this is a worthwhile cause. Rep. Poirier will continue to work with the Town in pursuing
funding at all levels. Representative Barrows also spoke of the importance of the matter.
Representative Kafka's aide, Mr. Phillips echoed the other Rep's commitment to this issue.
Selectmen Baldwin and McCue both have children that play sports and would like to see
funding available. All public and private funding sources will be explored by the Recreation
Commission. Selectman Amoruso stated that while this is important there are also many
other financial issues that the Town is faced with. Selectman Dentino suggests that the
Recreation Commission partner with the Schools in sharing school playing fields to augment
the use of the public playing fields. Chairman McCarter also expressed that he felt this
was important and we will all work together to find solutions.

Lou and Chris D'Arpino are present at the public hearing.
Chris D'Arpino makes presentation as to the history of the business and how the sale of
wine and malt will complement the high end deli and dessert sales. As a small business this
will help maintain his business and customer base. Selectman Dentino asks about the need
for this addition and Chris responds that the request for the addition of wine & malt sales
was initiated by his customers. Lou talks about the needs of a small business and how this
is important to the continued business of their operation.
Selectman Dentino comments about the need for additional liquor licenses in town as this
is the last package store wine & malt license available if granted by the ABCC. Selectman
Amoruso also has dined at D'Arpino's and supports the application. Selectman McCue
comments about complementing the high end deli sales with select wines and malts.
Eileen O'Brien and Joseph Arayas, neighbors of D'Arpino's have questions about the
changes that this license would bring to the neighborhood. There have also been issues in
the past with trash removal. The dumpster has been moved on the property in the past as
it was required by the insurance carrier. Unfortunately this has resulted in the dumpster
being closer to the abutters listed above. The Board of Health has been notified of the
issue and has been taken care of.
Motion: To close public hearing. (McCue/Amoruso) 5:0 passes

Selectman Dentino asks the candidates how the Planning and Zoning Boards should
interact. Selectman Dentino also asks the candidates how they feel about serving on the

Beth Ashman Collins. She has an economic development and community planning
background. She is not overly familiar with expedited permitting however she is familiar

regularly but will if appointed. Believes Planning Board and ZBA should work together but
they are separate boards with sometimes different missions.
Anthony Jodice: Wants to bring professional diversity to the Board. Thinks residential
growth will slow as industrial/retail has continued to rise. Does not attend town meeting
regularly but will if appointed.
Waldo Cruickshank. Stated he has experience in planning and zoning from past
experiences. He does not feel the need for expedited permitting as if everything is in
order it should move along on its own. He attends town meeting sporadically. Would like to
see the down town area revitalized while maintaining its historical character.
He also believes that the Planning and Zoning Boards should work closely.
Michael McClanahan: Already an alternate member and is looking to expand his role as a
regular member. He has years of experience in construction and subdivision development.

document the 40'Yo increase in road miles than we had in 1985. The roads are also wider
now than in the past. The modern drainage systems and fields have also more than doubled
in that time. The department has been short staffed for a number of years and they are
having difficulty keeping up with Town services. They are requesting two additional skilled
laborers.
John Sullivan, Town Engineer. Mr. Sullivan is requesting that the entry level Junior
Engineer position be filled as the responsibilities of the department have grown
substantially and now are faced with the new developments in Town such as the Mansfield
Crossings Mall. The position will be funded by a combination of the general fund and water
/sewer enterprise funds. Consultants will be needed for several projects in town if this
position is not funded.
Lou Costa, MIS Director. He is requesting that his Administrative Assistant be given
more hours as the Town is losing their volunteer web master. An additional Network
Assistant is also needed as the dept. has really grown in covering more town wide systems
and projects from water, sewer, police, fire, schools in addition to municipal services at
Town hall. The majority of the work has been done in-house and consultants are used
sparingly. Selectman Dentino asks Mr. Costa why he feels these upgrades are necessary
and if he has done a cost analysis of they increases and comparison of other surrounding
towns. Mr. Costa responded that he is still in the process of this comparison and will
forward the information as soon as possible.

Robert Bellavance, Fire Chief. He is looking to implement a reorganization plan to increase
accountability, safety, and supervision. This reorganization would cost roughly 60
thousand dollars. The department does need more staff however they are not looking for
this increase in staff at this time. The reorganization plan is the first priority in order to
meet personnel and public safety goals.
Lt. Walter Crickard, Police Dept. is in attendance for Chief O'Neil. The department is in
need of two Captain positions. Due to shortage of staff, patrolmen have to stay off the
street and provide administrative coverage and scheduling of officers. These functions
are best performed by higher level staff with expertise in this area.
Selectman Baldwin asks John Sullivan if adding an engineer would mean adding a car to the
fleet. Mr. Sullivan said no, the dept. shares a car. She also asked Lou Costa in what
matter the MIS Dept. has supported the IT services at the schools. The MIS dept. has
started supporting payroll and other IT services at this time however the contract is going
out to bid.
Selectman McCue asks if the depts. need capital improvements in addition to staff and
services described tonight. Many of them do but will cover this item at a future meeting.
Selectman Amoruso asks DPW if they have budget numbers for the additional laborers
they are asking for. They do have numbers but they don't include soft costs.
Selectman Dentino also asks Mr. Sullivan about funding of engineering position under
Chapter 90 monies. Position has been funded under this before, however we do need a
permanent position through the general fund.
