Absent: Chairman George Dentino everyone that the meeting is being broadcast live and taped for future broadcast on Mansfield Cable. Mr. Ross introduced Robert Blackman, Town of Mansfield's new Chief Building Inspector. Mr. Blackman is the former Assistant Building Inspector for the Town of Wrentham. Mr. Blackman thanked Mr. Ross and the Board for the opportunity to serve the Town of Mansfield. Mr. Annino has worked with Mr. Blackman in the past and welcomed him to Town. Mr. DelVecchio noted Mr. Blackman comes highly recommended. Mr. Kozlowski welcomed Mr. Blackman and wished him the best. Vice Chairman Aptowitz welcomed Mr. Blackman aboard. Andrew Bank, 43 Old Stable Drive, has lived in Town since 1996 and currently works as the Chief Financial /Operating Officer for Triton Technologies which is also based in Mansfield. Mr. DelVecchio believed Mr. Bank was fully aware of the importance of the position and essential role the Board of Assessors plays in the Town's finances. Mr. DelVecchio wanted to be sure Mr. Bank was aware of the time commitment to which he stated he was. Mr. Kozlowski was satisfied that Mr. Bank was confident in handling the demands of the training as well as the time commitment and thanked Mr. Bank for stepping up. Mr. Annino also thanked Mr. Bank for coming forward to serve on the Board stating his resume speaks for itself. Vice Chairman Aptowitz felt Mr. Bank had the financial acumen to handle this position reminding Mr. Bank of the training course. Vice Chairman Aptowitz commented that this Board's role affects every resident's pocketbook and was sure Mr. Bank would be fair. Motion: To appoint Andrew Bank to a three year term to the Board of Assessors beginning Keep Committee. The group is here to present an update on what the Committee has been working on for the past year and its efforts moving forward. Mr. Rhein reminded the Board and viewers that the Committee has nine members: Nancy Wall, Neil Rhein, Mike McCarthy, Pat Colbert, Jason Dodd, Dan Guglielmi, Jeff Ward, Martha O'Connell and there is one opening due to the resignation of founding member Patricia Holiver, Mr. Rhein announced that Ms. Wall is the Committee's new Executive Director. The Committee's mission statement focuses on three areas: litter prevention and clean -up, waste reduction/recylcling and beautification and community greening. Mr. Rhein reported that for every $1 invested in Keep America Beautiful (national organization which this Committee is an affiliate) return $24 in local benefits. Thus far, Keep Mansfield Board Of Selectmen's Meeting December 2, 2015 Page 1 of 10 Beautiful has raised $90,000 in grants and donations, which all has been reinvested in the Town. Mr. Rhein also commented on the value of Free labor. Litter Prevention and Clean -Up • Ms. Wall updated on the new pole mounted trash bins on the electric poles throughout the Downtown (six in total) noting that the neighborhood is reporting a reduction in trash. Given the plan for development in the train station area, the Committee urged the Board to keep it mind in setting aside funds for such things like benches and trash receptacles. • Mr. Rhein reported that the Great America Clean -Up (the Committee's 8 "i) last May yielded 2 tons of trash/recyclables and that the Committee will continue the efforts throughout the year through the Litter Busters Swat Team program as well as the Mansfield Litter Busters, where residents can adopt an area/street. Mr. Rhein stressed if any residents are interested in any programs or students interested in community service hours to contact the Committee at its website: www.keepmansfreldbeautiful.com, Ms. Wall explained the Committee is working on ideas and angles to reduce litter through the enforcement of anti - litter laws and regulations. The Committee is working on signage with slogans to grab attention and plan to speak with Chief Sellon with regards to enforcing citations in troubled areas such as Copeland Drive (Wendy's) area. Mansfield Beautification • Ms. Wall reported that the Adopt A Spot program now has 20 participants. This is where individuals, families or groups adopt an area to be maintained through plantings and maintenance. Ms. Wall referenced the Garden Club and thanked them for all its efforts. The Flower Barrel program had another successful year with 75 barrels. Ms. Wall thanked all of the volunteers and businesses who worked to keep the flowers looking great all summer. Ms. Wall thanked the DPW for all its assistance. Keep Mansfield Beautiful recognized Mansfield Bank with the "We Notice" Award. With regards to street sweeping and weeds, Mr. Rhein felt this to be an area where the Town could provide more assistance as it appears there is not enough personnel to complete the job. He urged the Town to keep this