all about and that the promotion of these four gentlemen to Lieutenant will establish a chain of
command that allows the Department to maximize its talent and efficiency.

group's ability and experience. Mr. DelVecchio was impressed with the Chief's foresight
regarding the reorganization. Mr. Aptowitz noted that the Town is very fortunate as it has the best
Fire and Police Departments and is very thankful. Chairman Dentino felt the group has done very
well.
Deputy Puleo noted this is the first class of promotions to go through that lie has had the
opportunity to train from recruit all the up to Lieutenant. He thanked the group for the efforts they
have put forth and is extremely proud to be standing before them. Deputy Puleo appreciated the
support of the Board and the Finance Committee.

Present before the Board is Conservation Agent, Katelyn Merrill.
Board Of Selectmen's Meeting September 9, 2015
Page 2 of I I
Ms. Merrill noted that over the past year the Conservation Commission has been offered three
different parcels of land to be donated under the care and control of the Commission (General
Laws Chapter 40, Section 8c) and as part of that, after the Commission approves the donation it
then needs to seek the approval of the Board of Selectmen. Ms. Merrill noted that the Commission
has approved the acceptance of the donations where she felt that as each of the land transactions
are at a different stage, now would be a good time to request the Board's approval so that when the
time came to generate the deeds everything would be all set.
Ms. Merrill noted that in terms of the Geddes donation the Assessor's Office has found that the
land has been re- subdivided. She distributed the deed that was drafted and accepted to the Board
and has been made a part of the record. Ms. Merrill explained that the portion of land to be
accepted by the Commission is adjacent to already previously owned Conservation land with a
considerable amount of river front. The Wayside Estates donation is a lot between Saddle Ridge
Road and Old Farm Lane (previously approved for a subdivision) and has been recently approved
through Conservation for five different lots with the large portion of lowland and upland in the
middle to be designated as Conservation Land. She further explained that in order for the five lots
to receive COs, the Town needs to be sure it is deeded over for tax collection purposes and to
ensure everything is paid up to date. Finally, Ms. Merrill considered the donation from Gerald
Bedard to be a key lot with NRT Land to the west. Ms. Merrill summarized that she is before the
Board to ensure proper procedures are followed of the Conservation Commission first accepting
the donations and now look for the Board's acceptance.
Mr. Aptowitz asked what the tax implications to be for the Town and if the Town is foregoing
anything to which Ms. Merrill surmised: Wayside Estates for larger parcel: $2,800, Gerald
Bedard: $525 for small rectangular parcel and for the South Main property: approximately $1,500.
Ms. Merrill noted the Commission looks to see if the lots are adjacent to the greenbelt that it is
trying to build in the Open Space Plan or it is a priority parcel for protection.
Mr. Kozlowski asked if the passive recreation tag would go along with these to which Ms. Merrill
noted she has spoken with Town Counsel, Lou Ross, where it was explained that once the
land/parcel goes into the care and control of the Conrnission its law (Chapter 40, Section 8c)
governs and does not have specifically written out restrictions of activities. She noted there is no
stipulation between passive recreation or preservation and will say "for Conservation purposes ".
Chairman Dentin was concerned with the proximity of the vernal pools near water to which Ms.
Merrill explained the pools should flood seasonally and this aerial was taken last April.
Motion: To accept the Geddes parcel, Lot D on Plan of Land, 625 South Main Street dated
December 9, 2014 and recorded with Bristol North Registry of Deeds in Plan Book 498, Page I I
(Kozlowski/Annino)
Discussion:
Chairman Dentino asked Ms. Merrill what boundaries were used for the Quit Claim Deed. Ms.
Merrill noted a plot plan submitted by a licensed land surveyor is utilized at the expense of the
applicant and recorded at the Registry of Deeds. She reminded that this is the only parcel which
has a deed and that the others are still waiting. Mr. Ross furthered that the General Law provides
that the Conservation Commission can accept donations of land with the approval of the Board of
Selectmen. Mr. Kozlowski reminded that the Board's motion endorses what the Conservation
Commission has already accepted and that the other two parcels would require a different motion.

