production expense was $1,545k. Net income for the month was $48k while net increase

training in the next few weeks for the monthly automatic credit card payments, as well as
notification to customers in newsletters.

the spring.
Director's Report
Commissioner MacCaffrie inquired about monitoring oil prices? Director Beliveau
explained the Light Dept now has an option of $55 megawatt hour, which is a good price,
then sells the power back at a profit. This is only good thru March and in April another
option will have to be chosen.

Director Beliveau reported that last fall the EP A promulgated new rules and regulations
regarding spill control and prevention. The new rules required compliance by February
2003, however, a six month extension was given. Ralph Penney has been hired to
develop SPCC plans. The Light Dept will be in compliance before the deadline.
Director Beliveau reported that subsequent to the new wholesale market system, Standard
Market Design (SMD), which was effective on March 1, the price of power has risen.
The average price is now 10-15 cents per kilowatt hour compared to 7.5 cents prior to the
new market. It is not clear if the rise in prices is attributable to higher fuel cost or the
introduction of the new market. Some feel the SMD is not as efficient as the prior
system.
Old Business
Commissioner MacCaffrie brought up the subject of the donation to the New England
Shelter for Homeless Veterans. Director Beliveau said the subject had been raised at
MMWEC but most systems believed they should not go outside their territory with
charitable donations, however, MMED could make a donation from retained earnings.
