7:10 pm - hearing requested by John Alessandrini, 60 Park Street: Mr. Allessandrini was
not present at this time.
4. Communications
Letter to Wayside Estates stating action taken at the December 2008 meeting. A variance for up
to eight lots was granted, eliminating the need for a shared septic system. The original application
of March 2007 for a shared septic system was denied
HealthCare Options Nursing Reports for September, October, November and December 2008:
Nancy questioned the number of Iyme disease cases reported. Scott told her because of the
unusually cool and wet fall, and a late frost, the tick season lasted longer this year. The number
is more than normal but not unusual for the length of the season.
Mike Healey asked about the letter to HealthCare Options asking for an explanation for the
increase in the contract for the next fiscal year. Scott did not send the letter because of the 5%
cut in the Board of Health budget for FY 2010.
5. Health Agent's Report
a. Budget for fiscal year 2010: The budget for the Board of Health has been cut by 5%. Scott
has cut out all he can but feels the department will be able to operate He may eliminate his cell
phone.
b. Public Nursing Services: Scott has cut $4,500 from the Public Health Nursing account, leaving
approximately $15,000. He told the board the cut will probably mean the elimination of the
various clinics such as blood pressure/blood sugars and cholesterol screening; he said he would
have to meet with HealthCare Options to discuss what services the town would receive at this
level. The ability to hold the flu clinics next fall would depend on the state supplying the town with
free vaccine and what services the budget would allow.
c. Household Hazardous Waste: At the last staff meeting, Scott told the board he suggested the
$7,000 for fiscal year 2009 be returned to the town. He told the board the account has
approximately $5,500 from last year for a total of $12,500. He asked if the board wanted to return
the money from the previous article for fiscal year 2008 ($5,500) and/or the 2009 monies. He
recommends giving the total amount in the account back. He also suggested having a collection
every 2 years instead of yearly.
He asked the board if they wanted an article submitted for fiscal year 2010. Mike Healey would
like to keep the $5,500 in the account but return the $7.000. He thought the article should be
submitted to let the town choose to eliminate or hold the collection in 2010. Ray Martin agreed
with Mike; give back the money for fiscal year 2009 but keep the money from the previous year
because basically that would allow a chance to ask for enough to still hold an adequate collection
and if the town does not vote for that, the money could be returned then. Ray Martin said
because the funds were approved at town meeting; let the town make the decision to put the
money back into the general budget.
Scott asked the board if they wanted to go forward with the collection this spring.
After much discussion, it was decided to return the approximately $12,500 and allow Town
Meeting to decide if the funds will be returned to the HHW account, allowing for a collection to
take place, possible in the fall.
d. Healthy Initiatives Program Partnership: Because of the poor response to the first round of
programs, Scott returned the $5,000 given to the Board of Health by the Selectmen for HIPP. He
will be doing the spring offerings but if there is not a better response, he will probably opt out of
the coalition.
e. Tobacco compliance checks will begin next week.
Scott suggested the hearing requested by Mr. John Alessandrini, of 60 Park Street be opened
without Mr. Alessandrini being present.
Ray opened the hearing for 60 Park Street at 7:38 pm.
Scott told the board he learned of the compliant from the wire inspector who was told of the
situation at 60 Park Street by the electrician hired to do the electrical panel for the gas furnace.
He would not wire the panel because the wiring was so out of code; 220 wiring was unsupported,
as was most of the wiring. Scott found the homeowner had vented the gas furnace into the cellar
and had demolished the chimney. He also noticed the sewer pipe had not been properly capped;
the pipe had been stuffed with fiberglass insulation.
Mr. Alessandrini was told to correct the furnace violation (item 1 in the compliant) immediately
and was given 14 days to correct the wiring (item 2 in the compliant) and to properly cap the
sewer pipe exiting the house (item 3 in the compliant) or to hire a third party to correct the
violations within 5 days of receiving the order, dated January 20, 2009. All corrections were to be
completed within 14 days.
Scott told the board the furnace violation was corrected on January 20,2009. The other
violations have not been completed; no permit for the electrical work has been applied for and no
one has been hired to complete the work as required.
Scott feels the board should sustain the order and proceed with legal action.
Nancy Wall made the motion to sustain the order of January 20, 2009 and to proceed with legal
action.
Motion was seconded by Mike Healey.
Passed 4-0.
Hearing closed at 7:45 pm.
6. Adjournment
MOTION: TO ADJOURN AT 7:50 PM
HEALEY/MEMORY PASSED 4-0.
Respectfully submitted,
