Conservation Minutes
June 15, 2015
Present: Michael Healey, Chairman; James Turnbull, Vice Chairman; Matthew Rieth; Jack Smith; David Hobaica;
Ryan Maxwell; Katelyn Gonyer, Conservation and Environmental Planner
1. Meeting opened at 7:05 pm.
2. Notice of Intent: Mansfield Department of Public Works, Otis Street within the Town Right of Way, Map 3,
6, & 7. DEP SE 211 -0944
Notice of Intent was filed for proposed improvements to Otis Street within 100 feet of Bordering Vegetated
Wetlands (BVW) and Estimated Habitat of Rare Wildlife,
Richard C. Alves, Jr., Town Engineer explained the town is proposing to do a full -depth construction on a portion
of Otis Street. The limit of work extends from Gilbert Street to School Street approximately 6,119 linear feet in
which 1,990 linear feet is a mill and overlay. The full -depth construction will include repairs to the road and
improving and upgrading the existing closed drainage system. Work will include new deep sump hooded catch
basins, manholes and re- enforced concrete pipe or ductile iron pipe to capture and convey stormwater. An
infiltration basin will provide TSS removal and improve groundwater recharge. Mr. Alves said the current system
is inadequate, allowing run -off from the project area to discharge untreated into an intermittent stream. Mr.
Alves said the improved stormwater management system will not increase peak run -off rates and will not have
any direct impacts to any wetland resource areas. However portions of the work, full depth pavement, pavement
milling and overlay, catch basins, drain manhole and reinforced concrete pipe to a flared end outlet with rip -rap,
will be located within the 100 -foot buffer zone of a BVW associated with an intermittent stream (see sheet 2).
Erosion controls have been proposed on the site plan between the project area and resource area to establish a
limit of work
Mr. Alves said he will have to go before the Planning Board for a permit because Otis Street is considered a scenic
roadway.
Mr. Alves said these upgrades will improve the overall stormwater conditions and improve the water quality of
the stormwater currently flowing into the wetland.
Mr. Turnbull made the motion to issue an Order of Conditions to the Mansfield Department of Public Works, Otis
Street within the Town Right of Way, Map 3, 6, & 7, DEP SE 211 -0944, "Road Reconstruction Otis Street" Sheets 1-
6, dated May 25, 2015, prepared by Richard C. Alves, Jr., P.E. with the following Special Conditions: 1. No work
can be started until the Order of Conditions has been recorded with the Bristol County Registry of Deeds and the
receipt of the Order is returned to the Commission filled in by the Registry; 2. All work must conform to the plans
referenced as "the plan of record" in this Order; 3. All limits of work and erosion controls shall be installed prior to
any construction, clearing, or excavation. The erosion controls shall consist of a 12" diameter biodegradable
mulch - filled silt sock with wooden stakes every 10 feet on center or equivalent. In addition to the silt sock,
trenched -in silt fence may be required depending on the specific site conditions. See the Conservation Agent
(Agent) for specific erosion control design standards. The Applicant shall notify the Agent when any such devices
or measures are installed so that a site visit can be conducted prior to the commencement of work; 4. The
Commission reserves the right to require additional mitigation or erosion control devices or measures if mitigation
11
or erosion control devices are not adequately installed or maintained on site. 5. The Applicant shall ensure that all
demarcation (i.e. limits of work) and erosion control devices will remain in place and be maintained throughout
the construction process and until all disturbed areas are stabilized. Stabilization shall be achieved once a
complete vegetative cover is reached. Seeded areas shall be covered with a suitable protective cover to allow the
seed to germinated and become established. All side slopes greater than 3:1 (but less than 2:1) are to be covered
with jute mesh and seeded. At no point shall erosion occur resulting in sediment entering the wetland areas. If
erosion occurs, the Agent is to be contacted to review the extent of the erosion and determine follow -up actions;
6. A construction sequence is to be submitted to the Commission prior to the start of work; 7. The Conservation
Commission or its agent is to be notified of the starting date of the work prior to its commencement; 8. Prior to
the commencement of work, a pre- construction meet shall be held with the Agent, the Engineer and /or
Representative, and the General Contractor to review the Order of Conditions, scope of work and construction
sequencing; 9. The Applicant shall be responsible to ensure that all contractors on site during the construction
have received and reviewed the Order of Conditions and all plans of record; 10. Wetland flagging must remain in
place until the project has been completed and the Certificate of Compliance issued; 11. Any modifications or
revisions to the plan(s) referenced in this Order must be submitted to the Commission for review. For single
family lots, this Order is for the structures shown on the plan of record only. Any additional structures including,
but not limited to, decks, patios, sheds, pools, walkways and /or any hardscape features must be reviewed by the
Commission. If, after their review, the Commission finds that the changes are not significant enough (minor
modifications) to warrant an Amended Order or new Notice of Intent, then the revised plans shall be considered
the new plan of record. If the changes are significant enough to warrant an Amended Order or new Notice of
Intent, then the applicant is required to file accordingly; 12. All the terms and conditions set forth in the
Stormwater Management Plan for (project title) prepared by (Engineer), submitted on (date) are to be included
with this Order of Conditions. All on -going 0 &M plan activities are to be recorded as noted. All reports and
checklist are to be submitted to the Commission as noted; 12. The Order of Conditions will be held pending the
issuance of a DEP number.
