The August 2006 minutes reflect that the paperwork from the state came back and the committee was set up under Chapter 254 of the Acts of 2006. Questions about GIS Manager job description. Town Manager John D'Agostino gave a brief history of why the job change has come about and it's implications upon Xin Jin, GIS Manager, and her status as a foreign worker. Ms. Jin is in the process of obtaining a green card. Both the Town Manager and the MIS Director, Lou Costa talked about the successes of the dept. due to the expertise of Ms. Jin. Selectman McCue asked about if the job would have to be re-advertised due to the change in job description. Lou Costa, MIS Director, stated no, that a job description is a federal requirement due to Ms. Jin's foreign worker status. Selectman Amoruso asked about the differences between the old and new job descriptions. The changes made reflect the actual nature of the job. Selectman Dentino asked when and why this position was created. The Town started the position in 2002 through a state grant for a GIS program. The main purpose of the funding was for storm water drainage mapping and expanded from there. FY2003 was the first year that this position was funded as a permanent one through the Board of Selectmen Minutes of December 20,2006 1 town. Lou Costa spoke about the importance of the current GIS program and how the public safety depts. as well as the MIS and Engineering Depts. rely heavily on this work. The master address file for the town is linked with other town databases utilizing GIS systems. Selectman Amoruso and Mr. D'Agostino emphasized that this is not a discussion on salary range, which is established through the union, this discussion should only be about the changes in the job description. Chairman McCarter also asked about the differences between the descriptions. Motion: Vote to approve updated job description as listed. (Amoruso/Baldwin) 5:0 passes Ed Rosenburg, Elks presented a check of $1000 to Gale Farrugia, COA Director for the fuel assistance program. Chairman McCarter asked about the uses of the fuel assistance program and thanked the Elks for their generous donation. Motion: To accept check for fuel assistance program. (McCue/Baldwin) 5:0 passes Chief Bellavance spoke about FEPP agreement: Any surplus property that comes back from the state, municipalities in this agreement can apply for it. The town already participates in this program and needs to renew it. Selectman Dentino asked about the type of equipment that is applied for. Selectman Dentino thought the down side of being in this agreement is that any equipment assumed must be properly maintained and stored. In addition, personnel must be trained in the use of this equipment. Chief Bellavance agreed this is a responsibility however; the town does not acquire any equipment that the town cannot benefit from. This also allows the town to get free equipment that might have had to have been purchased. Chief Bellavance does not acquire equipment that the dept. cannot afford to support. Motion: To authorize the Chairman to sign the FEPP agreement. (McCue/Amoruso) 5:0 passes Comstar ambulance contract: The current contract ends December 31, 2006. Both the Finance Committee Chairman and the Fire Chief have reviewed the policy for ambulance fee collections. The collection policy has been updated and the Fire dept will begin to aggressively pursue outstanding bills through Comstar. Selectman Dentino asks how sending the same letter three times works. The Town (through Comstar) will send three progressive letters to debtors and then the bill will go to collection. Various steps must be taken due to consumer protection laws. The Fire Chief will get status reports of the unpaid bills and any upcoming collection proceedings. Chairman McCarter asks the Fire Chief or his designee to review the collection process in order to ensure that people that cannot afford to pay for the service don't fall between the cracks. Chief Bellavance stated there are provisions in the collection policy for that and advocated that the last two years of debt be written off due to the age of the debt. Board of Selectmen Minutes of December 20, 2006 2 The Finance Committee is in support of writing off this debt and is looking forward to establishing a policy for current and future collections. Andy Gazzolo, Finance Committee supports the town in establishing a policy to attempt collection of debts prior to sending the debt to collection. Questions about Medicare reimbursement from Selectman Dentino. Mr. D'Agostino explained that the Town cannot back bill Medicare for additional payments.