in mind during the budgeting season. Waste Reduction & Recycling • The Committee worked with the schools (Robinson and Jordan Jackson) over the past year with the help of a Grant the Town received to purchase recycling bins. Lessons were provided to the students on littering and how to recycle at home and school. Ms. Wall wanted to thank the Committee's supporters and partners, which included the Town, DPW, Parks and Recreation, Garden Club and the Boys and Girls Scouts as well as Mansfield Bank, Xfinity Center and Barrow's Insurance. For anyone who would like to become involved there is an opening on the Committee as well the Committee does accept contributions. Email at beautify@mansfieldma.com or follow on Facebook or Twitter (a beautifii102048). Vice Chairman Aptowitz appreciated the Committee coming in and reporting on its efforts. Board Of selectmen's Meeting December 2, 2015 Page 2 of 10 Mr. Kozlowski asked if the Town is in fact is short man power for street sweeping to which Mr. Ross noted the DPW/Highway Department has about four or five fewer positions than in previous years. Mr. Kozlowski wanted to be sure the Committee was aware of the upcoming extension of the bike path to which Mr. Rhein felt the area could use sprucing up (striping) and felt marketing of the area to be very important. Mr. DelVecchio noted it was nice to see a volunteer organization that is viable and continues to grow. He asked for the Committee's vision for the next one or two big projects if funds were available to which Ms. Wall felt the Fulton Pond area could be a more inviting place for the residents and visitors. Mr. Rhein would love to see an opportunity to plant more trees in the Downtown area as well as in the Route 140 corridor. Mr. DelVecchio mentioned a working partnership with the IDC would be a great opportunity for the two groups. Mr. Annino thanked the Committee for its diligence and perseverance in organizing as it is a lot of work. Town. He felt it is the little touches that really make the community beautiful and make a difference. Mr. Rhein noted he has stepped down as Chairman of the group as he is now running Keep Massachusetts Beautiful a 5010 working to grow the affiliate base around the State. Vice Chairman Aptowitz felt that Ms. Wall and Mr. Rhein are two of the most passionate members volunteering (and on numerous Committees) and thanked them for their efforts. Regarding Main Street, Mr. Ross mentioned that Main Street will have a group of Northeastern students, through Dr. Dulaski's program, that are working on ideas for improving the area. Mr. Ross commended Ms. Wall for her work on the Mural as it was a challenging process but in the end benefits the Town greatly. Ms. Wall envisions the Mural as a leaching vehicle noting a Brownie troop will be the first group to take advantage of that opportunity. He commended both Ms. Wall and Mr. Rhein for their care of the community. Present before the Board are Jason Furtado, Manager, and Terry Frias, District Manager of Qdoba. Ms. Frias noted that currently the corporation is undergoing a corporate name change where all Qdobas' nationwide will now fall under one umbrella where presently there are varying corporate names for different regions. Ms. Frias stated nothing will change on the local level and distributed an explanation of the transaction to the Board, which has been made a part of the record. Motion: To annrove the corporate name change for Odoba (Kozlowski/DelVecchio) PASSES 4:0 Present before the Board is Lee Azinheira, DPW Director. Vice Chairman Aptowitz noted that since there is only four voting members the motion would have to be a majority in order to pass. Mr. Ross noted there have been no changes since the last presentation on November 18th. Vice Chairman Aptowitz's reiterated that his concern lies with tearing up Route 106 as residents in that area waited a long time to have that roadway redone, referencing years. He would like assurances that the roadway will be replaced in its current condition. Mr. Ross is confident that the roadway will be even better (new pavement extended all the way to intersection at Flint Farm). Mr. Ross reminded there were two alternatives one of which was to go through a residential neighborhood, which was totally unacceptable. This is a better route and easier for the Board Of Selectmen's Meeting December 2, 2015 Page 3 of 10 community. The Vice Chairman asked for confirmation that Easton would be paying for this in its entirety, including details, which Mr. Ross summarized that Easton will pay for details, construction, asphalt, put $165,000 toward renovation of the lift station and pay a portion of the operating costs of Mansfield's collection system as well as a significant cost of the expansion. Mr. Ross explained that this