disappointed.
HEARINGS ENDED AT 7:45 PM
3. Communications HealthCare Options Report for January 2009
4. Health Agent's Report
a. 60 Park Street: Scott received a letter from Attorney Lynn A. Leonard,
representing Heather Roderick, the homeowner. Ms. Roderick stated she
had a general permit to do work on the home. Scott told the board Ms.
Roderick needed construction, electrical and plumbing permits; the building
permit proposed gas, electrical and plumbing work to be done.
On Monday March 2,2009, after numerous phone calls with the attorney,
Scott agreed to a continuance of the court hearing until March 17, 2009 at
which time everything must be complete; permits pulled and inspections
complete. Scott said the attorney assured him the necessary permits would
be pulled on Tuesday March 3, 2009.
As of 3:00 pm, Thursday March 5, 2009 no permits have been issued.
b. FY 2010: Last fall the projected budget for 2010 was decreased by 5%.
Some of the reduction was taken from the Community VNA-HealthCare
Options contract; there is some question if the health care provider will
continue to provide the town with nursing services if the full amount is not
paid. Ray Martin asked if an RFP could be sent out to other agencies.
Scott told the board the nurse is currently writing up what the implications of
the reduction would mean to the town. It is a break even contract; the agency
does not make a profit. He said the town could contract out for services,
paying for only what is needed.
Nancy Wall said the board should re-Iook at the percentage cut-it is
approximately a 24% reduction. Catherine Memory was concerned about the
flu clinics; what other options would be available to the town for flu vaccines.
Ray Martin thought the BP/BS, cholesterol clinics could be eliminated.
People would have to get these services from their doctors. Scott said, by
eliminating this service, you would have more people going to the doctors,
causing insurance premiums to go up. Part of the Wellness program was to
reduce the amount of visits to physicians to lower the town's health care cost.
c. Tattoo Regulation: Present regulation requires training for Bloodborne
Pathogens but does not state how often the course should be done.
First Aid Course
CPR Course
Bloodborne Pathogens
Any course taken needs to be acceptable to the board and should be an
accredited course
Scott will get more information.
d. Stearns Avenue landfill: Wells in this area are to be tested for pentaerythritol
(PE). DEP and Hercules decided what standard would be used. Most of the
affected wells are in Easton; there is 1 well in Mansfield affected. The testing
will take place March 15th and 16th.
e. Household Hazardous Waste: An Article for $12,000 has been submitted
on fiscal year 2010.
Scott told the board 2 new restaurants, Friendly's and Chipotle Mexican Grill, are going
to be built at the Mansfield Marketplace.

5. New Business
Mike Healey would like to revisit the policy that the Board of Health has for
cigarette/tobacco compliance. He feel the town needs a stricter, more demanding
compliance for tobacco retailers; fines immediately, stronger fines issues earlier and
suspensions should be made easier.
- --._---_._-----_._._-----'-.__...-.._-----._._--~--_.-----------~--_._------------~------~--~~----~.---------
He will do the research, contacting other towns and will bring all information back to the
board for discussion.
Ray Martin said it has been 10 years since the regulations were written. Scott will
check to see if the penalties for non-criminal compliance have been raised; he told the
board state laws might limit the amount of fines that can be levied.
The board asked that letters be sent to the retailers who passed the compliance checks.
The board would like the compliance checks to be done more often, twice per year.
