Conservation Minutes
April 25, 2016
Present: Michael Healey, Chairman; Christopher Marcheselli; Matthew Rieth; Jack Smith; Ryan Maxwell; Katelyn Gonyer, Conservation and
Environmental Planner.
1. Meeting opened at 7:00 pm.
2. General Open Space and Conservation Area issues 2016:
Fulton Pond upgrade parking /sitting area — Conservation/ DPW
Ms. Gonyer said the Commission will be looking at some of the issues on existing Open Space areas. This is a project to improve Fulton
Pond parking area in conjunction with some repairs to Rumford Avenue.
Erik Bednarek, a landscape architect with of EJB Designs, LLC, who was recently appointed a board member for Keep Mansfield Beautiful,
has developed a design to improve the area around Fulton Pond. He discussed the potential possibilities for this area — Concept A & B. The
project would include a retaining wall along the parking area, a planting plan, with some of the existing vegetation removed and replaced
with additional trees, and benches.
Mr. Bednarek said he is working with Mark Cook (DPW) about vehicular traffic, sight lines, and a handicapped parking space and ramp, as
well as Richard Alves, Town Engineer, who will be working on the re- alignment for the parking area.
Ms. Gonyer explained this project was brought to the Commission's attention a number of years ago and Mr. Bednarek has volunteered his
time to develop and show the concepts. She said this project can be included in the DPW filing for the reconstruction of Rumford Avenue.
Ms. Gonyer said the Commission would need to discuss funding for the project. She said Natural Resources Trust has volunteered to work
on this project with Keep Mansfield Beautiful.
Mr. Healey said he likes Concept A with low impact design treatments, allowing for better stormwater recharge. Mr. Healey noted the
crushed stone pathway with a type of solidifying agent would allow people easier wheelchair access. He said this is a nice but under-
utilized area.
Mr. Maxwell said both designs are great but he preferred Concept B.
Ms. Gonyer said flood plain issues will need to be addressed.
3. Request for Determination of Applicability: Town of Mansfield, West Street, Assessors Map 5.
The application for the Town of Mansfield was filed for the West Street reconstruction and utility upgrades within the Riverfront Area of the
Wading River and associated Bordering Vegetated Wetiand.
Richard Alves, Town Engineering Division, explained the site location is on West Street, from the intersection of Tremont, westerly towards
Douglas Drive. He said the project was originally initiated due to hazardous conditions during the winter months because of sheet flow over
West Street and will include the replacement of the water main and installation of drainage structures to intercept runoff coming over land.
He said the road reconstruction will not be done until next year.
Mr. Alves said the project will not impact the resource areas and an erosion control barrier along the limit of work will be installed prior to
construction (as per plan). He said the work will be performed during the dry months.
Ms. Gonyer reviewed the plans with Richard Alves, Town Engineer, who explained the need for drainage in the low points of West Street.
Erosion controls are proposed along the limit of work. Ms. Gonyer will review the proposed erosion control with Richard Alves, Town
Engineer, prior to the start of work. Ms. Gonyer recommended a Negative Determination for reason #3.
Mr. Marcheselli made the motion to issue a Negative Determination for reason #3, work will not alter Resource Area, to the Town of
Mansfield for the reconstruction of West Street and Utility Upgrades from Tremont Street to Douglas Drive within the Town Right -of -Way
with the following Special Condition: The Agent is to inspect the erosion control prior to the start of work. Mr. Maxwell seconded the
motion. Motion passed 5 -0 -0.
Plan — "Road Reconstruction West Street (Tremont to Douglas)" Sheets 1 -5, Town of Mansfield Department of Public Works, dated March
21, 2016.
Hearing ended at 7:35 pm.
4. Request to Amend an Existing Order of Conditions: Town of Mansfield, Maple Street from Bird Road to Franklin Street, within the Town
Right-of -Way. DEP SE 211 -0918,
Richard Alves, Town Engineering Division, said the site is located on Maple Street between Bird Road and Franklin Street and a Notice of
Intent under DEP SE 211 -0918 was filed and an Order of Conditions was issued in January 2014 for utility upgrade and electric conduit for a
water main installation from the intersection of Bird Road westerly to Cate Springs. With all improvements completed, The Order of
Conditions will now be amended to include full depth construction. Mr. Alves said once the utilities are installed, the road will be reclaimed,
installing drainage as necessary; this work will be done next year.