Mr. Rieth seconded the motion. Motion passed 6 -0 -0.
Hearing ended at 7:16 pm
3. Request for a Partial Certificate of Compliance: Lot 6, 12 Homefield Drive. DEP SE 211 -593.
Ms. Gonyer explained this lot was included in the original Order of Conditions issued for a subdivision in 1998.
She said after a review of the site, she determined Lot 6, 12 Homefield Drive was not located with 100 feet of a
wetland. She recommended that a Partial Order of Conditions be issued for Lot 6 since the entire subdivision is
not being reviewed at this time. The partial is needed for a property transfer.
Mr. Turnbull made the motion to issue a Partial Certificate of Compliance for Lot 6, 12 Homefield Drive, DEP SE
211 -593. Mr. Maxwell seconded the motion. Motion passed 6 -0 -0.
4. Reissue Partial Certificate of Compliance: 10 Cooper Road, Lot 22, Sturbridge Estates, DEP SE 211 -311.
Ms. Gonyer said a Partial Certificate of Compliance (COC) was issued January 14, 1998 but the original signature
page was lost and never recorded. An attorney for the homeowner is requesting to have the signature page re-
issued in order to complete a property transfer.
Mr. Turnbull made the motion to re -issue the Partial Certificate of Compliance for 10 Cooper Road, Lot 22,
Sturbridge Estates, DEP SE 211 -311; the original dates and information will be noted on the new COC. Mr. Rieth
seconded the motion. Motion passed 6 -0 -0.
Hearing ended at 7:20 pm

5. Re -issue signature page for a Partial Certificate of Compliance for Justin Drive, DEP SE 211 -0283. Partial
Certificate of Compliance issued January 27, 1997
Resident's attorney is requesting to re -issue the signature page (already issued back in 1997) in order to complete
a property transaction. The COC was issued but the original signature page was lost and never recorded.
Mr. Turnbull made the motion to re -issue a partial Certificate of Compliance for Justin Drive, DEP SE 211 -0283.
Mr. Hobaica seconded the motion. Motion passed 6 -0 -0; the original dates and information will be noted on the
new COC.
Hearing ended at 7:22 pm.
6. Notice of Intent: Christopher Marcheselli, 4 Dutton Drive, Lot 2, Map 40, Parcel 318. DEP SE 211 -0943.
Notice of Intent (NOI) was filed for the construction of a single family house, garage, and subsurface disposal
system within the 100 -foot Buffer of Bordering Vegetated Wetlands and the Canoe River Aquifer ACEC.
Ms. Gonyer explained the original application approved under DEP SE 211 -0916 by the Commission in March 2014
was for a four lot subdivision, including the roadway and stormwater detention area. There were two lots (Lot 2
and Lot 4) within jurisdiction that would require separate Notices of Intent for the single - family dwellings. She
noted that the roadway, detention area and grading have been done and Lots 2 and 4 have been cleared. A
Potential Vernal Pool is located on Winter Street across from this parcel.
Ms. Gonyer said the proposed single- family house footprint on Lot 2 is similar to the house shown on the 2014
Dutton Drive Order of Conditions (OOC); the Applicant has modified the layout of the house, moving the garage
and driveway to the Winter Street side of the house. An existing shed with a foundation and a small portion of an
existing driveway will be removed and the area loamed and seeded. The proposed house is approximately 66
feet away from the resource area at the closest point. The existing 12" mulch silt sock, installed when the
roadway area was cleared, is still intact.
