PASSES 4. Meeting notices Easton 5. Journal of the American Planning Association r-- Motion: To send Frank Holmes a letter thanking him for his service to the board. (McClanahan-Armstrong) All in favor. PASSES Anna Paulino, representing SR Weiner; Scott Towne, representing TO Banknorth; Scott Webb, representing TGIFriday's. TGIFriday's is on "Pad A," located right off School Street. The originally approved layout called for a 5,800 square foot building; the plan now shows a 5,520 square feet layout. The parking layout remains as approved and the building is well within the original building envelope. ~ Planning Board 1 3/15/2007 ~ Mr. Webb explained TGIFriday's has a lease with WS Development for this project. The typical Friday's building has Travertine tile on the front, concrete board around the sides ;--. and the corporate logo is a red and white striped awning. All landscaping guidelines set by the town will be met. Mr. Webb explained the tallest point of the building is 24'8"; the majority is 23-24 feet and will have parapet walls with a flat roof. The drainage will run into the stormwater system. The lighting includes goosenecks above the awnings and sconces on the building. Signage will be internally lit. Parking lot lighting will be supplied by WS. There will be no landscape lighting. Mr. Webb explained there are 228 seats inside the building. The service yard to the rear of the building will have metal gates for the dumpster enclosures, and a metal door for employees. Deliveries are typically in the morning, with one per day. The dumpster is behind the building and be fenced with a six-foot cedar fence, which is typically stained and will have a maintenance program. Mr. DeMassi asked if the dumpster area has a ceiling. Mr. Webb said it does not. There is a service drain in the dumpster enclosure to keep the area clean. The grease trap is typically in the landscape area at the back of the building. Mr. Annino asked if there will be outside dining. Mr. Webb said there is not. Mr. McClanahan asked if they plan to come back for outside dining. Mr. Webb said they do not. r-- Dr. Torman asked about the external ladder to the roof. Mr. Webb explained there is a kitchen at the rear of the building, so the ladder would be in the way if it were inside. Mr. McClanahan asked if the ladder could be painted the same color as the building. Mr. Webb said it could be. Mr. Annino asked if all the mechanical equipment is screened. Mr. Webb said there is a raised parapet wall all the way around the roof to screen the equipment. Mr. Annino asked about he coolers; Mr. Webb said they are hidden by a fence. The fence will be the same height as the coolers; he said these fences are typically eight feet. Mr. Armstrong said the building's entrance is at the front, but the right elevation faces the parking lot, so people will have to walk around the side of the building on a narrow sidewalk to reach the entrance. He asked if it would make sense to have a second door facing the parking area. Ms. Paulino said the tenant wants to get the best visibility. Mr. Annino said most of the visibility would be from the parking lot side of the building. Mr. Webb said he would discuss that with Friday's. Mr. Annino said a single three-foot door would meet handicapped requirements. Mr. DeMassi asked what the awnings are made of. Mr. Webb showed the board a materials board showing the awnings made of canvas. r-- Planning Board 2 3/15/2007 Motion: To approve the elevations ofTGlFriday's with the addition ofa second door on the parking lot side of the building and the fence around the coolers at least eight feet. (' (McClanahan- Armstrong) Mr. DeMassi asked about handicapped parking spaces. Mr. Webb said there are four. Mr. Annino asked if there will be curbside pickup. Mr. Webb said there will not be. All in favor. PASSES The board discussed curbside pickup and the difference between temporary parking for patrons to pick up their food and having the food brought to them by employees. "Pad B" is TD Banknorth, just east of School Street from TGIFriday's. The bank has a drive-through service lane and a drive-through ATM. The original building was irregularly shaped and required the vehicles driving through to be far from the bank's exit. The new building is rectangular and the drive-through is further south, away from the traffic stream. There will be 13 parking spaces as originally approved, and the building is the same size. The new configuration puts the exit closer to where the patrons will be leaving and results in more green space. Mr. McClanahan asked about employees; Mr. Towne said there will be 8-10 employees. He said they could designate employee parking in the outlying, III-space parking area. r Mr. Annino said he was concerned about the green space being moved from the front to the side of the building. Ms. Paulino suggested shifting the green space around to the side of the building. Mr. Towne said there are five feet between the side of the building and the sidewalk for landscaping. Mr. Annino said the board will want to see what will be used for that landscaping. Mr. DeMassi asked if there is a sidewalk around the building; Ms. Paulino said there is one along the side of the building to get patrons from the back parking area to the entrance. Mr. Annino said there should be at least a five-foot landscape bed. He said the original plan showed more landscaping than this plan. Mr. Annino said the board will want to see landscaping against the building and a sidewalk if there will be parking at the back. He asked to see the queuing for the drive-through. Mr. DeMassi asked if fire trucks will be able to make the comer to get to the building. Mr. Towne explained the architecture. TD Banknorth has been developing a standard floorplan with six offices and a center entrance, a drive-up service lane and a drive-up A TM lane. There are two types of brick, red and blonde. The tower is made of drivit. The windows will have fabric awnings. There will be a metal fascia panel, the same material as the roof of the tower. Under the canopy will be lit because it will be a 24- ~ Planning Board 3 3/15/2007 hour drive-up, and there will be wall packs on the building. Mr. Towne said he will look at the landscaping. r Mr. Annino asked about the metallic green material; Mr. Towne said that is an accent color. The mechanical equipment will be screened on two sides. The tower is at about 29'8" with the majority of the building at 15'9". Mr. DeMassi said everyone leaving this site will go past the bank building and be able to see the mechanical equipment. Mr. Towne said he would look at adding another side to the screen. Mr. Annino said he likes the materials, but is concerned about the big green panel on the front elevation. Mr. Towne said that panel is sloped back like a mansard. Mr. Annino asked if the tower can be made wider. Mr. Towne said it can be. Mr. Armstrong asked if the tower will be lit; Mr. Towne said the glass area at the top will be lit, and the sign on the tower will be internally illuminated. Mr. DeMassi asked about a dumpster. Mr. Towne said there is a dumpster in the back parking lot; he said they might not even need one. Mr. McClanahan said if there is one, it would have to be shown on the plan. r Dr. Tonnan said there are now two signs on South Main Street for businesses in Norton and asked the Planning Department to look into that. Mr. DeMassi said the new apartment building on Rumford Avenue looks much taller than what the plans showed. Mr. Annino said it is the height it was supposed to be. Mr. DeMassi said it looks taller than the building across the street. He said there was supposed to have been space between the building and the sidewalk, and there isn't more than five feet there. Mr. Annino said there was supposed to be a landscape bed there. Motion: To adjourn at 8:50 p.m. (Tonnan-DeMassi) All in favor. PASSES Next m ting: Wedn y, March 28, 2007 at 7:30 p.m. ...
