Absent: Frank DelVecchio and William Ross Vice Chairman Aptowitz called the meeting to order at 7:04p.m. The Vice Chairman reminded everyone that the meeting is being broadcast live and taped for future broadcast on Mansfield Cable. Dana Evan Epstein, 5 Lewis Road, has been a resident of the Town since 2007. Mr. Epstein currently works at Medtronic (formerly Covidien) as an IT Director, Portfolio Management. He is a graduate of Ithaca College and received his MBA from Northeastern University. Mr. Epstein's responsibilities include overseeing roughly 30 -50 portfolio managers where much of the work is through the Mansfield location, which does not require an abundance of travel. Mr. Epstein has no concerns with the amount of time needed to devote to the Committee. Mr. Annino appreciated Mr. Epstein stepping forward to volunteer noting Mansfield is a tremendously active community which relies heavily on its Boards and Committees as it is what keeps the community going. Mr. Annino referenced a few large projects the MBC will be spearheading shortly (currently in design phase). Mr. Aptowitz thanked Mr. Epstein for stepping forward to volunteer. Mr. Kozlowski was appreciative of the fact that Mr. Epstein participates in Town Meeting and his willingness to serve. Chairman Dentino noted the MBC is a very energetic group and was appreciative to have younger participate willing to look out for the best interests of the Town. Motion: To appoint Evan Epstein to a three year term on the Municipal Building Committee to expire January 1, 2019 (Aptowitz/Kozlowski) PASSES 4:0 Jeri Rumsis, Chairman, and Charlie Mulkahey, PR, of the Field of Honor Committee are present before the Board. The group is here to request permission for the Field of Honor. Ms. Rumsis first requested that the group be able to extend the display dates of the Field of Honor due to public interest. The flags would be placed from May 21St through June 18th (Flag Day). Ms. Rumsis reported that last year the group sold 250 flags and would love to possibly sell more. If that is the case, additional space would be needed and are seeking space along West Street in front of the Police Station parking area. Motion: To approve the Event Application for the Field of Honor from May 21St through June 18d' including the additional area if needed (Aptowitz/Kozlowski) PASSES 4:0 Board Of Selectmen's Meeting February 17, 2016 Page I of As a side note, Mr. Aptowitz noted that the group was also looking for a "drop box" for retired flags to be located at Town Hall. Heath Hobson, Veterans Service Agent, felt a centralized area would be beneficial with the assistance of the Boys Scouts and the Emblem Club with picking up the flags and disposing them in proper form. Motion: To approve a drop box, outside of Town Hall, to be maintained by the Field of Honor Committee (Aptowitz/Annino) PASSES 4:0 Mr. Annino thanked the group for everything they have done, noting how proud the Town is of the event and its presentation. Ms. Whalen reminded the Board that this was a request by Mr. Kozlowski from the Board's last meeting where it was discussed that the Board should take a vote on the Fales Fuel Oil Advisory Committee's recommendation. Mr. Aptowitz noted he is still looking for a cost estimate on the project and felt a vote should be postponed but Mr. Annino felt that a vote this evening could just focus on the concept of the project and then speak to the next steps separately. Mr. Annino felt the first step is for the Board to take a public stance in support of the concept and suggesting the vote could come with conditions ie, budget review, fundraising, easements /encumbrances, and suggested laying out the project in phases as he recognizes the Board needs to do its due diligence. Mr. Kozlowski stated the Board owes it to the Committee to take a stance on its recommendation noting a vote of support gives assurance that the project giving the ability to better fund raise. Mr. Kozlowski felt this to be tremendously important. Mr. Aptowitz is concerned with parking in the area as well and felt that would need to be addressed. Chairman Dentino felt there is more than just a concept to vote on here. He too does not want to vote on anything until a cost is known, especially since it is his feeling that the drawings submitted are in DRAFT form only and should be considered as much. The Chairman felt that 90% of usage for a park there would be area residents and with no designations for the park with what has been submitted on the drawings (lighting, equipment, trees /landscaping, ect.) a cost cannot be determined at this time. Mr. Kozlowski inquired who should be doing that where the Chairman and Mr. Aptowitz both stated that needs to be determined as well. Mr. Kozlowski reminded that the Fales Oil Advisory Committee was tasked with a recommendation for the site and has completed its mission. He felt now the Board needs to move to the next step and either support the recommendation or decide on whether to consider a different use (parking lot, sell). Support of the recommendation will allow for residents, businesses and interested parties to contribute time and financing more readily with assurances that the area will in fact be a park. Mr. Aptowitz stated it is the job of the Board to find the highest and best use of the site. His struggle is if the concept is approved who will be responsible for moving the submitted drawings forward for cost