3. Correspondence:
Letter dated November 17, 2015 from HealthCare Options, Inc. Because of cost increases due
to a variety of expenses including wages, health insurance and supplies, HealthCare Options,
Inc. is requesting a 2% increase for the July 1, 2016 through June 30, 2017 fiscal year contract.
The adjustment will result in an increase of $531.00, changing the contracted annual rate from
$25,652.00 to $26,165.00.
Ms. Memory said her initial response would be not to support the increase because the cost of
living has remained the same and gas prices are considerably lower.
Mr. Healey asked if the town was pleased with the services provided.
Mr. Leite said yes and explained the work load is unpredictable; some of the services include
investigation of food borne illnesses and follow -up of diseases. Mr. Leite said flu clinics will no
longer be held, reducing supplies and per diem costs. He said, without the increase,
HealthCare Options could chose to discontinue the services provided to the Town of Mansfield
and at this time there are only a few companies that still provide these services. Mr. Leite said
HealthCare Option provides good service and is not expensive, even with the increase.
Mr. McClean said the 2% increase is reasonable.
Mr. McClean made the motion to approve the 2% increase for the annual contract for nursing
services provided by HealthCare Options, Inc. Mr. Healey seconded the motion. Motion
passed 3 -0 -0.
4. Agent's Notes:
a. Septic truck inspections: Mr. Leite said the truck inspections have mostly been completed
and all trucks were in good shape.
b. Job Description: Copies of the current draft of the job description were given to the Board to
review and discuss.
Mr. McClean asked if the position would be advertised as a full time position or a part time
position to be phased in as a full time position. He suggested the job be advertised as a full
time position because it would limit the pool of candidates if advertised as a part time position.
Mr. Healey asked if the job could be posted as both full and part time positions.
Mr. Leite said he will invite Human Resources Director Patricia Firing to come to the next
meeting to discuss the correct way to post the job position and experience and education
requirements.
c. Food Permits: Mr. Leite suggested changing the permitting cycle of the food establishment
and milk and cream licenses, which expire June 1st, to coincide with the Board of Selectmen
permitting. If approved, the expiration date will change to January 1st. Because the current
permits will expire June 1, 2016, Mr. Leite said food permit holders can be given six (6) months
free or the permit fee can be pro- rated.
Ms. Memory said she would prefer the fee be pro- rated.
Mr. Healey made the motion to change the licensing cycle of the food establishment and milk
and cream permits to January 1st to align with the Board of Selectmen Common Victualler/
Alcohol licensing cycle. Mr. McClean seconded the motion. Motion passed 3 -0 -0.
Mr. Leite said West Mansfield Variety, 428 Elm Street, planned to open on December 7th but
they do not have the required signage. The owner was told he cannot stock tobacco products
until the signage is posted. Mr. Leite said they should also submit training documents before
opening.
5. New Business:
6. Old Business
Use of e- cigarette language: Regarding the use of e- cigarettes /vaping in restaurants or places
where nicotine delivery products are prohibited.
Mr. Healey said he read both the old and new regulations and said the Board made a concerted
decision to not include a section dealing with smoking in restaurants and work areas because
they are covered in the state's regulations.
Ms. Memory noted the state's regulations do not address the vaping issue but the Board
considers everything that is tobacco related to be the same as for vaping.
Mr. McClean said this was true of purchasing tobacco products but not for usage because
secondhand tobacco smoke is different than secondhand vaping. Mr. McClean said at this time
there is no evidence to support secondhand vaping would pose a health issue.
Mr. Healey said because the Board made the choice to follow the state regulations on tobacco
use, he would leave it to the state to make any changes; it does not need to be addressed in the
Mansfield Regulations. He said the Board has addressed the sale of tobacco products in
Mansfield very well and the use or prohibiting the use of vaping should be left to the restaurant
owners.
After discussion, the Board decided to leave the regulations as written.
7. Adjournment:
Motion to adjourn at 7:50 pm. Healey /McClean. Motion passed.
Next meeiN will be January 7, 2016 at 7:00 pm.
