Present: Chairman Brad Wills, Lou Amoruso, Dave McCarter, Dan D.o~ S ^. P/1 I: S2
John D' Agostino, Town Manager MASSA C ~ 'ELO
Jack Beliveau, Director of Light Department HUSerTS
Kimberly Stoyle, Financial Director.
1. The meeting was called to order at 7:30 p.m. followed by the Pledge of Allegiance.
(This meeting was posted originally, but then cancelled due to the weather. Because it
was not re-posted it would not be possible to vote on any items.)
2. Questions and Comments
Metricom Request - The Director advised they had received a granite location package
request from Metricom, which is typically received for pole location requests. They have
been advised until a right of way policy has been established the request will not be
considered unless the Commission has objections. The Director has been working with
Attorney August on a policy, but it is a complicated issue.

3. Light Department Director's Report
Financial Report
Reviewed was the December preliminary statement of income and surplus and summary.
The Financial Director is already starting to make year-end adjustments. Seabrook is
now back on line, which will provide some relief. Also reviewed was the balance sheet.
The Financial Director advised they have been unhappy with their present billing system
and feel they have found one that will do everything they want. It is close to the cost they
are presently paying for the current billing system. The new company has great
credentials and expertise in their field. They also have a training facility so employees
can be trained on this system. There will be a complete demo tomorrow at the Financial
Director's office. There were a total of six outages as a result of trees coming down.
GIS
On hold as they are waiting for the fly-over for pole distribution plus information for
every other department in town which will probably be scheduled this spring. A general
discussion followed regarding funding and grants for the project and town meeting. GIS
will be an agenda item for the next meeting.
PPCA
The PPCA has been increased to reflect our purchased power. Millstone is down now. It
is projected to be down for six weeks.
r
SEABROOK
The Director advised that one of the problems with Mansfield that goes back to the 70's
is that we have too much Seabrook and not enough diversity. The loss of Seabrook has
devastating results on us. The Director is looking at ways to swap a piece of Seabrook
for another nuclear plant of equal value to get our exposure down so loss of Seabrook
will not disrupt us. 55% of the energy we receive is from Seabrook. The Director has
received a request to buy more of Seabrook and has 30 days. His suggestion is to not
react. The Director is talking with a consultant regarding distributor generation, which
uses diesel engines.

Projections for Next Year
The Director is hoping the PPCA will be stable.
200t Budget
Has been prepared and was distributed to the Commissioners for their review.
MMWEC
As a follow up to last meeting, MMWEC made the decision to terminate the GM position
immediately. The Director was not allowed to speak at the meeting, but put in writing
the affect this might have on the organization. They have incurred large legal costs. The
Director will continue to work to bring about positive change in the organization.
Relative to burying the wires for the streetlights on Main Street a demand letter has been
sent and if they don't respond in 30 days we were going to go with complaints to the
department of telecommunication. The Director noted he does have points of contact
now with that level. Originally a sum of money was appropriated and nothing was ever
done. The Director has a contract and a quote.
4. Old Business
The walk-through for the Light Department expansion will be held on February 1 ih at
r 9:06 a.m. on High Street.
Chairman Wills noted that on route 140 on the north side between West Street and 106
one of the big streetlights is out. He noted there are three lights out on route 106 by St.
Mary's Church. He asked that any residents noticing street lights out to call 261-7361.
5. New Business
Date of next meeting March 12,2001.
6. Adjournment
The meeting adjourned at 9:00 p.m.
Respectfully Submitted
