John D'Agostino, Town Manager The Board of Selectmen's meeting was called to order at 7:30pm, followed by the Pledge of Allegiance. Steve McCaffrie, Mill St. No members sworn in as Mansfield Housing Corp. members They are still under the joint name. Committee can be between 9 and 11 members. Selectman McCue stated that he has read Housing Act and the committee acted correctly in selecting a Chairman Pro-tem. DPW Director Lee Azinheira and Betty Amicone, DPW Office Manager were present to update the public on the new trash and recycling program. Flyers are going to be distributed to residents prior to the start of the program in the spring to remind everyone of the changes. Fees for white goods pick up and the Green may change in the near future. Questions from Selectman Dentino about the fees of white goods pickups and bulky items. Possible annual cart fee of $200 for additional trash carts in the case of residents that have larger amount of trash to dispose of. Delivery of 64 gallon carts will be dropped at residences and if someone needs other accommodations they can call the DPW and make arrangements for changes. Recycling of cardboard tonnage is up and disposal tonnage of solid waste is down. The changes in the trash program have saved the Town a significant amount of money and should continue to do so in the future. Selectman Baldwin has questions about the issue of recycling not being picked up. Selectman Dentino followed up with the fact that he has received called from residents about this same issue. Mr. Azinheira asked residents to call them if they experience problems and they will do their best to resolve the issue. Chairman McCarter stated that this is a new program and community education will be an ongoing process to assist these changes along. Selectman Dentino asked that news and education about the program be broadcast on both channels 9 and 15 on cable access to assist the viewing public with complying with the changes in the trash/recycling program. Board of Selectmen Minutes of January 17, 2007 1 DPW Director Lee Azinheira noted that on October 19, 2006 a joint meeting with Norton and Foxboro was held and the present sewer agreement is up in a couple of years. Mr. Azinheira is asking the Board of Selectmen to appoint two representatives. Mr. D'Agostino stated that the towns need to work together if a regional approach is to be maintained. A regional plant is advantageous to all towns involved for various reasons. The issue of using a metered flow vs. Title V flow has been a sticking point for involved parties. The Town of Easton may also be interested in being part of a regional plant. A new Intermunicipal sewer agreement would need to go to Town Meeting to be approved. A tentative date of February 1, 2007 is set for the next sewer committee meeting. Representative Barrows will be invited to this meeting to discuss future needs. Chairman McCarter stated that a festival of this magnitude may need certain parking considerations and asked Mr. Johnson, VP of NEFFA to explain a little about the Folk Festival that is coming to town in April. The festival starts on Friday evening and continues over the weekend with people coming and going at different times. Overflow lots may need to be utilized during the weekend for peak times of the festival. People will be bused to the High School from the satellite lots in town and from their hotels. The organization would like to use the River and Winthrop St. commuter lots for possible satellite lots. There is a question of whether or not the Selectmen have authority over the use of the lots that are open to non Mansfield residents. This is the first year the Festival will be in Mansfield and if all goes well they hope to remain in town for many years to come. Mr. D'Agostino will work with Mr. Johnson to resolve any parking issues and report back to the Board of Selectmen with a comprehensive parking plan. Selectman Dentino has reservations about parking issues in the down town and residential areas around the High School area. Selectman McCue agrees that no festival parking signs should be posted in these areas. The issue of over night campers also needs to be addressed with the Police Dept. for traffic control issues. Handicapped spaces will also need to be designated in all parking areas. The Tweeter Center and the Clemmey parking lots would be preferable to the Selectmen and if this doesn't work the Train Station lots will be revisited. The Board of Health also needs to have a large hand in this event for food safety and sanitation reasons. In addition according to Selectman Dentino, a number of festival participants go barefoot during this event and the Fire dept. may have to be on site to treat foot injuries. Board of Selectmen Minutes of January 17, 2007 2 An entertainment license may also be required of the festival. The Town Manager will be in touch with the Building Inspector to check what permits will be required. Motion: To support a parking plan with the NEFFA.