Mr. Alves said all existing erosion controls will be removed and replaced as needed along with new locations, as per plan. He noted this is
Phase I of the project and Phase II will continue on Maple Street from Franklin Street to Cate Springs, which will require the Order of
Conditions again be amended to include Phase II.
Ms. Gonyer recommended the Amended Order be issued with the condition the Agent inspect the erosion control prior to the start of work.
Mr. Maxwell made the motion to issue the Amended Order to include full depth construction for a portion of Maple Street from Bird Road to
Franklin Street with the following Special Condition: Agent is to inspect the erosion control prior to the start of work. All existing
conditions from the Order of Conditions under SE 211 -0918 apply to this Amendment. Mr. Smith seconded the motion. Motion passed 5 -0-
0.
Plan — "Plan & Profile Maple Street from Franklin Street to Bird Road" dated March 23, 2016, prepared by Town of Mansfield Engineering
Division.
Hearing ended at 7:40 pm.
5. Request for Determination of Applicability: Steven Rooney & Kathleen Andersen - Rooney, 1077 East Street, Lot 1, Map 43, Parcel 10.
The application for Steven Rooney & Kathleen Andersen - Rooney was filed for an addition to an existing house within 100 feet of a Buffer
Zone of Bordering Vegetated Wetland and inland bank of a pond at 1077 East Street.
Homeowner Steven Rooney was present.
Ms. Gonyer explained the application is for the construction of an 18'x25' addition with foundation to a single - family house. The addition
will be within a previously developed lawn area between the existing patio and driveway; work will be outside the 50 -ft. No Touch Area.
Ms. Gonyer said a Negative Determination was issued to the abutter at 1099 East Street in May 2014 for a similar project.
Ms. Gonyer said there is a potential vernal pool, however it does appear to dry up seasonally.
Michael Trowbridge, Hutchins - Trowbridge Associates, representing Mr. and Mrs. Rooney, said the addition will be in front of the existing
patio and driveway, the area is relatively flat and there will be minimal impact to the resource areas. Silt sock will be installed as per plan.
Mr. Healey asked where the soil from the excavation of the foundation would be stockpiled. Mr. Trowbridge said the soil will be stored at
the edge of the driveway.
Mr. Marcheselli asked about the roof drains. Mr. Trowbridge said roof drains would be installed for the new addition only because to add
the drains to the existing house would probably cause more disturbance.
Ms. Gonyer recommended a Negative Determination for Reason #3 be issued.
Mr. Marcheselli made the motion to issue a Negative Determination for Reason #3, work will not alter Resource Area, to Steven Rooney &
Kathleen Andersen - Rooney, 1077 East Street, Lot 1, Map 43, Parcel 10, for an addition to an existing house within 100 feet of a Buffer Zone
of Bordering Vegetated Wetland and inland bank of a pond with the following Special Conditions: 1. All roof runoff is to be directed to
drywells or stone trenches; 2. the Agent is to inspect the erosion control prior to the start of work; 3. All stockpiling of soil from the
excavation of the foundation will be located within the limit of work, as noted on the plan. Mr. Smith seconded the motion. Motion passed
5 -0 -0.
Plan — "Conservation Plan 1077 East Street" dated March 24, 2016, prepared by Hutchins - Trowbridge Associates, Inc.
Hearing ended at 7:49 pm.
6. Request for Determination of Applicability: Maura & James Borah, 10 Millstone Court, Map 37, Parcel 249.
The application of Maura & James Borah was filed for the conversion of an existing deck to a three - season room and construction of a deck
within 100 feet of Bordering Vegetated Wetland, inland bank and Canoe River ACEC at 10 Millstone Court.
Homeowner James Borah was present.