Jay Zola, 12 Colonial Drive, representing Mr. Marcheselli, asked if a walkway from the garage and driveway is
shown on the plan. Ms. Gonyer said if a walkway is part of the proposal, it will have to be shown on a revised plan
before the Order of Conditions is issued. She said any additional work not shown on the plan must be presented
for review, either as an amendment or a new Notice of Intent.
Mr. Turnbull made the motion to issue an Order of Conditions for the construction of a single - family house,
garage and subsurface disposal system will the following special conditions for 4 Dutton Drive, Lot 2, Map 40,
Parcel 318, DEP SE 211 -0943 under Mansfield Wetland Protection By -Law, Chapter 15: 1. No work can be started
until the Order of Conditions has been recorded with the Bristol County Registry of Deeds and the receipt of the
Order is returned to the Commission filled in by the Registry; 2. All work must conform to the plans referenced as
"the plan of record" in this Order; 3. All limits of work and erosion controls shall be installed prior to any
construction, clearing, or excavation. The erosion controls shall consist of a 12" diameter biodegradable mulch -
filled silt sock with wooden stakes every 10 feet on center or equivalent. In addition to the silt sock, trenched -in
silt fence may be required depending on the specific site conditions. See the Conservation Agent (Agent) for
specific erosion control design standards. The Applicant shall notify the Agent when any such devices or
measures are installed so that a site visit can be conducted prior to the commencement of work; 4. The
Commission reserves the right to require additional mitigation or erosion control devices or measures if mitigation
or erosion control devices are not adequately installed or maintained on site; 5. The Applicant shall ensure that all
3
demarcation (i.e. limits of work) and erosion control devices will remain in place and be maintained throughout
the construction process and until all disturbed areas are stabilized.
If
erosion occurs, the Agent is to be contacted to review the extent of the erosion and determine follow -up actions;
6. All roof runoff is to be directed in drywells or equivalent drainage components approved by the Commission.
The Commission or its agent shall review the locations of the drywells; 7. The Conservation Commission or its
agent is to be notified of the starting date of the work prior to its commencement; 8. The Applicant shall be
responsible to ensure that all contractors on site during the construction have received and reviewed the Order of
Conditions and all plans of record; 9. Wetland flagging must remain in place until the project has been completed
and the Certificate of Compliance issued; 10. The Certificate of Compliance shall be requested in writing upon
completion of the project. At the same time, the applicant or any successor shall, upon completion of the project;
submit an as -built plan and letter signed by a professional engineer, certifying that the work has been done in
accordance with the approved plan; 11. Any modifications or revisions to the plan(s) referenced in this Order
must be submitted to the Commission for review. for single family lots, this Order is for the structures shown on
the plan of record only. Any additional structures including, but not limited to, decks, patios, sheds, pools,
walkways and /or any hardscape features must be reviewed by the Commission. If, after their review, the
Commission finds that the changes are not significant enough (minor modifications) to warrant an Amended
Order or new Notice of Intent, then the revised plans shall be considered the new plan of record. If the changes
are significant enough to warrant an Amended Order or new Notice of Intent, then the applicant is required to file
accordingly; 12. No synthetic fertilizer, herbicides, pesticides or fungicides can be used; only organic products may
be used.
Mr. Rieth seconded the motion. Motion passed 6 -0 -0.
Nearing ended at 7:35 pm.
7. Notice of Intent: Christopher Marcheselli, 7 Dutton Drive, Lot 4, Map 40, Parcel 317. DEP SE 211 -0942.
Notice of Intent (NOI) was filed for the construction of a single family house, garage, and subsurface disposal
system within the 100 -foot Buffer of Bordering Vegetated Wetlands and the Canoe River Aquifer ACEC.
Ms. Gonyer said this NO1 application is for a single family house on Lot 4, located in the southwest portion of the
four -lot subdivision approved under DEP SE 211 -0916. The proposed house and subsurface disposal system are
located outside the 100 -foot Buffer Zone; only the garage, a portion of the driveway and some grading are located
within 100 foot Buffer Zone.