Ms. Merrill reported she has been working to update the Open Space Plan which is typically
completed every five years. She noted the last survey was completed in 2008 and since that time
the Town has received a Technical Assistance Grant from SRPEDD to assist with figuring out the
best way to bring the document tip to date and also to parallel the Strategic Plan from 2012. She
noted all GIS and census information has been updated. Ms. Merrill reported that a public
workshop was held about a year ago with attendance from various Boards but unfortunately not
citizens at large so SRPEDD then created a survey, posted online, with great feedback received
(over 250 responses).
Of particular note:
• Highest participation among residents: walking, running, biking, dog walking and
recreational sports
• Great feedback regarding fields and recreation areas
• Some areas to pay more attention to were: dog walking area, river access, boat ramps,
playgrounds, picnic areas, Conservation wildlife viewing and bicycle paths
• Unfortunately, residents did not know about the land that is in the ownership of the
Conservation Commission which there are abundance of, noting trails with available
parking
Ms. Merrill noted that in order to finish the Open Space Plan she is seeking permission to create a
Sub - Committee of the Conservation Commission, which Ms. Merrill has worked with in previous
communities, typically a 5 — 7 member Board. This Sub - Committee would work to implement the
plan and is simply another level of organization. Ms. Merrill stated she would hate to see the Town
gather all this information, put a plan in place and not be able to implement it. She is asking for
support for an Open Space Committee.
Mr. Amrino noted the importance of any plan is to implement it. He liked the organization of the
report and felt Ms. Merrill to have done a good job. He would like to take this a step further and
Board Of Selectmen's Meeting September 9, 2015
Page 4 of I 1
felt a Sub - Committee could work to narrow down the focus, which is integral. He is interested in
seeing how this plan will progress. Ms. Merrill noted that as it functions now there exists a close
relationship between the Conservation Commission and the NRT working side by side with the
same goals but the NRT is a private entity. She explained the Commission does have a General
Fund for the maintenance of its own lands but its just allocating and managing. Ms. Merrill felt the
Sub - Committee would be a great communication hub between the two groups. Mr. Annino cannot
stress enough that these activities, whether passive or recreation, are what the Town has to offer to
the community. Ms. Merrill felt there are a lot of untapped resources. Mr. Annino also noted the
importance of communication with the Board so that it can understand the budgetary needs.
Mr. Ross felt another part is that the Conservation Commission emphasizes conserving wetlands,
prime woodlands, open space and passive recreation whereas the Recreation Commission looks
more at active recreation. Mr. Ross felt that putting elements of both together in a Sub - Committee,
and involving the Planning Board, will allow implementing the plan in both areas. Mr. Ross
referenced his discussion with Ms. Merrill regarding the extension of the trail system to the
Greenbelt areas and linking neighborhoods. Secondly, Mr. Ross felt getting the plan in place
opens opportunities for funding. Mr. Armin noted what the Town is finding is there are more
demands in the community referring to Mr. Kozlowski's fitness trail, the Memorial Park
renovation as well as the community garden. Ms. Merrill noted the plan parallels the Strategic
Plan and its submission for land grants.
Mr. Kozlowski asked what the status of the final Open Space Plan to be. Ms. Merrill reported that
she is in the process of taking the survey data and creating the seven year action plan. She
explained it then goes to the Conservation Commission for approval and then the Board of
Selectmen for submission of State approval. Mr. Kozlowski saw the Sub - Committee to function
as a clearinghouse but asked what authority it would have to which Ms. Merrill noted the
Sub- Conmrittee would have no regulatory authority and seen only as an implementation board that
would report directly to the Conservation Commission. Mr. Ross noted if it is to be an Ad -Hoc
committee it would need to be created by the Board.
