Jeff Vigeant, Patriot Supply, asked the board to either sponsor an article or support a citizens'
petition warrant article to bring back an article to allow mixed use in the B4 zone. Mr. French
said the board has discussed the articles that failed at Town Meeting in 2015 and explained the
same article cannot come back without being significantly changed or being sponsored by the
Planning Board. Mr. French said the board decided not to sponsor any articles for Town
Meeting, but said Mr. Vigeant could submit a citizens' petition to Town Meeting. Mr. Vigeant
said they are considering proposing to lower the floor area ratio. Mr. Burke asked the intent; Mr.
Vigeant said they own 162 and 172 Copeland Drive and were thinking of rehabilitating both
buildings. He said one of the buildings has been empty 3 -4 years, and they would like the option
to add a residential component. Mr. Vigeant said the FAR in B1 and B2 are much higher than
the FAR allowed on Copeland Drive; Mr. Burke said the B 1 and B2 zones, the downtown area,
is very different from Copeland Drive. The FAR in B4 is currently .06, which was lowered from
.05 last year and .25 a few years before that. Mr. Vigeant said there are a lot of existing uses in
the area that would not currently be allowed there.
February 3, 2016 Minutes

Planning Board 2/24/2016
Steven Pedro, Project Manager, Ayoub Engineering, explained the plan for an 8'x40', 313
square foot addition to the back of the existing 2,105 square foot Honey Dew Donuts. The
addition is intended to add queueing space at the front entrance for customers and will allow
ADA- compliant improvements to the existing bathrooms. There is an existing freezer on the
back of the building; this addition will simply square off the building. There will be no new
impervious surface, and the parking spaces, drive - through configuration and drainage will be
unchanged. One electric utility pole will be removed and a gas meter relocated. He said there
will be a two -seat difference between existing and proposed conditions.
Mr. Ayoub said the expansion is a 14.9% change, close enough to the 15% threshold that they
felt they should come for site plan review.
Mr. Burke said this change will not impact the parking requirement.
Board Comment
Mr. Penney asked how long the building has been there; Mr. Pedro said he thinks it has been
there since the 1960s and used to be a gas station.
Mr. Penney said traffic in and out of this site can be difficult and asked if they would consider
marking the pavement as one way in and one way out. Mr. Pedro said they could do that, but
said he is concerned having only one way out would cause traffic to back up at the light.
Department Head Comments
The clerk read a memo from Mr. Burke.
Motion: To approve the site plan application for the construction of a 313 square foot addition
to the back of the existing 2,105 square foot Honey Dew Donuts at 99 Copeland Drive as shown
on a plan titled "Honey Dew Donuts Mansfield, MA 99 Copeland Drive" prepared by Ayoub
Engineering dated January 6, 2016 with the following conditions:
1. Any and all remaining department head comments (attached) must be completely
addressed prior to the issuance of a building permit.
(Feck - Ashman- Collins) All in favor. PASSES
6 Aromad the Table
Mr. Feck said CIP would have to meet soon to discuss some School Department issues.
Mr. Feck asked about the rooftop equipment at the Dunkin Donuts on School Street; Mr. French
said the hvac equipment was supposed to be screened. Mr. Burke said he would check the plan.
Mr. Penney said the parking area at 12 West Church Street does not appear to have enough space
for cars to make the turn into the garages.
Planning Board 2/24/2016
Mr. Penney said he has been told Firestone delivery trucks cannot make the turn into the building
E' and have to pass it and back in, stopping traffic on School Street. Mr. Feck said he has been told
the same thing. Mr. Burke said the applicant presented the plan as having sufficient area for the
trucks to turn in; he suggested calling the police if anyone sees trucks backing into the site and
holding up traffic. He said if it is a problem, the trucks should deliver earlier in the day and use
two lanes to make the turn. Mr. Burke said he would contact the Firestone manager.
Motion: To adjourn at 8:00 p.m. (Ashman- Collins - Penney) All in favor. PASSES
