Minutes from: 6 -24 -13 Approved Unanimously (5 -0)
2. Effluent Recharge Site and Site Permitting
• Mansfield recently signed the CDM Smith contract for permitting and preliminary
design of the former Reilly property site. Work will move forward even though
MassDEP approval which has been requested since June 2013 has not been
received in writing. Goal is to complete hydraulic testing before cold weather
arrives. Survey work and geophysical work will also be conducted.
3. Status of new draft NPDES permit.
• A copy of the comment latter prepared by Mansfield and CDM Smith on the
proposed draft NPDES permit was distributed to Foxborough and Norton. Each of
those towns is now listed as a co- permittees which requires them to prepare
submittals annually going forward.
• Fran Yanuskiewicz reviewed the comment letter to EPA and thought it was well
done. He helped Norton submit draft a comment letter. Norton will forward
copies of that letter to the other communities.
4. Community Updates
• Norton
• Diane McElligott indicated their negotiations with Wheaton College are very
close to wrapping up which would allow the college to tie into the Norton
sewer system. She expects the MOU to be approved at the October Wheaton
Board meeting.
• Foxborough
• Richard Pacella indicated they are in process of developing a separate sewer
district map in order to create Hiles and regulations specific to that area.
• Mansfield
• Lee Azinheira indicated they are waiting to schedule another meeting with
Easton representatives but that Easton indicated they would like 75,000 gpd in
Phase I and 90,000 gpd in Phase II for a total of 165,000 gpd.
5. Discuss updated Draft Regional District Agreement (9 -6 -13)
A. Comments on Working Draft
• David Young indicated the recent Draft includes all changes discussed and
agreed to on the 5 -17 -13 version. Also a section on dispute resolution has
been incorporated as well as some other minor edits.
• Remaining items to be added include 1. Land transfer figures; 2. Remaining
examples to be appended; 3. Land transfer language (Foxborough attorney to
draft and forward); 4. Language to transfer existing debt and to initially
capitalize District; and 5. Final copies of attachments.
• Once each community has conducted one last read through a working meeting
with attorneys will be held with a smaller group to do a final pass. Rod
Hoffman will coordinate this meeting once communities are ready.