The consensus of the Board was for Ms. Merrill to investigate how other communities handle. Mr.
DelVecclrio would like a more formal proposal with representation, who would appoint and who
the members would report too. Chairman Dentino felt that Ms. Merrill should work with Mr.
Ross. The Board felt Ms. Merrill has done a great job.
Present before the Board is Steve Schoonveld, Finance Committee Chair and Walter Wilk,
Finance Committee Vice Chairman.
Mr. Schoonveld reminded that the Finance Committee began discussions back in March about the
additional needs other than the DPW/Public Safety complex. From those discussions the School
and Finance Committees co- funded a study in order to have the information in hand prior to
making decisions regarding any other facilities. Mr. Schoonveld noted this is the third piece of
information as the Town has already received the roads and municipal perspectives.
Mr. Schoonveld reported there was a joint Finance and School Committee meeting last week to
hear from the Facilities Engineer Associates, Lori Gilmer, detailing how the report was developed.
Mr. Schoonveld and Mr. Wilk are here to answer any questions the Board may have plan and to to
Board Of Selectmen's Meeting September 9, 2015
Page 5 of 11
also report on some of the findings. Mr. Schoonveld explained that going forward the School
Committee will spend more time reviewing the report and that over the next month will meet back
with the Finance Committee.
Mr. Schoonveld reported on the bottom line numbers:
• Total Required Recommended Upgrade and Replacement needs of all five properties
(Mansfield High, Jordan Jackson, Qualters, Robinson and Rolland) to be $17.5 million
(gross number — today's dollars)
• $17.5 million includes $5.5 million of upgrades/replacements which are not required and
have flexibility
• Timeline is a 10 year horizon but could easily be a 15 — 20 year
• Availability of State Matching Funds noting that half of needs are matchable which could
bring the net budget to $10 - $13 million. Mr. Wilk noted that over the past five years,
through CIP, $500,000 - $1.2 million has already been spent on the schools so money has
already been put towards repair and replacement of these items.
Mr. Schoonveld felt the results of the report to be easily attainable with current approach to capital
planning, using annual Free Cash and prioritizing items. The Finance Committee does not believe
that this is going to require a Debt Exclusion in the near future.
Mr. Wilk reminded that four years ago the Committee began putting together a more aggressive
plan in terms of Free Cash where in two years the Reserve Fund will be tapped out and the Town
will no long utilize Free Cash to balance the budget. That Free Cash will then be available for
other uses.
Mr. Annino asked if all reports have been compiled in order to look at all the facilities to which it
was noted it has not been done. Mr. Annino felt it would be interesting to forecast total budget
expenditures. Mr. Wilk noted that outside of the proposed Municipal Complex the Town side is
pretty much completed. In terms of the roadwork, Mr. Wilk felt the annual $2 million
maintenance budget is what is needed. Mr. Schoonveld noted that is over and above what is
received from the State. Mr. Annino was pleasantly surprised that expenditures and what is
projected is not as bad as what he thought. As Mr. Annino started to move through line items he
felt there were assumptions where money would not need to be spent (referenced plumbing). Mr.
Wilk noted that the roof, boiler and windows are examples of what is matchable through the State.
He explained that every community is eligible and is based on how old the item is, where the
project is then ranked and is based on a percentage of the sales tax that comes in. The community
is then notified as to where it has been slotted. Mr. Wilk felt this to be a strategy to go after free
money.
Mr. Annino asked if Memorial Hall was eligible to which Mr. Ross felt it was not as a School
building. He furthered that the Town is actually out for bids on the roof at this time. Mr. Ross has
read the restriction and felt it is vague and the goat on Memorial Hall is to maintain the historic
nature of the building which is more expensive. Mr. Schoonveld suggested changing the limited
use of the building so matching funds would be available in the future to which Mr. Ross was
unsure if that would work but would explore the option.
