April 22, 2015
Present: George Dentine, Chair; Jess Aptowitz, Vice Chair; Doug Armino, Clerk; Frank
DelVecchio; Olivier Kozlowski; William Ross, Town Manager
Chairman Dentine called the meeting to order. The Chairman reminded everyone the meeting is
beine broadcast live and taped for future broadcast on Mansfield Cable.
Mr. Armino read the Notice of Public Hearing into the
Motion: To open the Public Hearing (Aptowitz/Kozlowski) PASSES 5:0
Howard Bailey is before the Board as a representative for the developer working on Lincoln Place.
He is here to answer any questions the Board may have. Also present is Shaun Burke, Planning
Director.
Mr. Kozlowski was concerned about the punch list item within the file from Mike Ahern, DPW
Special Projects Manager /Subdivision hrspector and Rick Alves, Town Engineer, regarding
"stamp walkway at bike path" and "submit stamped letter from engineer verifying bike path
crossing has been constructed per plan" and questioned what that is to look/act like. Mr. Burke
explained what is out there now is pretty much what it is going to be there other than the stamped
asphalt and painting of it. He noted the elevations that are there are the finished elevations (which
was a difficult process due to the varying angles). Mr. Burke noted while it was envisioned to have
a wider speed table, as it worked out, to have everything pitch the right way and with the correct
degrees, it ended up being 10' wide (width of the bike path) but is built to code. Mr. Kozlowski
reminded that the reason he originally insisted on this was for safety reasons with regards to speed
and wanting vehicles to have to slow down significantly in order to get over the speed table at the
bike path crossing (referencing use of this on streets in Cambridge). Mr. Burke believed that once
it is stamped and colored it will draw even more attention and will slow down traffic as designed.
Mr. DelVecchio asked if the stamping will occur prior to Town Meeting to which Mr. Burke felt it
would. Mr. Burke explained in order to have all the correct angles the stamping process is taking
place after the asphalt has hardened so the developer will infrared it. He ftuther noted that the
process cannot move forward until the conditions are prime: ground temperature is 50 degrees and
the air temperature is 50 degrees and rising. Mr. Burke stated that if the stamping process is not
complete prior to Town Meeting an arrangement has been made to hold back an additional
$25,000 to guarantee stamping is completed. Mr. DelVecchio felt this to be a significant
component to make the area safer and asked if there was any liability to the Town if this was not
completed prior to Town Meeting. Mr. Burke felt the $25,000 would more than cover that but the
Town could hold back more as there is also $75,389.66 of the developer's surety. Mr.
DelVecchio's point is that the roadway should be completed prior to Town Meeting to avoid any
Board Of selectmen's Meeting April 22, 2015

chance for potential liability. Mr. Kozlowski noted there are immunity issues under the road
statute that has caps on liabilities. Mr. Burke believed the Planning Board has made every effort
with regards to this development and noted that that part of Branch Street had never been
discontinued so there was a right to develop the land. He explained the only way to have stopped
the developing in that area was for the Town to acquire the land then discontinue the way.
Mr. Annino is not a fan of accepting anything that is not yet complete and dislikes bringing this to
Town Meeting with outstanding items. Mr. Burke noted that no one is forcing the Board to accept
this but reminded that the road is structurally sound and the stamped asphalt is more of a warning
than a structural component of the road. Mr. Burke noted it only becomes a structural component
if it is not properly done which is why, due to the extended winter, they have to wait to stamp. Mr.
Burke reminded that the acceptance is for the betterment of the residents (maintenance, garbage).
Mr. Annino felt there to be sensitivity with regards to the development due to the bike path and lie
does not want the Town to be left with something it would have to fix later. Mr. Amino asked if
all punch list items were to be completed prior to Town Meeting. Mr. Burke felt that other than
stamping the items were clean -up in nature and could be accomplished in a week.
Mr. Burke recommended acceptance of the road. Mr. Ross noted if the work was not completed
prior to Town Meeting he could recommend not to accept.
Mr. Aptowitz reminded he has been against the egress from the beginning and shared Mr.
Kozlowski's concerns. Mr. Aptowitz is not comfortable signing his name until all punch items
have been completed. Mr. Aptowitz felt that the more money withheld would ensure the developer
to act in a timely manner. Mr. Annino felt this to be a Planning Board issue.
Mr. Ross would like to clarify that since this is a Public Hearing do the Selectmen have to act this
evening or any time prior to Town Meeting. Mr. Burke explained the Board's action can be
postponed and that the Public Hearing can be closed.