Ms. Gonyer said the existing mulch silt sock located along the 50 -foot buffer zone is still intact but a 20 -foot
section of the silk sock located on the back side of the stormwater structure will need to be re- established. She
noted that a revised plan must be presented for review, either as an amendment or a new Notice of Intent prior
to the issuance of the Order of Conditions, if there are any additional hardscapes or appurtenance not shown on
the plan. The required "Environmentally Sensitive Area — Do Not Disturb" signs were included in the March 2015
Order of Conditions for the subdivision.
Mr. Turnbull made the motion to issue an Order of Conditions for the construction of a single family house,
garage and subsurface disposal system with the following additional Special Conditions for 7 Dutton Drive, Lot 4,
Map 40, Parcel 317, DEP SE 211 -0942 under the Mansfield Protection By -Law, Chapter 15: 1. No work can be
0
started until the Order of Conditions has been recorded with the Bristol County Registry of Deeds and the receipt
of the Order is returned to the Commission filled in by the Registry; 2.
The
Commission reserves the right to require additional mitigation or erosion control devices or measures if mitigation
or erosion control devices are not adequately installed or maintained on site; 5. The Applicant shall ensure that all
demarcation (i.e. limits of work) and erosion control devices will remain in place and be maintained throughout
the construction process and until all disturbed areas are stabilized.
If
erosion occurs, the Agent is to be contacted to review the extent of the erosion and determine follow -up actions;

Conditions and all plans of record; 9. Wetland flagging must remain in place until the project has been completed
and the Certificate of Compliance issued; 10. The Certificate of Compliance shall be requested in writing upon
completion of the project. At the same time, the applicant or any successor shall, upon completion of the project;
submit an as -built plan and letter signed by a professional engineer, certifying that the work has been done in
accordance with the approved plan; 11.
No synthetic fertilizer, herbicides, pesticides or fungicides can be used; only organic products may
be used; 13. The silt sock by the drainage area is to be re- established.
Mr. Rieth seconded the motion. Motion passed 6 -0 -0.

8. Old Business:
Potential vernal Pool Monitoring Evaluation for Willow Street, Form A, Lot 23, DEP SE 211 -0933.
At the request of Bay Colony Group, Lauren Hastings, Senior Wetland Scientist at PARE Corporation, conducted a
series of monitoring investigations of a Potential Vernal Pool (PVP) located at the northwest corner of Lot 23,
recently approved under an Order of Conditions issued in March 2015, at 54 Willow Street (Willowdale Golf
5
Course), for the presence of obligate vernal pool species. Only a small portion of the PVP is located on this
property; the majority of the area is located off site. The boundary of the PVP was delineated in an ORAD (DEP SE
211 -0920) issued to the property in April 2014 but the vernal pool was not reviewed at that time because the
spring season has passed. The bi- weekly visits were completed between March 17 and May 7, 2015 and Ms.
Hastings submitted a report documenting her findings. Based on her investigations, it appears the pool is likely to
hold water for two continuous months during most of the year; however, she could not conclude it was a vernal
pool habitat because no indicators of vernal pool habitat were observed. She noted the pool does not have a
permanently flowing outlet so it appears to meet the physical criteria necessary for certification as a Vernal Pool.
Ms. Hastings said moving forward, the next step would be if the Conservation Commission accepts these findings
as credible evidence that this area is not functioning as vernal pool habitat, the Applicant would then move
forward and request to modify the Order of Conditions and the ORAD to remove any references or conditions
associated with vernal pool habitat.
Ms. Gonyer cited 2.6 of the By -Law: the applicant may demonstrate, through a wildlife study performed by a
qualified consultant approved by the Commission, that a potential Vernal Pool is not a functioning Vernal Pool or
may demonstrate that the site is not habitat for the associated state - listed species. If the Commission determines
that the potential Vernal Pool in question is not a Vernal Pool or that the activity is not within state - listed species
habitat, then the Commission may allow activity to occur within 100 -feet of said wetland area through an Order of
Conditions.
Ms. Gonyer said she visited the site with Ms. Hastings and observed the pool did hold water but since the pool
has physical attributes of a vernal pool and because of the severity of this past winter, she does not believe the
report is conclusive enough and would like to see one more vernal pool season so there could be more data. She
suggested a motion be made to table this decision until the end of spring 2016, requiring another Wildlife Study
to be done next spring and summer season and review again to see if there is more credible evidence that it is or
is not a vernal pool.