Ms. Gonyer said this application is for the conversion of an existing deck to a three - season room and the construction of a new 14'x14' deck
to be located between the pool fence and the existing deck. The three - season room will be located within the existing deck footprint and
the new deck will be within the footprint of the existing patio. She said all work will be within a previously developed lawn /patio area on a
single - family house lot. Because erosion control was not added to the filing, Ms. Gonyer suggested adding limit of work to the plan. She will
work with the applicant to decide the location of the silt fence or silt sock.
Ms. Gonyer said roof runoff from the new three - season room will be directed to a drywell or stone trench.
Ms. Gonyer recommended a Negative Determination for Reason #3 be issued with a Special Condition the erosion control be inspected prior
to the start of work.
Mr. Marcheselli made the motion to issue a Negative Determination for Reason #3, work will not alter Resource Area, to Maura & James
Borah, 10 Millstone Court, Map 37, Parcel 249, for the conversion of an existing deck to a three - season room and construction of a deck
within 100 feet of Bordering Vegetated Wetland, inland bank and Canoe River ACEC, with the following Special Conditions: 1. All roof runoff
is to be directed to drywells or stone trenches; 2. a limit of work /erosion control shall be added to the plan; 3. the Agent is to inspect the
erosion control prior to the start of work. Mr. Rieth seconded the motion. Motion passed 5 -0 -0.
"Site Sketch for Borah 10 Millstone Court" dated March 31, 2016.
Hearing ended at 7:55 pm.
7. Notice of Intent: Robyn Heisey, 23 Black Pond Road, Map 3, Parcel 127, DEP SE 211 -0957
The application of Robyn Heisey was filed for the construction of a garage with breezeway within 100 feet of a Bordering Vegetated
Wetland and inland bank at 23 Black Pond Road.
Craig Cygawnoski, RIM Engineering Co., Inc., and homeowner Robyn Heisey were present.
Ms. Gonyer explained the application is for the construction of 24x24' garage with a full foundation and a 16'x12' screened room on
footings associated with a single - family residence within 100 feet of a Bordering Vegetated Wetland associated with an inland pond. She
said there is a minimum of existing lawn around the work areas as well as a steep slope down to the resource area. She said there needs
to be a tight limit of work and silt fencing as well as staked silt sock to protect this area.
After a site visit, Ms. Gonyer spoke with the homeowner about an unnatural mounded area in the back yard. The homeowner is proposing
to regrade to level out this area. Ms. Gonyer said if the regrading is done, the erosion controls should be extended to the shed area.
Ms. Gonyer said the homeowner would like to remove a total of 4 trees (2 White Pines and 2 Maple trees) because they are too close to the
house. She asked if the trees closest to the foundation would have to be removed. Mr. Cygawnoski said it would depend on whether
during the construction of the frost wall they could get by the roots.
Mr. Marcheselli said it would be difficult to dig the foundation if the root system were left in place. Ms. Gonyer said the issue with the slope
is the root systems act as erosion control but noted that leaving the stumps in the ground could cause a compaction of the area when the
roots deteriorate. She said the methodology of removing the stumps would depend on the impact to the resource areas.
Ms. Gonyer said the limit of work will have to be held and, if further issues develop, the Applicant should contact the Agent. She asked that
the following Special Conditions be added to the Order of Conditions: Agent will review the limit of work prior to the start of work and,
because of the steep slope, she would like to see silt fencing trenched in with 8" diameter silt sock, with erosion controls extending to the
shed corner.
Mr. Rieth made the motion to issue an Order of Conditions to Robyn Heisey, 23 Black Pond Road, Map 3, Parcel 127, DEP SE 211 -0957, for
the construction of a garage with breezeway within 100 feet of a Bordering Vegetated Wetland and inland bank with the following additional
Special Conditions under Mansfield Wetlands Protection By -Law, Chapter 220:
1. No work can be started until the Order of Conditions has been recorded with the Bristol County Registry of Deeds and the receipt of the
Order is returned to the Commission filled in by the Registry.