agreement is modeled after the MFN Wastewater District noting that Easton will not be a member of the MFN but instead a customer of Mansfield. Mr. Ross felt this to be a good agreement for Mansfield and its rate payers. Vice Chairman Aptowitz asked if Easton has already agreed and is waiting on the Town's approval to which Mr. Ross noted that Easton has agreed to a slightly different agreement but that the Town has been communicating those changes along the way and that Easton has been agreeable. Mr. Ross noted once approved it would then be forwarded for Easton's approval. Mr. Amrino asked what would happen if no payment was received to which Mr. Azinheira and Mr. Ross felt there would be a way to shut down service. Mr. Annino asked how large the line is to which Mr. Azinheira believed it to be an eight inch and will follow the shoulder up to Mystic and due to utilities cuts over to the west bound traffic lane. Mr. Azinheira reminded that if this is not approved there will be a cost to Mansfield residents as projections have been based on the assumptions that Easton goes forth. Motion: To approve the IMA with Easton (Kozlowski / Annino) PASSES 3:1 Aptowitz NAY Vice Chairman Aptowitz is overall very pleased with what has been put together and suggested there should be an ongoing scorecard which could be a working document. He felt the Mission Statement should be tabled as there should be a full Board present. The consensus of the Board was to table the Mission Statement. Mr. DelVecchio's sense was that the current document of goals and objectives was still in DRAFT form (second) which Vice Chairman Aptowitz agreed with but felt that each Board member's ideas were represented and it should now be in the fine tuning phase and that should not prohibit it from being adopted. Mr. DelVecchio asked if comments with regards to the Mission Statement could be submitted to the Town Manager to which all agreed. Mr. Annino stated that goals and objectives should be a working document where the Board will continuously add and subtract from it. Vice Chairman Aptowitz would like to have the goal and objectives up on the web site and suggested having a recap meeting of last vear's Roals and obiectives prior to the end of this term. None. a. Mr. Ross has provided the Board with a history of the ownership alone with mans of the area markine ownershin. Mr. Ross' office received a letter yesterday (Tuesday, December I") addressed to the MFN Wastewater District regarding the application with the DEP for interest rates on the SRF loan for the expansion of the wastewater plant. The DEP notified that they have reached the determination that approximately $25,610,000 of the cost relates to nutrient reduction and associated facilities therefore qualifies for 0% on interest for 30 years. Mr. Ross reported that the projections on the plant initially have been that all of the cost ($35,000,000) would be at 2% resulting in a $300,000 a year savings to the district and in the range of $180,000 - $200,000 a year in savings to the Mansfield customers. Mr. Ross commended Lee Azineheira, DPW Director and Dave Young from CDM Smith. That donation coupled with the $25,000 donation from Plaimidge will give the Non -Profit Gift Fund $50,000 to work with this year. Mr. Ross distributed to the Board an email from the Massachusetts Municipal Association regarding an invitation to Governor Baker's announcement of a Municipal Modernization on Monday, December 7t1i. It was noted that the opening is posted. Vice Chairman Aptowitz noted that the Budget Sub - Committee is scheduled to meet on December 17'h and asked if it would be possible to have some type of feel as to where the Town is, given that the School Committee would have already presented its initial budget draft. Mr. Ross stated he will try but that his office is still gathering information, referencing it still does not have the health insurance rates and probably won't have final numbers until March. Mr. Ross commented that the Town is hearing numbers from the pension board that he will need to speak to Roxanne Donovan about because they are talking about a 10% increase. Mr. Aptowitz commented that "we can't run a business with surprises" to which Mr. Ross agreed. Mr. Aptowitz referenced Southeastern Regional and Mr. Ross noted they would be present at the Board's next meeting. Vice Chairman Aptowitz asked for an update on the website to which Mr. Ross noted Sacha Zlatkova, MIS Director, has the framework completed but is having issues populating. Both Mr. Annino and Mi. DelVecchio expressed concerns that they have not seen a template to which Mr. Ross would schedule time for them to review with Ms. Zlatkova. Vice Chairman Aptowitz was able to attend the Grand Opening of the new Xfinity office at Mansfield Crossing.
