Licenses and Permits • Consideration of New Common Victualler License for Main Street Juice Motion: To approve new Common Victualler license for Main Sheet Juice (Annino/Kozlowski) PASSES 5:0 Q Mr. Ross reported the Town has begun distributing new phones within Town Hall which are currently working in house but no outside use as of yet. The distribution process began with Town Hall and will now proceed throughout all other buildings. Initially the switch was to happen building by building but unfortunately Verizon has thrown a curve as the Town is changing carriers and they are now forcing a one -time switch. The expectation is to switch late July /early August and Mr. Ross noted it will not affect the 911 system. Mr. Ross reminded the Board that next Tuesday, July 151h is the Downtown Business Association's Family Fun night. The Town will be represented with a booth and will have giveaways, games and information about the status of projects. The Town will be located between the Police and Fire Departments and located in front of the Fire Department. Mr. Ross reported the Town began sealcoating streets today (July 9th) but due to the humid, hot weather the process is taking a little longer. Mr. Ross noted that he did speak with the resident in the Brookside Road area and reported that the group would be scheduled to discuss their chip sealing issues late August, early September. Mr. Ross explained that the Town is using the rubberized material and found it to work much better. Mr. Ross reported that the water main on Maple Street has reached across Franklin and guessed the water main portion would be completed within the next week to ten days where work on the electric conduit will begin. This portion of the project is expected to cause more of a disruption with traffic. Board Of Selectmen's Meeting July 9, 2014 Page 4 of 7 Mr. Ross reported that work has begun again on the North Common and stated that Mr. Annino has been quite helpful and his guidance and assistance is greatly appreciated. Mr. Ross felt that once this project is complete it would help stimulate other areas of improvement throughout the Town. Chairman Dentine asked Mr. Ross which area of Town was the most recent use of chip sealing to which Mr. Ross noted the Brookside neighborhoods as well as the area behind Wendy's going south. He felt those areas have held up and explained that when chip sealing there will always be stone that will require sweeping which the Town tries to do on a regular basis. He felt the rubberized material helps seal the surface better. He does have a report from Lee Azinheira, DPW Director, which he will forward to the Board, which analyzes the costs associated with chip sealing, grinding and overlaying, complete removal and replacement as well as the life spans and preserving the investment. Chairman Dentino asked if the Town, after sweeping loose stones, goes back and roll to which Mr. Ross explained the process involves laying the hot oil, then the chips then roll with both steal faced and rubber tied rollers. He did not believe the Town rolled after sweeping loose stone. Mr. Annino thought it would be beneficial to have that report of Mr. Azinheira' s online. Motion: To enter into Executive Session for: Exception No. 3, M.G.L. Chapter 30A, Section 21 to discuss strategy with respect to collective bargaining concerning United Steelworkers, AFL - CIO -CLC, Local 16031, Supervisory Unit and Exception No. 3, M.G.L. Chapter 30A, Section 21 to discuss litigation concerning 1 Foundry Street commercial parking lot and not to reenter in Open Session Kozlowski (AYE), Aptowitz (AYE), Annino (AYE), DelVecchio (AYE) and Dentine (AYE) 8:14pm Mr. Annino attended a "Smart Communities" conference and sent some excerpts to Mr. Ross. He was impressed by what some communities are able to do with their electronics and monitoring and referenced controlling of street and traffic lights and felt the technology is there. Mr. Annino has been researching Town websites and noted in particular the Town of Westford where there was a mission statement, goals and objectives as well as statements on sustainability. He would like to see the Board work towards something like that. Mr. Annino asked about the Chocolate Factory, LLC schedule to which Mr. Ross noted he understood that they would be attending the Planning Board meeting next week (July 16th). Mr. Annino asked Mr. Ross to push for that schedule with Russell Barnaby. Board Of Selectmen's Meeting July 9, 2014 Page 5 of 7 Mr. Annino asked about updating the Town website to which Mr. Ross noted that Sacha Zlatkova, MIS Director, is working on that. Mr. Aptowitz noted he spoke with Ms. Zlatkova where he explained for her and staff to make recommendations and then report back to Mr. Ross and the Board but the point is to make it user friendly for the residents. Mr. Annino asked for the update on Memorial Hall. Mr. Ross noted the study was completed and that should have been forwarded to Mr. Annino from Lee Azinheira, DPW Director. Mr. Ross would follow up on that. He noted that according to the study there are several phases totaling upwards of $1 million to return it to its original state and mostly was exterior renovations. Mr. Annino stated it to be a jewel of the Town and needed to be preserved but noted that he has seen the Town work very effectively to save money by utilizing staff members with great ideas. Mr. Annino asked if there were a policy with respect to the shooting range as he has received complaints. Mr. Ross would follow on the policy with Chief Sellon but noted there is also a private range adjacent to the Highway garage. Mr. Annino appreciated the efforts of Deb Herbert and Tracey Whalen with regards to the shirts and giveaways for Family Fun Night. Mr. Annino noted he has heard from surrounding communities with regards to high praise for the Town's Fire Department. He asked Mr. Ross to pass that along to Chief Boldrighini. Mr. Annino has found working with Lee Azinheira, Mike Ahern and Rick Alves to be rewarding but was particularly impressed that the Town has an engineer that does drafting and engineering on the computer and complemented Mr. Alves on being multi - faceted. Mr. Aptowitz received an email from a resident with respect to the intersection at Tremont and West Street as it is a dangerous area. Mr. Ross has forwarded that email to Lee Azinheira, DPW Director, as well as Chief Sellon, to work together to form a report and recommendations on the area as well as speaking with the resident lodging the complaint. He noted this will require a comprehensive study to meet the State warrants. Mr. Annino did not feel it warranted a four way stop and felt that would be intrusive to the industrial park. Mr. Aptowitz appreciated that the Town was communicating with the resident expeditiously. Mr. Aptowitz spoke about the work happening at the North Common. Mr. Aptowitz noted he sent the Board the retirement payment schedule. Mr. Ross explained that a major portion of the contribution that the Town is making is for unfunded liability from the past but that new employees pay between 9% and 11 % toward the pension. Board Of Selectmen's Meeting July 9, 2014 Page 6 of 7 Mr. DelVecchio thought was to have a list of what the Board would like to tackle for the year along with a calendar or timeline to achieve that. He referenced the social media policy, web design and is interested in the response of applicants for the Industrial Development Committee. Mr. Ross noted that unfortunately there has been no response. Mr. DelVecchio is looking for the process of filling Boards and Committees to which Ms. Whalen will put together an outline. _ j F None.