2. All work must conform to the plans referenced as "the plan of record" in this Order.
3. All limits of work and erosion controls shall be installed prior to any construction, clearing, or excavation. The erosion controls shall
consist of a 12" (or equivalent) diameter biodegradable mulch - filled silt sock with wooden stakes every 10 feet on center or equivalent. In
addition to the silt sock, trenched -in silt fence may be required depending on the specific site conditions. See the Conservation Agent
(Agent) for specific erosion control design standards. The Applicant shall notify the Agent when any such devices or measures are installed
so that a site visit can be conducted prior to the commencement of work.
4. The Commission reserves the right to require additional mitigation or erosion control devices or measures if mitigation or erosion control
devices are not adequately installed or maintained on site.
5. The Applicant shall ensure that all demarcation (i.e. limits of work) and erosion control devices will remain in place and be maintained
throughout the construction process and until all disturbed areas are stabilized. Stabilization shall be achieved once a complete vegetative
cover is reached. Seeded areas shall be covered with a suitable protective cover to allow the seed to germinated and become established.
All side slopes greater than 3:1 (but less than 2:1) are to be covered with jute mesh and seeded. At no point shall erosion occur resulting in
sediment entering the wetland areas. If erosion occurs, the Agent is to be contacted to review the extent of the erosion and determine
follow -up actions.
6. All roof runoff is to be directed in drywells or equivalent drainage components approved by the Commission. The Commission or its agent
shall review the locations of the drywells.
7. The Conservation Commission or its agent is to be notified of the starting date of the work prior to its commencement.
8. The Applicant shall be responsible to ensure that all contractors on site during the construction have received and reviewed the Order of
Conditions and all plans of record.

11. Any modifications or revisions to the plan(s) referenced in this Order must be submitted to the Commission for review. For single family
lots, this Order is for the structures shown on the plan of record only. Any additional structures including, but not limited to, decks, patios,
sheds, pools, walkways and /or any hardscape features must be reviewed by the Commission. If, after their review, the Commission finds
that the changes are not significant enough (minor modifications) to warrant an Amended Order or new Notice of Intent, then the revised
plans shall be considered the new plan of record. If the changes are significant enough to warrant an Amended Order or new Notice of
Intent, then the applicant is required to file accordingly.
12. Prior to receiving a Certificate of Compliance, the Applicant must install permanent "Environmentally Sensitive Area" signs on the subject
lot. Three (3) 4" plastic disc tree signs shall be installed along the Limit of Work. The hardware and method of installation will be provided
by the Conservation Department.
13. No synthetic fertilizer, herbicides, pesticides or fungicides can be used; only organic products may be used.

Hearing ended at 8:07 pm
8. Notice of Intent: Michael Yunits, Mansfield Avenue, Map 16, Parcel 26. Norton Reservoir Aquatic Plant Management Program. DEP SE
211 -0956
Mr. Alexander Patterson, Environmental Scientist from ESS Group, explained the Notice of Intent was filed on behalf of the Town of Norton
and the project is part of a larger comprehensive Lakes Management Plan that ESS has been assisting the Town of Norton to prepare for
approval to do aquatic plant management control for water bodies in the Town of Norton, one of which is the reservoir which is partially
located in Mansfield. The purpose of the Notice of Intent is to permit management strategies that could be implemented with the goal to
try to control the spread and manage the populations of aquatic invasive species in the Norton Reservoir. Based on the plant mapping ESS
conducted in 2014 and 2015, there are four (4) non - native aquatic plants currently in the reservoir; the most prevalent is fanwort and to a
lesser extent, variable -leaf milfoil and Eurasian water milfoil. In addition, floating -leaf water chestnut has also been found.
Mr. Patterson said management strategies that are being proposed, as part of this program, are herbicide treatments; Mr. Patterson
discussed the four herbicides to be used. He described other methods for control of aquatic plants which include hand and diver
harvesting; harvesting may involve wading, snorkeling or the use of SCUBA diving to remove the plants from the bottom of the reservoir.
Mr. Patterson said benthic barriers, a sheet fabric that is weighted down to inhibit the plant growth by blocking sunlight, will also be used.
