Kozlowski and William Ross; Town Manager
Absent: Kevin Moran
Chairman Aptowitz called the meeting to order. Chairman Aptowitz reminded that this meeting
being broadcast live by Mansfield Cable Access and taped for future broadcast.
Chairman Aptowitz asked for a moment of silence for the Plymouth Police Officer who passed
awav expectantly while on duty.
Erin Botelho of 59 Patty's Road, Megan Crotty of 157 Hall Street and Jen Morris of 366 Pratt
Street, are from the Friends of Memorial Park group and are before the Board to present plans for
the revitalization of Memorial Park. The group was formed out of concern to create a safe,
accessible and entertaining play space that all children and families can enjoy. Ms. Crotty noted
the group is looking forward to working with the Town on this project. Ms. Morris stated this was
brought about by finding herself travelling to other communities to utilize outdoor play space and
found other Mansfield families there as well. Ms. Morris reported the three common factors why
families are going outside of the community to use other facilities rather than Memorial Park are:
sand (a nuisance), shading (none) and safety as structures are worn with rust.
Ms. Botelho reported on the vision the Friends of Memorial Park has for site where there will be
shading, 5 — 7 play structures, transfer stations with picnic tables and a music station. She noted
there will be a fence surrounding the site as well with easy accessibility for strollers as well. Ms.
Crotty reviewed the timeline for the project in phases and noted that it depended on fundraising -
Phase 1: 8 -2015 Playground and Fence, Phase 2: 4 -2016 Camp Improvements including Picnic
Tables and Grills and finally Phase 3: 9 -2016 Fitness Trails, Connections to Library, Splash Pad
and Educational Plaques. Ms. Davis noted there has been a tremendous amount of support for the
project with over 500 "Likes" on Facebook, has been tagged by Mansfield News as a 2014 Project
to Watch and a committee formed to assist with fundraising. She went on to say that 75 -91% of an
entire play structure is made of recycled materials.
Ms. Morris explained that their fundraising efforts include Grants, Large Corporate Sponsorships,
Local Business Donations /Sponsorship, Resident Donations and Community Based Events. Ms.
Botelho noted their signage would not be intrusive, would be contextually relevant and would be
placed outside of the play structure area at the entryway. In terms of future needs, Ms. Crotty
noted that the group has met with Mark Cook, DPW and Mike Ahern, Buildings, who were
extremely helpful. The group has noted they would be looking for maintenance of mulch in high
traffic areas, removal of canopies during winter season, bathroom, police rounds and clean and
inspect equipment (yearly/bi- yearly).
Finally, the group noted that the website for donations is: MemorialPark02048.com or donations
can also be accepted at Town Hall at the Park and Recreation Department.
Mr. Ross noted that after this presentation was scheduled his office became aware that the Youth
Lacrosse League is also looking at the possibility of creating a Lax Wall at Memorial Park. Ken

DeCampos, 1 Necco Road, from Mansfield Youth Lacrosse is before the Board to explain the
league's desire for a lacrosse wall near Memorial Park next to the volleyball court, which he gave
to the Board. He noted that this will be fully funded by Mansfield Youth Lacrosse through
donations and fund raising. Mr. DeCampos explained that one of the dad's that was heavily
involved in the lacrosse program, an army veteran, has passed away and the program would like to
dedicate this wall to him on Memorial Day during a lacrosse event at Hutchinson field.
Mr. Annino explained to the group that the Board is very sensitive to signs and corporate
sponsorship and he would like to see that downplayed. Chairman Aptowitz noted that this is
explained to every group that comes before the Board. Ms. Morris noted they would come before
the Board before for approval but are looking for something just at the entryway. Mr. Annino
really liked the group's logo, which was created by Ms. Crotty's brother, and would enjoy seeing
that displayed at the park. Ms. Morris asked if the group could place a sign at Memorial Park with
contact information for future plans for the park to which Mr. Annino had no problem with. Mr.
Annino advised the group that Splash Mats/Parks seem easy but sanitation and filtration are
needed and to be careful. Mr. Annino agreed that toilets were needed and needs to be tasteful and
is a liability concern. Mr. Annino stated that if the Town wants its parks used it needs to provide
the service.
In regards to the Lacrosse Wall, Mr. Annino was concerned that it was at the end of the Town's
roadway and didn't make a lot of sense. Mr. Ross noted that what needs to happen is to sit down
and map out the layout to ensure all the pieces fit together. He noted the Town needs to be very
careful regarding the issue of contaminated soil in the area and to be sure to follow all the
requirements of DEP is doing any project. Mr. DeCampos noted that the Park and Recreation
Department Board has all been to the site and that Mark Cook noted a sample test needed to be
conducted. Ms. Crotty noted that she has been in contact with Woodward and Curran, who did the
soil sampling, and noted that as far as the Memorial Park project there is no concern. This has been
documented in an email from Andrea Eagan, Project Scientist from Woodward and Curran.
Mr. Dentin stated the priority is to have the children safe. He reported that the hazardous material
was between 6 inches and 5 feet down and asked if the playground would be in the same vicinity as
the current one. Ms. Crotty noted it is the exact same footprint. Mr. Dentino could not be more
serious and again asked if the report stated the playground area was ok to which Ms. Crotty stated
the representative from Woodward and Curran spoke to the gentleman who did the original testing
5 years ago who stated there is no hazardous material in the current footprint where they would
like to build. Mr. Dentino has spent a lot of time reviewing that area and he has not been able to
find a boring. Ms. Crotty would provide the documentation. Mr. Dentine is concerned with what
is below the surface but felt if there was a way to encapsulate the area everyone could sleep easier.
He felt this requires a lot of thought.
Mr. Kozlowski asked who would review the plans and approve to which Mr. Ross noted because
this is Town land it would involve various departments such as Park and Recreation, Nick Riccio
in regards to inspection, Planning Board and CIP where ultimately there is an overall plan for the
Board's blessing. He noted in the Capital Plan there is a line item of $25,000 for playground
equipment and money proposed to renovate tennis courts. Ms. Morris stated they understand it is
a long haul and they are committed to that. Mr. Kozlowski also wanted the residents to know that
Friends of the Memorial Park is a non -profit group underneath the Park and Recreation's umbrella.

follow up with John Stanbrook, Finance Director, and question if the group is set up as a Gift Fund
if the procurement requirements applied.
