thanked all the candidates for appearing. He asked who of the current members
were pilots. Mr. Walker answered that Mr. Kiley is a pilot. He asked for each candidate's view of
airport expansion and enhancements. Mr. Walker stated that he sees the Airport a recreational
business asset and ambassador of the Town and the Airport Commissioners as Stewards. He sees
that it has recreational and educational activity opportunities and not just a VIP Club for pilots. He
says that with more active commissioners it could expand activities. Ms. Christine stated that she is
part of a group called The 99's which is an international women's pilot organization. She spoke
about promoting a girl scout fly -in, poker run fundraisers, and other activities that would bring
other pilots in since there is a new building and parking available now. She noted that the Chamber
of Commerce mentions the Airport on its website and touts its convenient location halfway
between Boston and Providence, which makes it desirable. She is also interested in getting our
community involved in flying and exposing flying to everyone, not just people of privilege. Mr.
Wallask stated that the Airport affects all residents and stated that in 2012 an FAA funded report
showed that the Airport had a $9 economic impact. He then stated that he doesn't believe that is the
case today with the Airport in its current state and that that needs to change as it could generate a
lot more money for the Town. He feels that we need to find more public interest such as additional
events, bringing in the FAA to do their safety seminars, and to increase training. He feels it is
underutilized now. Mr. Brandt agreed with the other candidates. He said that he has been attending
the Commission meetings since last July and thinks that they are doing some good -will things such
as trying to get the GATRA buses to stop at the Airport. He would like to see it utilized for other
uses other than just as an Airport. He is retired and has lots of time to give. He wants to see it in
use.
Mr. DelVecchio asked about Mr. Brandt's experience as a Logistics Manager, Mr. Brandt stated
that he worked for Texas Instruments helping to move freight from one location to another across
international lines to help build buildings.
Mr. DelVecchio stated that over that last year or two there has been a sense of frustration with what
is going on at the Airport, and previously there was talk of events such as the balloon festival that
were spoken of fondly. He asked the candidates if they had any insight on this frustration. Ms.
Micke spoke of about a lack of running water in the hangers and divots in the asphalt, and that that
kind of stuff is frustrating. She said that there used to be more pilot events where people from all
walks of life would get together and that those kinds of things have been missing for a while. There
is no place to get a cup of coffee after flying. There are even vending machines.
Chairman Aptowitz thanked all the applicants for appearing. He expressed that all the applicants
have great assets to offer as Airport Commissioners and that the Board has a difficult decision to
make. He asked for their input about jet fuel and runway expansion. Mr. Walker stated that
Quadrant 4 will have Jet A as part of their existing lease, but that it wouldn't be on both sides of the
field. There will be no -lead in front of the admin building and in Quadrant 4 they want to have Jet
A as a convenience to their customers. Mr. Walker continued about runway expansion. He said it
is not their intention to expand the runway, but the FAA has prioritized the re -location of the
Board Of Selectmen's Meeting November 16, 2016

runway twenty-five feet because the running taxiway is twenty-five feet too close. There are seven
airports in the Commonwealth that have the same problem. Mr. Walker stated, in the coming year
they will be doing the environmental assessment and that is the only item coming up in 2017
except for finishing up the navigation easements, which is the tree project.
Chairman Aptowitz stated that there is a lot of pressure to bring in more business to Mansfield, and
he has been told that if we had a certain kind of fuel and longer runways for bigger planes, that
might entice companies to come to Mansfield. Mr. Walker stated that most of that business goes to
Norwood. He went on to explain that once the navigation easements have been completed the
displaced threshold on each end of the runway will be able to be put back further where they were,
therefore extending the runway. Mr. Wallask stated that it was ironic that we have one of the
largest office parks in our back yard and nobody uses it. Chairman Aptowitz agreed with Mr.
Wallask. Mr. Walker stated that he has contracted GATRA to get the Airport on as one of their
stops on the Rt. 140 route. There is no place for folks to wave down the bus currently because the
route does not pass by the Airport. Chairman Aptowitz stated that perhaps a restaurant could help
to get that done.
Mr. Dentino said that he feels the Airport is an asset to the Town. He would like to see the runways
extended. He said that he doesn't think the restaurant is viable, but he thinks that it would make a
good breakfast spot. He asked who is managing the Airport. Mr. Walker stated that it is Bob Welch
is the manager.
Mr. Schoonveld quoted from an article in the Globe from 4 %2 years ago that Mansfield Airport
contributed 59 jobs and $9.1 million to the economy compared to Norwood which contributes $50
million and 360 jobs, with Mansfield averaging 5000 take -offs and landings per month while
Norwood has 6000 per month.
Mr. Dentino asked what are the number of new hangars. Mr. Walker said there are two commercial
hangers and two 10 -plane hangars.