He said benthic barriers are mainly used for small areas.
To address potential issues of algae blooms in the reservoir, Mr. Patterson said they are proposing to use an algaecide treatment.
Mr. Patterson said a Notice of Intent has also been filed in the Town of Norton and ideally, the treatment would begin in May or June 2016,
before the plants are able to reproduce. He said with an infestation of this size there would be on -going maintenance in subsequent years.
Mr. Maxwell asked if the herbicides are specifically for aquatic uses and if they affect other plant species. Mr. Patterson said all the
herbicides are approved by DEP and EPA for aquatic use in Massachusetts; he said all herbicides approved by DEP and EPA have to go
through a series of clinical tests to show the levels of toxicity to different organisms and restrictions would be placed on the maximum of
concentration that can be used, to lessen the impacts to non - target organisms, such as fish, invertebrates, frogs.
Ms. Gonyer said the other bodies of water in Norton have already received Orders of Conditions and suggested if and when the Commission
issues an Order of Conditions for this project, it be a 5 year Order; she said the Order should be specific with on -going monitoring, reports
on what methods and concentrations are being used, and communication /working with contractors applying the herbicides. Mr. Patterson
said similar projects have been permitted in other towns using certain special conditions such as post treatment plant mapping to measure
how effective the treatment was with year -end reports outlining what was done, how effective the treatment was and what is
recommended for the following year; a water quality monitoring plan would be implemented before and after the treatment; public
notification of the planned treatment date, posted either in local newspapers and town web sites, as well as posting signs around the
reservoir would let residents know that treatment is going to occur or has occurred.
Ms. Gonyer asked Mr. Patterson to submit a list of other towns which have permitted this type of project. She said she will be meeting with
Jennifer Carlino to review Orders of Conditions for aquatic plant management in bodies of water in Norton and will also reach out to the
other towns will similar projects and start drafting an Order of Conditions.
Ms. Gonyer mentioned the Ecological Restoration Limited Project Checklist submitted with the filing. She said this is a new application
under limited projects where DEP states that projects could propose temporary adverse impacts to resource areas as long as the end result
was a benefit to the resource areas.
Colleen Ryan, a resident of Norton and a member of the Water Bodies Committee, a volunteer group, said they have worked diligently with
ESS, as well as the Norton Conservation Commission to clean up the four bodies of water located in Norton. She said the group will be
monitoring the project.
Mr. Rieth made the motion to continue the hearing for the Notice of Intent for Michael Yunits, Mansfield Avenue, Map 16, Parcel 26, Norton
Reservoir Aquatic Plant Management Program, DEP SE 211 -0956, to May 21, 2016. Mr. Marcheselli seconded the motion. Motion passed 5-
0-0.
Hearing ended at 8:30 pm.
9. Notice of Intent: Ronald Quintiliani, 41 Lakeview Avenue, Map 4, Parcel 53. DEP SE 211 -0954.
This application is for the razing of an existing house, construction of a new single - family house with expanded patio and deck, and
installation of a 5'x25' aluminum dock within 100 feet of the Inland Bank of Greenwood Lake and within Land Subject to Flooding, and Land
Under a Body of Water.
This filing first came before the Commission in January 2016 and was continued several times.
Ms. Gonyer met with Mr. Cygawnoski, to discuss some of the concerns of the Commission. Mr. Cygawnoski submitted a revised plan
showing the garage on the opposite side as originally proposed to avoid property line issues with the abutter to the east. A trench drain has
been incorporated into the plan behind the retaining wall. A planting plan has been submitted as well.
Craig Cygawnoski, RIM Engineering Co., Inc., said the applicant went before the Zoning Board of Appeals three weeks ago and due to
opposition from the neighbor to the north of the property, the house location was changed; the garage and driveway have now been moved
to the left side of the property, which would allow for the required 15 -foot side yard setback on both sides of the house. Mr. Cygawnoski
said this change will allow terracing and /or gardening on the right side of the house; terracing will be at six -foot increments down to the
patio area, which will slow any runoff.
