Purpose and Ideas included: • to create a fun, family friendly attraction to help raise money for local charities with a goal of $8,000 and safety is the number one priority • to gather youth volunteers and finalize a theme, ask local businesses for support and work with fire, police and electric departments • would like to begin immediately with clean-up of the site continuing through April • possible themes include: slaughter house, hospital/asylum, haunted prison, prom gone wrong Board Of Selectmen's Meeting November 2, 2016 Page 1 of 6 Chairman Aptowitz was impressed with the professionalism of the two tenth grade students. He asked about the commercial parking business in the area and if that business has been informed of their intentions to which Connor explained the business was previously in support and he did not see an issue, furthering that the event would mostly take place after hours. Mr. Trowbridge was concerned with if the land fell under the Conservation Commission. After some discussion and review it was determined it to be under control of the Water Department. Mr. Trowbridge would like to consider using the same parameters as in previous years so as not to reinvent the wheel. Mr. DelVecchio was all for the concept and agreed with Mr. Trowbridge regarding utilizing the same parameters. He wanted to be sure the group was in contact with the appropriate departments looking to Mr. Ross to guide that process. Mr. Dentino recalled the event requiring a tremendous amount of volunteers on many levels (construction, safety, clean-up, performers) to which Sammy was confident between student council, numerous youth groups and the drama department there would not be a problem. Mr. Schoonveld asked if the group was in contact with the former organizers, where the two actually brought one of the former members, John Colbert. Motion: To approve the project subject to the parameters in place from previous years (Trowbridge/DelVecchio) PASSES 5:0 4. Consideration Of Application From Tont Delmar For The Opening On The Fales Oil Site Advisory Committee Tom Delmar, 28 Court Street, Unit 4, is interested in the development of downtown Mansfield, the bike path and what happens with the oil site. He would like to help in any way he can. Mr. Schoonveld asked how long Mr. Delmar has lived in the area to which he noted one year. Mr. Schoonveld explained the Committee has morphed into a neighborhood advisory committee for the Downtown area, which he is a part of He explained members need to have an open minded to look broadly at the downtown. Mr. Delmar wants to be a part of the Committee to assure that the site is utilized appropriately for the neighborhood and the Town but liked the idea of a park. Mr. DelVecchio's viewpoint of the Committee is that it is an Ad Hoc Committee tasked with looking at the site to come up with a recommendation with a finther purpose of corning up with a cost estimate. He noted it could be a shot lived Committee and for Mr. Delmar to keep an open mind for future Boards and Committees as he a qualified candidate and there are plenty of opportunities. Mr. Trowbridge noted the Committee was rolling along and has since hit a bump due to the discussion of striping on North Main Street in the Downtown area and the parking concerns. Motion: To appoint Toni Delmar to the opening on the Fales Oil Site Advisory Committee, an Ad Hoc Committee (Trowbridge/DelVecchio). PASSES 5-0 5. Consideration Of Street Cut Moratorium For 600 West Street Mr. Trowbridge is abstaining from the discussion due to a family member employed by Lynch Construction. Mr. Ross explained to the Board that this is for a new building on West Street (south side of the Route 495 overpass). The Town initially was concerned with getting water to the location (street was reconstructed and paved two and a half years ago) but determined there was main and an extension close to 495 on their property line that the Town could extend the water main in and around the building to provide sprinkler Board Of Selectmen's Meeting November 2, 2016 Page 2 of 6 water and for domestic use. Mr. Ross furthered that once the five year moratorium concluded the Town could link that back to the water main on the other side of the building. It was noted the Fire Department has reviewed and approved the plan. In order to provide natural gas to the building a cut will be required as Mr. Ross explained there is a steel gas service line to the property that would be available but the gas company has said no wanting a new PVC service line. The Town feels the company may as well finish the water line and tie that in as the two are in close proximity. Mr. Ross reported that as part of the permit requirements Lee Azinheira, DPW Director, will have the applicant grind and resurface that section of the street. Mr. Ross reminded the Board that a property further east, formerly owned by a local insurance company, was approved for street cut so there is some precedent. Mr. Azinheira provided a memo believing this to be a reasonable request. Mr. Schoonveld clarified that the location is across from the main Covidien building and that the resurfacing will completely be paid for by applicant to which Mr. Ross confirmed. Mr. Schoonveld asked if Details would be involved and Mr. Ross noted there will be Details which will also be paid and noted within the permit. Motion: To lift the street cut moratorium for 600 West Street, subject to conditions established by the Director of Public Works (DelVecchio/Schoonveld). PASSES: 4:0 6. Discussion Regarding Request For Proposed Telecommunications Facility (EBI Project 6116004228) Located At Old Colony Road (Between Shawmut Avenue And Court Street) Mr. Ross noted Mr. Trowbridge brought this to his attention after viewing a legal advertisement. Through his research, Mr. Ross has found, 1) not clear on which parcel it is and could be on Town property, and 2) the zoning code prohibits placing cell towers in that zone, not even as special use. Both Shaun Burke, Town Planner and Tom French, Chair of Planning Board, have provided letters indicating what Mr. Ross has reported. As the Planning Board has commented, Mr. Trowbridge felt the Board consider taking a stance and sending a letter as well Motion: To send a letter that the Board has objections to the cell tower in the center of Town due to ascetics, historical and zoning by-laws (Trowbridge/Dentino) Discussion: Mr. DelVecchio asked if it were on Town owned land, would it then be allowable to which Mr. Ross noted only with a lease agreement with the Board. Motion: To send a letter that the Board has objections to the cell tower in the center of Town due to ascetics, historical and zoning by-laws (Trowbridge/Dentino) PASSES 5:0 7. Continued Discussion On Update Of Public Safety/DPW Complex Costs Mr. Ross reported • he has signed the contracts with notice to proceed sent to the contractors • Town is looking to schedule a ground breaking — contractor has 20 days to return submittals (starting with footings) so it would need to be fairly soon • Board should have received the link to a new website for the municipal complex, which will be updated throughout the construction process (can be found on Town's website under Public Safety there is a link). Mr. DelVecchio is excited by the website. Mr. DelVecchio viewed recently some motor cross bike activity in the area and on Conservation Land and was concerned about the safety. Mr. Ross will inform Public Safety. Mr. Schoonveld liked the site suggesting progress videos and financial aspects be added.
