Mr. Ross reminded that this meeting is being broadcast live by Mansfield Cable Access and taped for future broadcast. Mr. Ross noted that the reorganization will be tabled due to the absence of Mr. Dentino. This was a decision made by Mr. Ross and Selectman Aptowitz and agreed to by the Board and Mr. Dentino earlier in the day. The Board has chosen to elect a temporary Chairman and Clerk for this evening's meeting. Motion: To nominate Selectman Aptowitz as temporary Chairman (Annino/Kozlowski) PASSES 4:0 Motion: To nominate Selectman Kozlowski as temporary Clerk (Annino/DelVecchio) PASSES 4:0 Town Clerk, Marianne Staples, is present before the Board. Ms. Staples summarized that at last year's Town Meeting there was approval of the purchase of new voting machines as the current voting machines span back to 1992. Ms. Staples' office has just received the formal certification notice from the State and is looking for the board to approve the purchase. Ms. Staples noted that the Town has gone through the proper procurement process guided by Mike Ahern, Buildings and Special Projects. Ms. Staples is requesting the purchase of six machines and is recommending the Image Cast from LI-IS. Mr. Annino asked if the Town typically orders an extra machine. Mr. Ross explained that the Town is looking for additional funds for an extra machine (about $7,000) and the hope was to find those funds prior to the end of the year. Mr. Annino also asked if a maintenance policy was included to which Ms. Staples noted yes, a two year contract. Mr. DelVecchio asked about the life expectancy of the new machines to which Ms. Staples expected at least ten years. Mr. Kozlowski asked what the difference would be from the voter's experience to which Ms. Staples noted that instead of connecting an arrow there will be a bubble to fill in and explained that staff will be fully trained with demonstrators on hand for the primary in September. Chairman Aptowitz asked that Ms. Staples explain the current state of the machines to which she reported the existing machines are in disrepair and as they have become obsolete it is tougher to repair and find parts. Ms. Staples reported that the Town is already using its spare voting machine and IF something were to go wrong an auxiliary box would need to be used, which is completely secure, but could put undue stress on staff and call into question the voter's confidence, which she stressed is so important. Board Of Selectmen's Meeting May 14, 2014 Page I of 5 Mr. Annino stepped out at this portion of the meeting. Motion: Adopt the recommendation of the Town Clerk and approve the Image Cast voting machines for the Town of Mansfield (Kozlowski/DelVecehio) PASSES 3:0 Mr. Ross reported that the Town has two liens on the property as part of the Community Block Grant Program a number of years ago for housing rehabilitation. Part of the process of the program is that if the property is sold before a certain period of time has elapsed that money is required to be repaid to the Town so that the Town may use that money for other housing purposes. Mr. Ross reported that in this case the money totals $38,100. He noted this has been done on a few other instances and recommended that the Board authorize the Town Manager to sign the release of lien with the condition that the Town has the check in hand or in escrow. Mr. Annino left at this portion of the meeting, due to an emergency. 7:23pm Mr. Kozlowski asked if the amount was at all compromised (reduced) to which Mr. Ross reported no, it is the original amounts. Motion: To authorize the Town Manager to sign the proper release of the liens upon assurance of proper repayment to the Town (DelVecehio/Kozlowski) PASSES 3:0 M>5p e1 g o l0 R 1 t -W400-P»Rg xt? Motion: To reappoint Lee Azinheira to the Joint Transportation Planning Group and Rick Alves as the alternate (Kozlowski/DelVecchio) PASSES 3:0 Chairman Aptowitz asked if Leonard Flynn was a member to which Mr. Ross noted that he is but is the Planning Board appointment. Mr. Kozlowski noted that Vic Leemon was the Board of Selectmen's appointment but did not reapply. Mr. Leemon is currently listed as the Town's representative, which is not correct. Mr. Ross noted the Town would advertise but felt it to be important to see if Mr. Leemon would like to reapply. Mr. DelVecchio asked for a brief description of what the position entails as there was a lot of discussion at Town Meeting involving planning and economic development. Mr. Ross stated in essence this is a regional planning and development board that looks at regional issues and that a fair amount of Federal money flows through this group and has access to funding sources. He felt the representative on this board could be very effective in terms of helping bring the Town's needs forward. The developer is choosing ten communities to test the program and Mansfield is one of them. There is a maximum contribution which would be $3,000 and is available in Mr. Stanbrook's budget. The Town would be responsible for inputting the data but the developer would maintain the site.
