Ms. Wall noted progress is being made slower than hoped. Mr. Ross noted that he and Ms. Wall have visited the site and encouraged the artist to finish. Mr. Ross stated there is no doubt he is a gifted artist but at some point the fine details need to stop. Mr. Ross noted he has spoken with Frank Gay, GATRA, who stated the station will be opened and felt the current vendor could provide food and drink as well as have bathroom facilities opened. Mr. Ross reported, due to the scale of the event, there was a staff meeting and felt all bases to be covered with any restrictions or concerns provided within the Board's materials. Mr. DelVecchio felt this will be a great event for the community and as he is a commuter into Boston lie loves the view of the Mural from the North Common. Mr. Annino stated this to be a big deal for Mansfield and felt the mural, as well as the redesign to the North Common, to be a big improvement to the area. Ms. Wall noted that an email invite will be extended to all sponsors, donors and volunteers. Mr. Aptowitz reminded to reach out to those who worked with on the North Common redesign, mentioning, Mike Ahern, Guerrini Landscaping, MMAS, the Garden Club, Electric Department, Mark Cook and Shaun Burke. Mr. Annino felt the Committee should be very proud. Mr. Aptowitz suggested a later time in order to better appreciate the lighting at the North Common. Mr. Annino asked if the Town logo could be incorporated on the bamrer as he felt it needed a little more. Ms. Wall was trying to keep the cost down. Mr. Ross will send the Town approved font as well as the Town seal to Ms. Wall, Mr. Kozlowski felt the Committee has done a great job. Chairman Dentino stated the mural has been a pleasant surprise and the artist has done a good job. He noted the number of volunteers working on the mural. He felt it to be a diverse group. Mr. DelVecchio felt the Committee to have strong individuals who will do a great job. He is excited about the Committee and to see its recommendations. Mr. Annino would like an official application from Mr. Pantos and Ms. Barrows, even if it is completed by the Town Manager's office. Mr. Kozlowski was disappointed that some applicants did not fill out their employment. IIe noted he was missing page two of Mr. Rhein's application. Chairman Dentino feels that although he has no issue with the applicants recommended he has a small problem with the applicants not appearing before the Board. Mr. Ross noted he approached the DBA for recommendations to ensure that the businesses in the area were represented and originally thought that the appointments were to come from the Town Manager's office. Mr. Ross noted in the future, for these types of short -lived committees, if the Board would like the applicants to be present there is no problem with that. Chairman Dentino feels that all board and committee applicants should come before the Board. Motion: Accept the memo dated July 27, 2015 from Town Manager William Ross regarding recommendations to the Fales Oil Property Review Committee with the correction of the name for Ms. Hourigan (Aptowitz/Atmino) PASSES 4:0:1 Kozlowski ABSTAIN wise ' `°` spin= Li n f ntim -C n er`TmOvrAge oNerl ouug Peisf rmance: Mr. Kozlowski read the July 25, 2015 letter from Jeff Mamr, General Manager, Xfinity Center into the record. It was noted the concert had an attendance of 9,299 and was 18 minutes over its scheduled 11:00pm stop time, which warrants a $.50 per ticket charge. Motion: To impose the $4,649.50 fee to the Xfinity Center (Annino/Kozlowski) PASSES 5:0 Mr. Aptowitz noted he had met Mr. Mamr and suggested he call the office to schedule a time to meet the Board. Mr. Ross provided to the Board a DRAFT order form with regards to the development of a promotional video for the Town of Mansfield, which included an outline of what was being offered: • preproduction consultation • one day of filming • final approval of film prior to broadcast • inclusion in any social media activities carried out at the ICMA Conference • use of any rushes /unused footage for Client's own purposes via royalty -free, indefinite license • delivery of all assets including footage from the shoot, a high quality master digital file, plus a file in a format suitable marketing needs The total cost would be $22,500. Board Of Selectmen's Meeting July 29, 2015 Page 3 of 7 Mr. Ross sent an email to Bob Palmer, Chocolate Factory, LLC, who has great experience in filming. Mr. Palmer felt the price to be a little high but liked the aspect of "royalty free ". It was noted by Mr. Ross that Mr. Kozlowski also researched the pricing where it was found to be a bit high. Mr. Ross was unsure if he could negotiate a smaller fee but noted the decision ultimately lies with the Board. Mr. Ross stated this would be a great way to create publicity. Mr. Kozlowski was unsure, if the company is in Town for one, if it took into account weather. Mr. Kozlowski was unsure as to how much control the Town would have over the theme and asked who would be creating the story board. Mr. Ross stated the production company would meet with the Town to generate the basic theme and how it should be approached. Mr. Kozlowski felt that with the ICMA Conference just around the corner, this may be too abbreviated a schedule for filming and questioned what the gain to be with unveiling this at the ICMA Conference specifically versus creating something within the Town's own time table as he feels there is a definite need. Mr. Ross explained to the Board that if they did decide to move forward lie would need to inform the production company that it would not be paid until time of delivery as that is State law. Mr. DelVecchio agreed with Mr. Kozlowski and was concerned how directly applicable this is to the goal of the Town and felt the IDC would be useful in providing guidance. Mr. DelVecchio felt it comes down to not seeing the benefit of presenting this at ICMA in terms of economic development. Mr. DelVecchio stated in terms of financial position and economic development the Town has made progress but is still a bit away from being a success story. Mr. Annino looked at the video differently in that currently the Town does not have anything that adequately describes the Town to outsiders and felt a professional presentation would