Mr. DelVecchio appreciated the Finance Committee's measured approach as he felt some are
using the report as a panic button. Mr. Wilk noted a piece missing from the report is that the Town
Board Of Selectmen's Meeting September 9, 2015
Page 6 of l 1
has already put $500,000 - $1.1 million towards the Schools. Mr. Schoonveld also noted the key
point is the Town is spending at or close to this level already. Mr. DelVecchio emphasized that
there is no one that is going to step forward and announce the Town is going to borrow $17.5
million and could not stress enough the affordability of this.
Mr. Aptowitz asked if the School Committee has made its priorities. Mr. Wilk explained the
report is broken down into Required, Recommended and Upgrade and Replacement where the
Required is something that needs to be addressed within 12 — 24 months and totals $680,000. Mr.
Wilk recalled after the gym floor /wall project the Schools agreed to have Mike Ahern, Buildings
and Special Projects, oversee maintenance and construction (bidding). It was Mr. Wilk's
impression that the Schools are comfortable with the report and Mr. Ahern's staging. Mr.
Aptowitz commented that he does not believe there is enough money for the roads in the future and
is uncomfortable (noting 20 year old subdivisions and road decay). He would like to integrate this
conversation with roads with the CIP. Mr. Wilk noted the Town only has the capacity to oversee
about $2 million worth of road work a year due to the letting of contracts and follow up. Mr. Ross
noted the Town is spending closer to $3 million with the additional Chapter 90 money and is what
can be adequately managed.
Chairman Dentino doesn't worry as much as when the initial number came out due to the fact that
the Finance Committee has reviewed and rationalized what will happen. He noted the Town is still
in a tight situation, which it will have to work through, and it can never lose sight of that.
Mr. Schoonveld distributed to the Board a letter authored by himself and Mr. Wilk which will be
published in the local papers reiterating the support of the proposed Municipal Complex which has
been made a part of the record.
Mr. DelVecchio appreciated the list that Mr. Ross put together in terms of the status of the last
year's goals. Mr. DelVecchio would like to forward a few strong examples of goals and objectives
from other Boards to Ms. Whalen for the Board review and then discuss at a future meeting
(suggesting two week time period).
Chairman Dentino suggested that each member review their initial list of primary goals and
objectives for those that have been completed and those which still need to be moved forward.
Mr. Annino felt the Board could come up with new goals and objectives, noting this is a working
document.
Ms. Whalen distributed the mission statement originally created by Mr. Annino.
In regards to Item 1 Infrastructure Maintenance and Improvement Mr. DelVecchio was glad to see
that the development of plans and reuse of existing Police Station and downtown Fire Station are
awaiting results of the Special Election. He noted the Board would be determined to do what is
best for the Town in terms of those properties.
Mr. DelVecchio asked about the improvement of public parking with better signage in the FYI
Capital budget to which Mr. Ross noted lie will be making reconuuendations to the Capital
Committee and that some of that is coming from the Fales Oil Site Committee discussion.
Board Of Selectmen's Meeting September 9, 2015
Page 7 of I I
The biggest disappointment to Mr. DelVecchio is the website as it is hard to find information and
he noted it will be at the top of his list. Mr. Ross noted it is a limited staff and that Sacha Zlatkova,
MIS Director is working on outlines. Mr. DelVecchio asked if there were any room to tag onto the
Community Compact with regards to assistance to which Mr. Ross stated he would speak with
Shawn Cronin as there is the possibility of submitting another application.
Mr. Annino noted it is important to have this list available on the Town's website explaining it is
important for residents to know what is being worked on.
Mr. Kozlowski agreed with Mr. DelVecchio that updates are needed on the website as it needs be
organization. He felt this to be a high priority.
Mr. Aptowitz felt the list to be mostly complete/underway but would like the focus to be on
upgrades to the website. Mr. Aptowitz suggested the MIS Department dedicating a certain amount
of hours each week towards maintenance as there is an abundance of new information on a weekly
basis.
