Banner Policy
r
Director Beliveau informed the Board that on November 15th, a wrench was dropped
while two employees were hanging a banner. There were no personal injury but the
wrench went through the windshield and upset the driver, who lost a day of work. It is an
accident waiting to happen. The Board wondered if there is possibly a trolley system that
we can use to hang banners. The Board will make a decision at the next meeting.
Energy Conservation Rebates
Business Manager Laurie Anderson informed the Board that currently ovens, clothes
dryers and hot water heaters are not Energy Star appliances. The proposed rebate
program includes $100.00 rebates on refrigerators and clothes washers, $75.00 rebate on
dishwashers, $50.00 rebate on room air conditioners and $25.00 rebate on programmable
thermostats. The rebate is limited to one rebate per calendar year per customer account.
The program covers appliances purchased between January 1, 2003 and December 31,
2004. The rebate will be in the form of a credit to the customer's account.

Old Business
r
The money that was approved at the last meeting for the Heating Assistance Program
must now be used only for electric bills. Town Accountant Bea Kearney contacted DOR
and was informed that the money from the electric department can only be used for
electric bills. The Commissioners think that this is unfortunate and hope that oil and gas
customers can be helped with other programs.
New Business
The Commissioners want to meet with Verizon regarding the North Main Street.
Next meeting - Monday, December 22nd at 7:30pm.
Questions and Comments
Due to the fact that meeting room had changed from the posted location, Chairman
MacCaffrie opened the floor to questions and comments again.
~
Mr. George Dentino of 2 Gladiola Terrace questioned the Board regarding the $360K
judgment on the last suit. He cannot find any public record regarding the appropriation
of this money. Mr. Dentino wants to know what account this money was paid from and
who submitted the invoice. Chairman MacCaffrie informed Mr. Dentino that the vote
was taken during an executive session and once those minutes are released it will become
public information.

r- Mr. Dentino also could not believe that electric money given to Social Services had been
used for oil and gas bills and that once informed that that could no longer be done per
DOR that some of the commissioners wondered how they could circumvent the law.