Chairman Aptowitz wrapped up by letting the candidates know that Ms. Griffin would notify all of
the candidates of the time that the vote would take place next week.
5. Consideration Of Change In Corporate Board For Qdoba Mexican Grill
Present is Jeff Badger, District Manager for four months and Jason Furtado, store manager.
The representatives stated that they were present for a chain -wide name change. However, the
application submitted was for a change of Corporate Board. The application submitted had several
clerical errors on it that Tracey Whalen was unable to get changed by Qdoba's third -party
licensing service. The Qdoba representatives said that they were unaware of any difficulties with
the application. Chairman Aptowitz asked the representative to report back to Corporate that the
application needs to be done properly. Mr. Ross stated that Tracey Whalen had given third party
representative Lupe Martinez the opportunity to make the changes on the application, but she did
not want to complete the application with the name change. Mr. DelVecchio asked what would
happen if the application was submitted to the ABCC as is. Mr. Ross stated that there is a
possibility to would be approved, or a possibility that they would kick it back to Qdoba to correct.
Mr. Schoonveld asked if Qdoba would run the risk of being without a liquor license at the end of
the year if this application is not acceptable to the ABCC. Mr. Ross replied yes, but there would be
a greater risk if we hold on to it and continue to try to get the third party to fix it, which they are
unwilling to do at this point. Mr. Ross recommended that the Board approve it and send it to the
Board Of Selectmen's Meeting November 16, 2016

ABCC to seek their approval. Chairman Aptowitz asked the representatives to follow up with
Corporate to bring attention to this matter.
Motion: To approve the change of Corporate Board for Qdoba Restaurant Corp. dba Qdoba (Mr.
Schoonveld/Mr. DelVecchio) Passes: 4:0
6. Continued Discussion On Update Of Public Safety/DPW Complex Costs
Mr. Ross stated that Boston, Building & Bridge is on site. They have contracted E. Guigli & Sons
to do the site work that will begin in next two weeks. The work consists of underground sewer
work, the storm sewer, sanitary sewer, and the excavation for the footings and foundations. B&B
will be setting up temporary fencing. Chairman Aptowitz asked about site work and if the other
site work was taken into account when the bid was done and Mr. Ross, said yes it was all noted in
the specifications that these items were done by the owner. Mr. Dentino asked if as a subcontractor
Guigli & Sons would have to be bonded. Mr. Ross stated that they bon would either have to get
bonded or be included in the bond of the general contractor. He said that he would find out. He
said that B&B is bonded and insured for the total contract.

9. Consideration of All Alcohol Innholder, Common Victualler, Seven Day
Entertainment, Sunday Entertainment, and Early Sunday Alcohol Licenses For
Vision Hampshire, LLC dba Holiday Inn Mansfield Subject To Routing Through
Public Safety And Town Hall Departments.
Mr. Ross made the Board aware that the Holiday Inn is behind on their water bill by over $40,0000
and they are also behind by over $7,000 on personal property tax. He wanted the Board to be aware
of this because he does not believe that the Board can approve the pending Liquor License based
on the Town Code. He made the Board aware that the Town has been snuggling to collect on this
debt. The Town has come very close to shutting off the water a couple of times. He made the Board
aware that they could approve the licenses subject to the payment if the Board so chose to do.
Chairman Aptowitz asked if the Town had a policy that all permits get routed through Town Hall.
Mr. Ross replied that yes, all permits are routed through all departments. Mr. DelVecchio stated
that he did not recall any other situations like this. Mr. Ross assured him that there have been no
other cases like this. Mr. DelVecchio asked if the Code gave opportunity for payment plans. Mr.
Ross said that payment plans are an option, as long as the Company is abiding by the plan. Mr.
Ross informed the Board that as the policy makers the Board gets to make the final decision
concerning payment plan options and approval of the licenses. Mr. Ross informed the Board that
when the Town started to pursue Vision Hampshire for delinquent payment back at the beginning
of November, Vision Hampshire had not made a payment since August. He said that the property
taxes must be paid, but there is a possibility of a payment plan on the water bill. Chairman
Aptowitz stated that he feels the Board should decide on whether or not a payment plan would be
offered.

12. Town Manager's Report
Mr. Ross stated that we have received updates for the Town Code Books from the last Town
Meeting. He asked that the Selectmen bring their books into the office for update. The Town Clerk
asked for the Board to come in with their books, rather than give the Board the updates, to make
certain they get put in properly.
Mr. Ross stated that there was an issue with parking at train station on the Mansfield Parking, LLC
property. Yesterday there were 12 vehicles parked outside the fenced area, today there were 2
vehicles. The owners were contacted. The issue yesterday was with flooding from the rain. Mr.
Ross stated that there has been a drainage problem with that facility for years. There were
individuals with monthly permits that had flooded parking spaces, so they allowed them to park
outside the fence. Mansfield Parking, LLC have pledged to us that this will not happen again. Mr.