Mr. Ross felt the IDC to be an enthusiastic and intelligent group. Mr. DelVecchio asked if the
Committee will be coming before the Board to which Mr. Ross stated they are working their way.
Chairman Dentine, is veto happy that most of the list has been undertaken.
None.

(Aptowitz/Del V ecchio)
Discussion:
Mr. Kozlowski is looking for information with regards to Plainville Pump. Mr. Annino is not

Kozlowski agreed. Mr. Annino reminded the Board typically does not allow logos. The Board
questioned the setup /role of Mansfield Bank in offering the free camp. Mr. Kozlowski understood
the material as participants would be required to schedule a 30 minute consultation with a bank
representative about financial needs.

Mr. Ross reported that on Thursday, September 17 "' 7:00pm in Meetingroom 3AB there will be a
joint meeting with SRPEDD to review the Route 106 study done by the Northeastern students as
well as the traffic simulation.
Mr. Ross noted that the paving on Main Street is moving forward and is anticipating grinding and
paving in late September, early October.
Mr. Ross noted he will schedule both an Electric and Board of Selectmen's meeting for next week
which will include a discussion on the Branch Street solar project. He will forward the DRAFT
Development Agreement and Purchase Power Agreement to the Board and Commission for
review prior to the meeting. Mr. Ross also noted an Executive Session would be scheduled
regarding the Penney matter.
Mr. Ross noted the importance of filling the vacancy on the Board of Assessors. Mr. Ross stressed
the need fora citizen to step up and be apart of this Board. He reminded of the importance of a full
Board as if for some reason we lose an additional member, illness or otherwise, the Town cannot
set or be able to certify its tax rate. He noted there is a training regime that the State requires as the
position makes very important decisions for the Town.
Mr. Ross emphasized that the Special Election vote is this Tuesday, September 15°i and reminded
that absentee ballots are available at the Town Clerk's office as well as a link on the Town's
website. He noted the Town will be sure to look more closely at the calendar in terms of holidays.

Mr.=DelVeechio attended the New England States Government Finance Officer Association
meeting, which meets annually, noting the budget session and what the GFOA recornmends. He
would love to get that information in front of the Finance Committee, Mr. DelVecchio always
loves to have the Finance Committee before the Board and felt a discussion on budget format to be
useful.
Mr. DelVecchio is interested in getting an explanation on the funding of the FEA report. Mr. Ross
noted it was funded by the Finance Committee Reserve Fund, which the Finance Committee
controls, and was fully fund through that. The history on the study was that the Schools (former
Superintendent) was approached by the Town Manager when the original Municipal Building
study was conducted to be included, which was turned down as it was felt they were not ready.
Mr. Aptowitz asked to schedule a meeting with the Schools regarding fees as he has received
concerns from residents. Chairman Dentino felt the Board should not take issue with that. Mr.
DelVecchio felt it to be the Schools' domain and noted residents can receive any information
regarding fees through the Superintendent's Office.
Mr. Aptowitz asked when the first Budget Subcommittee meeting will be scheduled. Mr.
DelVecchio informed that it is tomorrow, Thursday, September 10t'.
Mr. Aptowitz has noticed signs on Town property and asked that they be removed. Mr. Ross
reported that Mark Cook's group does conduct sweeps but will certainly pass along his concerns.

Mr. Aptowitz noted that he, Mr. Kozlowski and Mr. Ross attended the signing of the Community
Compact Agreement with Lieutenant Governor Polito.
Mr. Kozlowski mentioned the Fales Fuel Committee is moving along with more meetings
scheduled. He noted the group is flushing out ideas before bringing them to the Board.
Chairman Dentino asked Mr. Ross for the agreement between the Town and Attleboro regarding
the well off of Balcolm Street. He has checked with the Assistant Assessor who noted Attleboro
does pay property taxes. The Chairman would like to find the agreement to review as he felt it is
disingenuous that there is no water ban in Attleboro.
