ZBA application for special permit - 875 South Main Street Realty Trust. The application is to increase the existing commercial parking lot by 100 spaces. Mr. Burke explained some of the space where the TIP trailers used to be parked for commercial parking for the Tweeter Center. Mr. Burke said the application does not indicate whether the site will be repaved or restriped. He said there are a number of issues, including traffic management and stormwater management, which should be addressed before the ZBA acts on this application. Mr. Burke noted the Police Department is strongly opposed to this increase in parking and is concerned the site's traffic management plan would be adversely affected. Mr. Annino said there doesn't seem to be any landscaping being added under this application. Mr. Burke said there is no application for a variance from the requirements to landscape. Mr. Jodice asked if it would be better to pave the lot or not. Mr. Burke said it would be better to pave the lot because cars rather than trailers will be parked there, increasing the chances of oil or other substances leaking into the soil. Motion: To send the ZBA a letter saying that based on the application, there isn't enough information in the application for the Planning Board to make a recommendation. Point out items like traffic and stormwater management, as well as landscaping, that the ZBA may want to have clarified before making its decision. (Armstrong-Feck) All in favor. PASSES r Butch Fuller and Ana Paulino, representing SR Weiner; Vaughan Totovian, ESS Group; Scott Towne, representing TD Banknorth Ms. Paulino distributed copies of the elevations and site plans for TD Banknorth. Mr. Totovian explained the revised plans, showing the building within the permissible building area. There are now 13 parking spaces where there were 12 originally. The front of the building now has four parking spaces instead of five. The drive-up windows are more perpendicular to the street. The footprint is roughly the same, 3,000 square feet. The green space is now shown around the sides of the building, along with a sidewalk from the back to the front of the building. There is a rear, employee-only entrance. The green space has been increased from the original design. Dr. Torman asked whether fire trucks would be able to make the turn around the back of the builiding. Mr. Totovian said a fire truck can access the building from both sides amd the back, but the ladder truck cannot make a full turn around the building if all the parking spaces filled. He said the building is sprinklered. Mr. Fuller said after their discussions with the Fire Department, the fire connections were added to the front of the buildings. r Planning Board 2 3/29/2007 r Mr. Annino asked about trash pickup. Mr. Totavian said there is sufficient room for the trash truck, and it will not be impeded by the drive-through canopy. Dr. Torman asked about the parking spaces across from the dumpster; Mr. Totovian said those were relocated from the front, where a space was lost. Dr. Torman asked the distance from the parking spaces to the canopy; Mr. Totovian said is about 18 feet, which is plenty of space for turning. Mr. Annino said the board had asked to see the queuing lanes. Mr. Totovian said that lane has been widened so two vehicles can access that lane. He noted the spaces at the back are subcompact spaces. Mr. Annino said it looks like that area will be very hectic. Mr. Annino asked about landscaping. Mr. Totovian said there will be trees and low bushes. Mr. Annino said the board wants to see the landscaping plan. Mr. Fuller said Sheet 1 shows a fieldstone wall with landscaping that is the same as shown on the original drawings. He said the plans would be revised to show that. Mr. Annino asked if the site lighting is changing. Mr. Totavian said it is not. Mr. Annino asked if the dumpster would have an enclosure. Mr. Fuller said it would. Dr. Torman asked if the parking spaces at the back could be moved back. Mr. Totavian said there is a wetland at the back, but he would check that. r Mr. Annino said the board agrees the footprint of the bulding works, but wants to see a landscape plan and queuing, and asked the applicant to look at moving the spaces back. Motion: To approve the building envelope only (Annstrong- Torman) All in favor. PASSES [Mr. DeMassi arrived at this time] Scott Towne, DRL Associates, explained the standard TD Banknorth building. He said they have widened the tower to encompass the entryway. The green panel has been shortened. A panel has been added to hide the mechanical equipment. Mr. Annino said the wider tower looks better. Dr. Torman agreed. Motion: To approve the elevations as presented. The applicant will submit revised site plans showing landscaping, queuing and the parking plan to the Planning Department. (Torman-Armstrong) All in favor. PASSES Ms. Paulino presented plans showing revised a landscaping plan and the entry door change for TGIFriday's. r Planning Board 3 3/29/2007 - r r Because of the time, the board suggested inviting the ZBA members to go to the Board of Selectmen's meeting with them to discuss the warrant articles. Motion: To attend the Board of Selectmen's meeting at 7:45 p.m. and adjourn the Planning Board meeting at its completion (Feck-DeMassi) All in favor. PASSES ,/ \ .' ..::::.