analysis. Mr. Kozlowski felt the Town should work with the residents to price the project out and suggested perhaps extending the Fales Advisory Committee. Mr. Aptowitz would Board Of Selectmen's Meeting February 17, 2016 Page 2 of 6 like to have representation reaching beyond just area residents and businesses to ensure the area could be used by everyone. Mr. Annino reminded that a "pocket park" was a recommendation within the Strategic Plan. Michael Lovett and Matt Donnelly of the Samoset Avenue area are looking to be a part of any Committee working to move the project forward. Chairman Dentino noted it is more than just cost but workman's comp, insurance to be considered and a lot of review needs to happen prior to putting a shovel in the ground. Motion: To approve the concept of a park for the Fales property and extend the committee already created to task for further information of budget, funding sources and next steps (Kozlowski /Annino) Discussion: Mr. Aptowitz suggested further language: where if the Board does not agree on cost and design it can revisit the recommendation. Mr. Aptowitz also pointed out that there is not a full Board present this evening. The Chairman felt a plan and specifications were needed before the Board could act. Mr. Azinheira suggested postponing the vote until Mr. Ross could perhaps meet further with the Fales Committee and gather more information. Mr. Aptowitz agreed with Mr. Azinheira's suggestion. There is a motion on the floor with a second which requires a vote: Motion: To approve the concept of a park for the Fales property and extend the committee already created to task for further information of budget, funding sources and next steps where if the Board does not agree on cost and design it can revisit the recommendation (Kozlowski /Annino) PASSES 3:0:1 Dentino ABSTAIN At this point, there was a discussion amongst the Board regarding an agenda item of Mr. Kozlowski's (geared towards groups' proposals for projects on Town land) that was removed. The consensus of the Board was, when scheduling an agenda item, the request should be submitted to the Chairman with a copy to Mr. Ross and Ms. Whalen. Mr. Kozlowski's agenda item will be stems from a discussion the Board had at a previous meeting with wanting to review all fee waiver requests. Mr. Azinheira explained this is a blanket waiver request for the Municipal Complex so that Mike Ahern, Buildings and Special Projects Manager, will not have to come before the Board for various permits. This is a waiver for any Town Fees only minus the various inspector's portion paid to the inspector for their service. Motion: To approve the fee waiver (Annino /Kozlowski) PASSES 4:0 Chairman Dentino would like to add verbiage with regards to the inspector's portion paid. Motion: To reconsider original motion (Annino / Aptowitz) PASSES 4:0 Motion: To approve the fee waiver request for the Municipal Complex minus the various inspector's portion paid to the inspector for their services such as plumbing and electrical (Annino /Kozlowski) PASSES 4:0 None. a. Mr. Aptowitz noted there will be a Budget Sub - Committee meeting next Wednesday, February 24th. Mr. Aptowitz felt there to be a lot of passion surrounding the Fales Fuel recommendation. He noted there are things missing from the plan but will leave it for now. Mr. Aptowitz noted that Mr. Annino has decided not to seek re- election and thanked him for all his time and efforts over the past six years. Mr. Annino reported the design for the Municipal Complex is progressing as the first phase of the schematic design is completed. Mr. Annino stated that as soon as it gets to a point of a good presentation the architects (Kastle Boos) will be in to present to the Board. Mr. Annino noted they are shooting for late July to begin construction and to come in under budget. Chairman Dentino stated it has been an extreme pleasure to work with Mr. Annino on the Board and he will be tough to replace. Chairman Dentino asked if there were perimeters to any of the three buildings yet to which Mr. Annino report that a survey has been completed (as built survey) as well as a site plan showing where the buildings are located. Mr. Annino noted there is a consensus of entries and exits as well as the traffic controls. Chairman Dentino would like to view the plans of the first floor and asked for it to be distributed to the Board. Mr. Annino would get the plans for the Board. Mr. Aptowitz overheard at the last Planning Board meeting there was a question whether the roadwork was included in the $35 million budget for the Municipal Complex. He noted he asked Mr. Ross who reported to the Board that the roadwork was in the $35 million budget and he wants to ensure that the architects know that as well and are clear. Mr. Annino stated not to worry that the $35 million includes everything. Mr. Azinheira too had heard the architects were unclear of that but Mr. Annino quickly noted it has been corrected. Chairman Dentino asked for a value engineering report. Mr. Azinheira noted that the Town is in the process of commissioning a 3`d party to do a comparison which is strongly recommended through State regulations for a project of this size and is included within the project. Mr. Annino asked Ms. Whalen to forward the preliminary budget /schematic design via email to the Board and he will provide Chairman Dentino with a hard copy. Mr. Kozlowski congratulated Mr. Annino, None.