Mr. Cygawnoski noted the existing paved driveway on the right side of the house will be removed and crushed stone /gravel will be added to
slow the runoff, this area will still be pitched toward the street.
Mr. Cygawnoski said the portion of the wall to be replaced was 8.5 feet from the existing house; by relocating the house, the wall will be
11.0 feet from the proposed deck.
Mr. Cygawnoski said on the left side of the property a paver stone walkway will lead down to the proposed patio. A terraced paver walkway
will be added to the area between the reconstructed boat landing /patio area. Mr. Cygawnoski said this patio area located where the
retaining wall will be rebuilt will be 3- inches lower than the top of the wall and the area will be sloped back towards the existing garage. He
said there will be a stone -lined 3 -foot trench within the patio area to collect the runoff water from the existing driveway and the patio.
There will also be a 5 -inch metal or plastic grate system for runoff from the garden area. He said all gutters will be connected to drywells.
Mr. Cygawnoski said trap rock will be added between the walkway and the property line on the right side to contain the runoff in this area.
The left side of the house will be lawn with natural vegetation along the fence line. The tree line behind the shed will be trimmed back and
two (2) Maple trees and ground cover will be added to this area (Sheet 2)
Mr. Rieth asked if there were any changes to the impervious areas with the existing and proposed driveway. Mr. Cygawnoski said the new
driveway will be slightly larger (Sheet 1). He said the minimum open space requirement is 50% of the lot area; the existing open area is
61.5% and the proposed open area will be 54.8 %.
Ms. Gonyer asked about the proposed movable aluminum dock. Mr. Cygawnoski said the dock will be attached to the wall by metal pins
with an aluminum frame in 4ft. or 5ft. sections. The end piece will have wheels with two posts; the posts do not go into the soil. The
wheels will allow the dock to be removed during the winter months. There will be spaces between the planks to allow sunlight and water to
flow through.
Mr. Marcheselli made the motion to issue an Order of Conditions to Ronald Quintiliani, 41 Lakeview Avenue, Map 4, Parcel 53, DEP SE 211-
0954 for the razing existing house, construction of a new single - family house with expanded patio and deck, and installation of a 5'x25'
aluminum dock within 100 feet of the Inland Bank of Greenwood Lake and within Land Subject to Flooding, and Land Under a Body of
Water, with the following Special Conditions under Mansfield Wetlands Protection By -Law Chapter 220:

shows existing and proposed conditions and sheet two shows a planting plan and details.
3. All limits of work and erosion controls shall be installed prior to any construction, clearing, or excavation. The erosion controls shall
consist of a 8" diameter biodegradable mulch - filled silt sock with wooden stakes every 10 feet on each sides of sock or equivalent (do not
pierce silt sock with stakes). In addition to the silt sock, trenched -in silt fence may be required depending on the specific site conditions.
See the Conservation Agent (Agent) for specific erosion control design standards. The Applicant shall notify the Agent when any such
devices or measures are installed so that a site visit can be conducted prior to the commencement of work.
The Commission or its agent
shall review the locations of the drywells.

work has been done in accordance with the approved plan.
12. Si4nage for single family lots:
Prior to receiving a Certificate of Compliance, the Applicant must install two (2) permanent "Environmentally Sensitive Area" signs on the
subject lot. The location of the signs is to be designated by Commission or the Agent on a case by case basis. The 4" discs (reading
"Environmentally Sensitive Area, Do Not Disturb', hardware and method of installation are available at Conservation Department.
13. No synthetic fertilizer, herbicides, pesticides or fungicides can be used; only organic products may be used.

(September 2015) for minor work associated with the expansion of the single - family lot to a horse riding facility with other associated
structures and a Notice of Intent (October 2015 under SE 211 -0950) was also filed for the repair of the existing culvert in the driveway. It
was brought to the Conservation Department's attention that over an acre of land was to be cleared and regraded at this site, requiring a
Land Disturbance Permit, to meet Stormwater Management Standards, Magdalena Lofstedt, the Interim Agent at that time, put together a
worksheet for this procedure and Craig Cygawnoski, RIM Engineering Co. Inc., submitted paperwork and plans for the Commission's review.