Ross has informed them that he is prepared to send them a citation if the Town sees vehicles
outside the fence again. Chairman Aptowitz asked if the current drainage is appropriate. Mr. Ross
said the drainage is not appropriate for the location and it has not been appropriate since it was first
licensed by the Board. He went on to say that it would be difficult to go back and change it because
they have a license that was given based on the current drainage. They have filed an application to
expand the parking lot and one of the issues that has been raised by the Town Engineer is drainage
on that site. If they were to be approved, the drainage issue would have to be included in the
conditions of expansion approval. Chairman Aptowitz said now that the Board is aware of the
drainage issue it needs to be addressed regardless of the expansion application. Mr. Ross suggested
that the Board speak to Town Counsel before asking that any action be taken, Chairman Aptowitz
asked Mr. Ross to reach out to Town Counsel for a recommendation on how to address the current
drainage situation at the lot.
13. BOS Questions and Comments
Mr. Dentino is asked if the Board could relook at the vote made about the parking plan for North
Main Street. Mr. Dentino said that he has spent some time looking up there and he is not happy
with what he sees. He does not want to be part and parcel to the plan. Chairman Aptowitz is
suggesting a motion to discuss it next week. Mr. DelVecchio suggested making a motion tonight to
discuss.
MOTION: Motion to reconsider the vote on the North Main Street parking. (Dentin) Seconded
for the purpose of discussion only. (Schoonveld)
Board Of Selectmen's Meeting November 16, 2016
Page 9 of 1 I
Discussion: Mr. Dentino is against the plan as it sits. Chairman Aptowitz asked Mr. Dentino to
share his thoughts with the Board so they can hear about Mr. Dentino's findings. Mr. Schoonveld
suggested Mr. Dentino document the issue prior to next week's Board meeting so the Board could
review.
Chairman Aptowitz called for a vote on the reconsideration.Passes: 3:1
Passes 3:1 Motion is considered. Vote of 11-16-16 to approve the plan as presented will be
reconsidered at Board of Selectmen's meeting on 12-7-16.
Mr. Dentino stated that concerning the DPW project, it's December and we are looking at winter.
He doesn't see too much more going on there with the good weather that remains, Mr. Ross stated
that they are going to start the site work, which would be the underground work and sewer, and
start the footings and foundations but until the final building contractor is chosen they cannot put
the bolt patterns in. The general contractor is confident that they can still get that work done early
this winter. If they get that all in place and the winter is mild, once the metal building arrives they
can erect that through the winter. The contractor is still confident that the Town will be in the
building by August. Mr. Ross stated that the contractor is aware of the penalties and timeframes.
Mr. Dentino asked why B&B brought in the subcontractor. Mr. Ross said it is because B&B
doesn't do that kind of work. Mr. Dentino asked why not Lopes. Mr. Ross said Lopes has a
contract with the Town to do work at that site, but it is up to the Contractor to choose who they
subcontract on the project, not up to the Town.
Mr. Schoonveld asked Mr. Ross about an increase in total dollar amounts and hours and number of
senior/veteran tax exemptions. Mr. Ross stated that he has been working on this with Mike
Raymond. One of the issues identified when talking with the Assessors and John Standbrook is
that money for that program comes from the overlay, so the Town would have to increase the
amount in the overlay for it and reduce the amount for other things such as tax abatement. Plus
with minimum wage increasing to $11/hour that reduced the number of hours we can give to
veterans and seniors. In talking to Michael Raymond, Michael has other sources of funds to
provide assistance to veterans in need. Mr. Raymond is preparing a report outlining what he has
accomplished, such as moving veterans to programs that do not require Town payment and yet
actually pay the veterans more. Mr. Schoonveld asked when would it be a good time to discuss this
so it can be put into the Town Meeting warrant. Mr. Ross responded that the timing is before the
Town finalizes the warrant. Mr. Schoonveld asked that the Board add an item to the agenda in
January to discuss senior/veterans tax relief opportunities.
Mr. Schoonveld asked Mr. Ross about the Community Impact Memo. He would like to see a
document that allows staff to consider the impact on businesses, such as the library closing with
the recent work on the Library/COA parking lot. It would be a document routed to every
department head to ensure that every consideration of residents in the area has been looked at. Mr.
Ross agreed that this type of document is something we should consider.
Mr. DelVecchio stated that the Board has received a list of all Boards and Committee openings. He
asked how the applicants were being scheduled and how we were handling late applicants. Mr. Mr.
Ross stated that the Town Manager's office takes the view that staff should not be deciding which
applications come before the Board, and that it is up to the Board to decide if it wants to accept a
late application or not. Mr. DelVecchio would like to add this item to the Policies and Procedures
discussion as the application process seems arbitrary and used the Airport Commission applicants
as an example.