Ms. Gonyer said the Commission needs to develop a standardized protocol for the duration of observation to
determine the existence of a vernal pool.
Mr. Turnbull made the motion to continue the findings for the Potential Vernal Pool monitoring study at 54
Willow Street, Lot 23 DEP SE 211 -0933, performed by Pare Corporation, letter dated June 2, 2015, and to continue
the monitoring of the PVP for one more vernal pool breeding season, with a similar report to be filed next year.
Mr. Rieth seconded the motion. Motion passed 6 -0 -0
9. Request for Determination of Applicability: Jennifer Corrigan, 860 Maple Street, May 39, Parcel 434.
Michael Trowbridge, Hutchins- Trowbridge Associates, Inc., representing Jennifer Corrigan, explained this driveway
and trench were approved as part of the original house construction in 2006 under a Notice of Intent. At that
time only a small portion of the gravel driveway around the garage was paved by the previous owner and a
Certificate of Compliance was issued in 2011. The new owner has filed the Request for Determination of
Applicability to pave the existing gravel driveway. Siltation controls have been installed as well as a stone trench
along the wetland side of the driveway for recharge. Mr. Trowbridge said the amount of work is minimal; the
existing gravel driveway will be scraped, leveled and paved.
0
Ms. Gonyer noted the driveway and stone trench were permitted under an Order of Conditions (DEP SE 211 -0794)
but was not done. She said the edge of the driveway is located approximately 33 feet from the wetland at the
closest point and the driveway footprint will not be expanded. She had no issues with the project but would like
to see an additional 50 feet of silt fence installed where the driveway is closes to the 25 -foot No Touch Zone. She
recommended the issuance of a Negative Determination for reason 113.
Mr. Turnbull made the motion to issue a Negative Determination for reason ff3, work will not alter the Resource
Area, therefore the filing of a Notice of Intent is not required, to Jennifer Corrigan, 860 Maple Street, Map 39,
Parcel 434, with the following Special Conditions: the Agent is to inspect the erosion control prior to the start of
work; an additional section of silt fence is to be installed along the wetland side of the driveway extending from
the existing pavement approximately 60 feet towards the roadway where work is within the 50 -foot No Touch
Zone; Agent is to be notified when the project is complete. Mr. Hobaica seconded the motion. Motion passed 6-
0-0.
Hearing ended at 8:15 pm.
10. Old Business:
Amended Order of Conditions: Jeff Watterson, 190 Mill Street, Map 43, Parcel 83. DEP SE 211 -0879.
The original Notice of Intent was filed for the construction of a 30'x70' garage, new driveway (on the northern
side of the property), retaining walls, finish grading and landscaping within the 100 -foot buffer zone of Bordering
Vegetated Wetlands (BVW) and restoration of altered Bordering Vegetated Wetlands, and received an Order of
Conditions in June 2005 (DEP SE 211 -726). A Certificate of Compliance was issued in 2008. In October 2011, an
After - the -Fact Notice of Intent was filed after an Enforcement Order was issued to this property for violations of
the Wetland Protection Act and the Mansfield By -Law for work done within 100 feet of BVW. An Order was issued
in February 2012 to bring the property into compliance.
Ms. Gonyer recommended the Amended Order of Conditions be issued. She said the fill located behind the
garage on town land will not be removed because the area has stabilized and the area will to be planted with
native shrubs (plants are to be approved by the agent). She said in the original Order of Conditions the driveway
located on the south side of the property was to be abandoned and the north side driveway used; Condition #11
will be changed, moving the driveway back to the south side of the property where there is less of a slope as long
as there is a planted earthen berm created adjacent to the wetland to prevent runoff from flowing over the
retaining wall into the wetland. The northern driveway entrance is to be blocked off and abandoned and all
disturbed areas loamed and seeded. Mr. Watterson was given permission to access the northern overhanging
door to the garage by the gravel driveway. An infiltration trench, to be tied into the existing garage roof runoff
drywell, and an earthen berm are to be installed along the northern edge of the elevated retaining wall; the
earthen berm is to be planted, plantings to be approved the Agent. All areas outside the permitted 18' gravel
driveway are to be loamed and seeded. The slope along the northern -side driveway will be terraced with two 3'
retaining walls to lessen the slope and the area stabilized to slow the sheet flow of runoff from Mill Street; the
terrace design should be included in a new site plan. Ms. Gonyer said the Applicant shall complete full
compliance with the hardscape by August 1, 2015; stabilization and seeding will take longer. The new plan should
be included in this Amended Order. She said edging for the demarcation of the gravel driveway will be
determined in the field.