Richard Alves, Town Engineer, will review the plan and calculations to show that all Stormwater will be recharged. (Plan — " Stormwater
Management Plan for No. 55 Old Elm Street" dated April 15, 2016, prepared by RIM Engineering Co., Inc.)
General Open Space and Conservation Area issues 2016:
Sweets & Kalnins Conservation Area: Received a complaint about unpermitted structures (tree house, fort) and trash, furniture, tree
cutting. Ms. Gonyer will write a letter to an abutting property requesting the owner come before the Commission.
Fulton Pond Upgrade: Richard Alves and the Keep Mansfield Beautiful Committee will work together on this project.
26 Potash Road: Homeowner wanted to donate a portion of low land on her property. Ms. Gonyer noted this land does not have any
abutting property of interest to Conservation.
12. Old Business:
Hunting on Sweets & Kalnins Conservation Area: Ms. Gonyer said last fall the Commission voted to ban hunting on the Marie Streese
Memorial Conservation Area after receiving a letter from the donor family members.
Ms. Gonyer would like to add the hunting issue on Sweets & Kalnins Conservation Area to the next agenda so residents can comment.
Ms. Gonyer read into the record an e-mail, dated February 29, 2016, from Karen Chambers Hughes, 111 Plain Street. [For a number of
years, people have been using the town woods behind homes on Plain Street and West Street for dirt bike, ATV, and Motor Cross tracks.
Today, I called the Mansfield Police Department to ask if this was legal as there were at least five dirt bikes and ATVs racing in the woods
behind the pumping station and our property. The officer said that they would send someone when they could but that I should contact
the town. The town woods abut our property and has ponds and vernal pools and a large amount of downed dead trees where these
individuals are riding. We hear the vehicles backfire and are concerned about sparks and fire. The vehicles are tearing up the woods and
could be leaking gas and oil into the soil. The noise has to be scaring the deer and turkey that frequent our back yard. A police officer did
come by and was able to make contact with the riders. Is dirt bike racing an allowed activity on conservation land ?]
Ms. Gonyer said the land in general is controlled by the Water Department. However, the Commission would restrict the use of ATVs
around vernal pools and under the Wetlands Protection Act there would be limitations on ATVs or dirt bikes using this land. She said when
she visited the solar panel project on Branch Street she noticed a BMX bike track behind this property. She said the silt sock has been cut
and pulled out so the bikers could continue to ride in this area. She said there is trash, bottles and large amounts of debris in the wetland
and she is concerned because this is private property and there are liability and wetland /sensitive environmental issues. She said each of
these Conservation Land issues can be handled on a case by case basis and she will contact the Mansfield Police Department.
Ms. Gonyer also did a site walk at the canoe landing (Mill Pond) on East Street. She said this is a beautiful site but the area is overgrown
with invasive species; she purchased large clippers to do some trail maintenance. She said she will be focusing on this type of project,
looking at the open space areas, and possibly reaching out to the Boy Scouts and NRT; she suggested hosting a day to do some cleanup of
these areas.
Ms. Gonyer said she met with Colin Cauldwell and Lou Andrews to discuss issues on Conservation Land.

Mansfield Municipal Airport siltation control issue: The proposed work has been postponed until next winter and the silt fence should be
removed. Because this area is an archaeological site, the siltation controls were never staked in; sand was used to keep the fencing in
place. The method for the removal of the sand will be to cut the silt fence to allow for the fencing to be laid flat on the ground, the sand
will be moved to the fence fabric, which will then be folded to encapsulate the loose sand. The fencing will then be removed from the site.
Any remaining sand will be removed by hand. Ms. Gonyer will contact Gale Associates, Inc. to let them know the letter (dated March 23,
2016) is acceptable.
Approval of the March 21, 2016 minutes: Mr. Rieth made the motion to accept the minutes of March 21, 2016 as written. Mr. Marcheselli
