Steve MacCaffrie, 236 Mill St. Requesting BOS to set aside vote and reconsideration of MMA article vote. There was a violation of town bylaw by not reconsidering vote at town meeting. Referenced page 8 of town bylaws. Mr. MacCaffrie also asked about appointments to the Board of Directors for Mansfield Housing Corporation. There are currently 9 positions on the Fair Housing/Local Housing Partnership Committee and the committee wants to raise the membership number to eleven. Additional questions were asked about if legislation was signed at the state level. Maureen Doherty, 3 Darby Drive, had comments about town meeting reorganization of board/committee issues. She is not happy about the way article 28 was handled at town meeting, the MMAS article was not presented as a legal article. There was no Request for Proposal (RFP) process put in place for this article. She would like to volunteer services to re-draft article under 30B, section 16 procurement procedures. Attorney General will contact the Town Manager to discuss. She also feels the terms of the RFP should be determined by the town, not the MMAS or any other group. Selectman Dentino asks Ms. Doherty about specifics of the RFP process. Contract and all associated legal documents associated with an application should be in packet for all interested parties to review, not just one organization. Selectman McCue thanked Ms. Doherty for coming to the meeting and offering her assistance to the Town. Donna Harrington, 136 Highland Ave. Not in favor of expansion of train. station parking, 800 original spaces, now with over 1000, it has become very difficult to live in an area with such congestion that the train station parking brings. Until there are improvements made to area infrastructure she is not in favor of expanded parking. Board of Selectmen Minutes of December 6, 2006 , . Bill Clemmey, 9 Deer Path Circle, wants time later during permit discussion to address the Board and Chairman McCarter assures his he will be able to speak. John Sullivan, Town Engineer, public hearing held this past March. This is an informational meeting to advice residents and the BOS about the progress of the project. There is a part of the road that does not have a sidewalk. Jakes Way to East St. There are gaps in sidewalk forcing pedestrians into the street where sidewalk is missing. The missing parts can be installed on one side or the other or not at all. Hand outs where made available about the advantages/disadvantages of installing sidewalk on either side of street. Selectman Dentino asks Mr. Sullivan if there has been cost assigned to this project? 7-8K. Possibilities of extension of sidewalk up towards the schools and trails? Option 2 may work for trails but not toward schools. Option 2 may also be a slightly higher cost because of poles and wire easement issues. Selectman Amoruso asks about the 63 Branch St driveway/garage access if easement taken. Option 2 isn't configured straight on because of property issues. Selectman McCue asks about time line of construction. The Engineering Dept. would like to start in the spring. Selectman Baldwin asks if Mr. Sullivan will be issuing recommendation after residents heard. Yes, he will. Mr. D'Agostino asks if utilities will be dug or affected. Mr. Sullivan replied it depends on which plan is utilized. Paul Goldberg, 5 Branch St. Questions about property line measurements. He believes the street/sidewalk proposed changes should be reconsidered. Bob Button, 63 East St, also feels property line survey is inaccurate. He is the resident that would be affected with landscaping being removed and the driveway shortening. He wants sidewalk installed on south side of street, if any (option 2). Barbara Rose, 9 Branch St. The Button's garage access will be affected and the Goldberg's Front yard will be affected. She also thinks property line measurements are inaccurate. Option 2 does not make sense to her. Selectman Dentino has question about road configuration. Mr. Goldberg is also concerned about the speed of traffic on the street, even with putting a cross walk in; itwill be hazardous for people to cross the street. He doesn't feel option 1 nor 2 is a good choice. Selectman Baldwin asks if option 1 could be done without impacting the Button's, Mr. Sullivan said no but they will go back out and redo the configurations. After a lengthy discussion the proposed changes were tabled to a future meeting. The Engineering Dept. will take everything into advisement before proceeding any further. Board of Selectmen Minutes of December 6, 2006 2 . ~ Discussion with Town Engineer, John Sullivan and Consultant Mark Mitsch of Weston & Sampson Engineers. Reconstruction plans for Dam were displayed. The spill way has many deficiencies and is in need of repair. The Dam is 550 feet long and 10-12 feet across. It is also classified as a high hazard for the area down stream. Current state guidelines regarding Dam safety dictate removal of trees along the spill way and make repairs to the structure. The solution proposed would be able to leave trees and construct wall along . border of the pond. Robert Doherty, 3 Darby Drive. If there is an auxiliary spillway installed he fears the water level will become higher and affect his property. Mr. Mitsch explained the spillway would actually lower the water level near Mr. Doherty's property. Dave Lovely, 78 West St. Had questions about current height of pond. Resident would like to see pond higher, while it is better to keep the pond on the low side or maintain current level. (According to consultant Mitsch and Engineering dept staff.) Carl Nelson, Spring St. When was the last time there was a 100 year storm? In the 1950's perhaps. There was a storm in the 50's that broke through the dam. Dam was rebuilt in late 60's- early 70's. Talk of spillway instead of dam to allow fish to access pond. Howard Fiske, Spring St. He is concerned about stagnant water and mosquitoes from dammed area. Engineering will look into his concern. Selectman Dentino wants to know how this proposal will affect land down stream on Spring St. residents and businesses. Mr. Sullivan talked about large site evaluation and plans that would address these issues. Mr. Sullivan would like to go out to bid on this project and set up a dam committee during 2007 in time for 2008 town meeting approval. Memo that was written after audit was not meant to criticize the former Town Treasurer/Collector nor the staff. Many of the issues that were brought up during the audit have been addressed~ Chairman McCarter explained to the audience that re-appointments are not being interviewed as they are unopposed. New or opposed positions will be interviewed. Board of Selectmen Minutes of December 6, 2006 3 . . . Applicant would also like to utilize land that is being used for storage, snow removal. 100 spaces asked for with a portion reserved for Mansfield residents only. River St and Draper St could become one way during peak times and would help with traffic congestion in surrounding neighborhoods. Underpass work should also be done all at once. Committee needed for train station area issues. Chairman McCarter does agree that additional parking is needed. However, there are issues that need to be addressed such as more Mansfield resident parking, later trains parking area. Would Mr. Clemmey agree to Mansfield only parking spaces to start with? Mr. Clemmey is uneasy with this approach. The other members of the Board did not have questions for Mr. Clemmey. Selectman Dentino wants the late arrival spaces on Old Colony enforced. Those spaces are filled before 8:30AM and they should be open for the later (after 9am) train riders. The parking enforcement officer does issues tickets for this. Board of Selectmen Minutes of December 6,2006 5 Previous plans for parking lots and garages have been designed for Rt. 106 entry/exit. This application would have 100 more cars directed through the surrounding neighborhoods. The Chairman would like to balance the need for more parking vs. the public safety objections from the Police Dept, Planning Dept, GATRA, SERPD and other residents. Mansfield resident and late arrival spaces are a priority. Selectman Amoruso would like to see additional spaces limited to a time period for renewal or review.