step up that excitement to make people want to come to Mansfield. He noted this is something that everyone can view and would allow the Town to better compete. Mr. Annino was concerned that he does not know a lot about the company, which is from London, and would like assurances that the video would be guided by the Town and not the company. He felt this to be a tool to step up the Town's marketing tools. Mr. Aptowitz felt this would be better served as a budgeted item but agreed the Town does need something. He did not feel comfortable spending this amount of money and the process being rushed. Mr. Aptowitz was also unsure if the right audience who would see this at ICMA. Mr. Kozlowski asked if the Town created a video on its own would it need to have an RFP to which Mr. Ross noted it would. Mr. Annino asked how many are produced by this company a year to which Mr. Ross stated approximately six and was honored that the Town was asked. Chairman Dentino questioned the amount of content the Town could with just five to six minutes of film. Mr. Ross explained there would be a large amount of footage which would need to be edited to five to six minutes and that the Town would get final approval of content. The Chairman's biggest issue was that the current budget is extremely tight and believed the philosophy of the community and the Board is to ensure it can handle the proposed municipal complex and continue to be tight in all other areas. Chairman Dentino considered this to be fluff. Board Of Selectmen's Meeting July 29, 2015 Page 4 of 7 Mr. Ross understands the tone of the Board and reminded it is his job to bring forward ideas for the Board to consider. He will inform the production company that the Town will pass. Motion: Accept the ICMA promotion video proposal (DelVecchio/ Mr. Kozlowski liked the idea of a promotional video and Mr. Armin appreciated Mr. Ross' efforts providin the opportunity. Mr. Kozlowski read the Warrant Town Election into the record. Mr. Ross explained the Board is required to post the notice of election prior to the election. He noted this will be posted at various locations in the community as required by State law. Motionn :c To execute the warrant for Special Town Election (Kozlowski /DelVecchio) PASSES 5:0 ion None a. Mr. Ross recalled that all customers will be notified by the carrier prior to the chances. Mr. Ross distributed an end of the year status on last year's Capital Projects where he reviewed that most items have been completed with the exception of: rolling green crawl space, holding playground equipment for Parks and Rec, leak detection equipment, airport easements and airport administration building as well as ten -wheel dump truck (anticipated to arrive in September). In relation to the street programs Mr. Ross noted the paving of Pratt Street and repaving of Forbes Boulevard has been completed as well as quite a bit of chip sealing in various neighborhoods. Mr. Ross will send a list to the Board of those streets and noted there has been great progress with the program in terms of preservation of the streets. Mr. Aptowitz asked if the listing of street repairs was on the website to which Mr. Ross noted it should be but will follow up. Mr. Ross noted that Jay Beckett and Andy Littig rescued 12 baby ducks today which made the paper as well as YouTube. Mr. Ross noted the electric conduit on East Street around the school is on schedule. Mr. Aptowitz asked Mr. Ross to follow up with regards to the conditions of the road as he is concerned there will be damage and complaints. Mr. Ross noted the office has received the TIPs certification from the Holiday Inn new management as well as the correction of the manager application. He noted that application is currently under review with the ABCC as well as the transfer for Cork's. Mr. Ross noted that each Selectman should have received a copy of the Comprehensive Annual Financial Report, which contains statistical information. What jumped out at Mr. Ross was the list of health insurance cost for the Town year by year for ten years which demonstrates a $2 million decrease in one year but is now creeping back up. Mr. Annino loved the year to year comparisons and felt the information was easy to understand. Mr. Ross noted there are only 27 communities in Board Of Selectmen's Meeting July 29, 2015 Page 6 of 7 the entire Commonwealth who does this report. Mr. Ross suggested to Mr. Stanbrook to send a copy to the Town's financial representative. Mr. DelVecchio would love to see the document on the website. Mr. Ross was unsure as it is a huge document. Mr. Ross contacted the insurance carrier with regards to coverage for the fitness trail to which it was noted the coverage would not be an issue as these types of trails are becoming more popular. The key point is that it needs to be maintained as it would be a liability issue. Mr. Aptowitz attended the groundbreaking ceremony for the new Airport Administration Building which will begin in the fall. Mr. Aptowitz has received calls wondering when the gas project on Main Street will be completed to which Mr. Ross was unsure but noted the Town is pushing as it still needs to grind and overlay the street. Mr. Aptowitz asked for the status of scheduling a Budget Sub- Conanittee as well as CIP meetings. Mr. Ross has followed up with the Chairman of the CIP and felt something could be scheduled as soon as there is certification of Free Cash. Mr. Ross asked Shaun Burke, Town Planner, to begin assembling a chart for FY17. Mr. Ross noted the Budget Sub - Committee is looking to meet sometime in September. Mr. Armino would like to see the final cost of the airport administration building to which Mr. Ross reported it is approximately $900 per square foot totaling about $4 million. Mr. Ross noted this is the State's project where there was one design submitted for four communities and that the State and Federal government is paying 97% of the project, therefore dictating design and construction. Mr. Annino would like to review a set of plans. Mr. DelVecchio asked that the Town's website be a point of discussion at the next meeting pointing out the inability to place the CAFR on the site. Mr. Ross explained with the addition of the new tech, the MIS group is now able to move forward with tackling a redesign.