7
Mr. Michael Morris of Norwood Engineering discussed the new plan showing the current conditions.
Mr. Turnbull made the motion to issue an Amended Order of Conditions for Jeffrey Watterson, 190 Mill Street,
Map 43, Parcel 83, DEP SE 211 -0879, with the following Special Conditions: 1. Condition #7 is changed to leave
the fill located behind the garage and plant the area with native shrubs to be approved by the Agent; 2. Condition
411 is changed to read that the location of the driveway is to remain on the south side and any potential runoff is
diverted from flowing over the retaining wall into the wetland on the south side by installing a planted earthen
berm. Plantings are to be approved by the Agent; 3. The new northern driveway /entrance is to be blocked off and
abandoned; 4. A gravel driveway can access the northern overhanging door; 5. An infiltration trench and a planted
earthen berm are to be installed along the northern edge of the elevated retaining wall closest to the resource
area. The trench may be tied into the existing garage roof runoff drywell. Plantings are to be approved by the
Agent; 6. All areas outside of the permitted 18' gravel driveway are to be loamed and seeded; 7. Slope along the
northern -side driveway, to be abandoned, may be terraced and stabilized with loam and seed to slow the sheet
flow runoff from Mill Street. Terrace design shall be included on a new site plan; 8. The Applicant shall complete
full compliance with the hardscape with this Order by August 1, 2015. Stabilization and seeding activities may
take longer. Gravel driveway will be installed after seeding; 9. The new plan (Notice of Intent Site Plan of Land
4190 Mill Street, dated October 27, 2011 and revised June 3, 2015, prepared by Norwood Engineering) should be
included in this Amended Order; 10. Permanent demarcation of edging for driveway will be determined in the
field by Agent. Mr. Rieth seconded the motion. Motion passed 6 -0 -0
Hearing ended at 8:35 pm.
11. New Business:
Variance Application Review: Ms. Gonyer reviewed the details of a draft application for the newly established
variance procedure. This application is to be completely thorough. Ms. Gonyer reviewed the proposed variance
fees. She looked at other Town fees. Mr. Maxwell suggested that the fees be broken down similar to DEP's
transmittal form with the different categories. Ms. Gonyer said she would revise DEPs activity fee categories to
reflect relevant activities for potential variance request applications. She also indicated that the variance fees
would be in addition to the regular NO1 fees.
Ms. Gonyer presented revisions to the existing Conservation Department fees for all applications. She proposed to
adjusted the fees according to the amount of time it takes for the staff to review each type of application. Mr.
Healey brought up the fact that projects that are not in compliance can take up a lot of staff time. He asked if a
fee can be allocated to non - compliant projects. Ms. Gonyer stated that the best way to handle that is to issue an
enforcement order with a $50 fee.
Land Disturbance Permit (LDP) Ms. Gonyer explained that under the Stormwater Management By -law, Chapter
25, in the Town of Mansfield Generals By -laws, the Conservation Commission was the regulatory board to review
Land Disturbance permits (any work resulting in the disturbance of over 1 acre of land). The permit requires the
applicant to submit a Stormwater report that follows the same standards as the Wetland Protection Act
Stormwater Management Standards. The Town Engineer usually reviews the reports. At this time, the
Commission has not established a fee for a Land disturbance permit application. Ms. Gonyer presented a
proposed Land Disturbance Permit Fee Schedule. She proposed that the Land Disturbance Permit application cost
$100 for single - family addition or new house project and $250 for commercial or industrial project
0
Mr. Turnbull made the motion to accept the revised Land Disturbance Permit Application Fee schedule
established by the Mansfield Conservation Commission under Mansfield Stormwater Management and Land
Disturbances Bylaw, Chapter 25, part B, section 7 (b). Mr. Hobaica seconded the motion. Motion passed 6 -0 -0.
The fees are as follows:
Single- family house or addition is a fee of $100
Commercial /Industrial /Residential subdivision project is a fee of $250.00.
12. Old Business:
YMCA Community Garden: The Commission signed an additional license extension agreement for the town's