Chairman Dentin asked Mr. Bailey if he was present when the entrance was constructed to which
he noted at various stages. The Chairman asked for Mr. Bailey's opinion on stamping and using
infrared to which Mr. Bailey's biggest concern with infraredding is temperature and how quickly it
cools down. Mr. Bailey stated there is no concern on the developer's part with regards to holding
the full amount as they want to complete the project and do it right but obviously once the work is
complete would like to have the full finds returned. The Chairman noted that when stamping
asphalt there is cause for concern as things can happen. Mr. Bailey noted stamping allows for
release points, which runs the risk of cracks that leads to deterioration (break away). Chairman
Dentin is only asking as an example for the Board to consider and it is not the amount of money
involved but the time to do the process correctly.
Chairman Dentino asked if the Draft Plan before them follows all the requests made by tine Board.
Mr. Burke noted the plan reflects all items the Board added to the Planning Board's plan (bollards,
special lighting, and cautionary signage).
Chairman Dentin went through the punch list provided by Mr. Ahern and Mr. Alves:
• Gas Pipe Service Exposure: asked if it were live to which Mr. Burke noted no and
explained it is a piece of pipe that was in back edge of curb and front end of sidewalk
(scrap that was not connected)
Board Of Selectmen's Meeting April 22, 2015
Page 2 of I I
• Update and Resubmit Gate Valves/Water Gate, Water Services at Various Locations
(missing items at Branch Street and Lincoln): Chairman Dentino asked what is missing to
which Mr. Burke noted these are the items that have been paved over.
• Verify MMED Paid for Street Lights: Mr. Burke noted these are up to date but for the
record request that a witness signs off.
• Verify Missing Bounds: Mr. Burke stated the Town likes to get two up front and one in
back (property bounds) and are not missing but is only up a few inches which is sometimes
buried due to landscaping. A surveyor would come in and mark.
• Electric Department Punch List /Water Department Punch List: Chairman Dentine, noted
that the Board has not seen either of these lists. Mr. Burke noted they are minimal but will
distribute the lists to the Board.
• Remulch Island/Fill to Top of Curbing: Chairman Dentin is not a fan of mulch as it has
insects and will need spray and asked what can be done. Mr. Aptowitz reminded this is an
ongoing issue around Town and felt this is a Planning Board requirement. Mr. Ross asked
if there were a FIomeowner Association to which Mr. Burke stated no.
• Verify Proper Installation of All Caps and Covers on Inspection Ports /Detention Area:
Mr. Burke was there and noted one inspection is needed.
• Planning Board Approval: Mr. Burke noted there will be a formal Planning Board vote
prior to the Board of Selectmen's meeting on May 13'11. Chairman Dentino felt a memo
would suffice as to the Planning Board's vote.
Mr. Burke stated the plan is a contract between the developer and the Town.
Scott Feeley, 49 Fruit Street, appreciated the diligence that the Board is acting with tonight and the
questions asked. He thanked them for looking out for the tax payers' money.
Mr. Ross suggested the Board continue the Public Hearing, where once the items have been
completed it would allow for additional comments, and take no action on the acceptance itself.
Motion: To continue the Public
PASSES 5:0
Mr. Ross suggested that the Financial Articles should wait until there has been a recommendation
from the Finance Committee and reminded the Board that Scott Feeley, Chair of CIP, will be back
next week to present the Capital Plan and recommendations. It was decided to begin at Article 20.
Rich Hucksam, Town Counsel, is present to assist with any questions.
Article 20: Adopt a Section of State Lmv That Allows the Town to Establish Future Payment of
Accrued Liability for Compensated Absences Reserve Fund
Mr. Ross explained the Town could set aside money each year (to pay for vacation if someone
retires /leaves or sick leave) in contracts rather than appropriate a large amount for an individual.
He noted this process would not give a big spike in the personnel budget and is similar to accrual
accounting. Mr. Ross asked the Board to keep in mind for the future that the amount will be
reduced because with one exception all of the contracts now have language that eliminates the sick
leave buyback for retirement for new employees. This is a recommendation from Finance
Director, Jolui Stanbrook.
Mr. Aptowitz asked if there was something in the language of the contract that when these folks
retire they are paid at current rate. Mr. Aptowitz felt if the Town were sophisticated enough it
Board Of Selectmen's Meeting April 22, 2015
Page 3 of I I
could make an accrual each year to which Mr. Ross noted this would allow the Town to do that and
track the amounts. Mr. Ross clarified for Mr. Aptowitz that the contracts reference hours.
Mr. Kozlowski asked if the Town were able to track without adopting this Article. Mr. Ross stated
the Town does and explained this Article allows the Town to physically set the money aside. Mr.
Ross noted this is one of the methods that Massachusetts has used to overcome the shortcomings of
cash accounting. Mr. Aptowitz stated the Town must, for financial statement purposes, calculate
this every year (referenced as a footnote in the Audit as Compensated Absences) but the money is
not set aside. Mr. Ross noted the number reported in the last Audit was $1,027,840 (liability for
Compensated Absences). Mr. DelVecchio generally does not like this idea of having "vacation
clubs" set aside as lie sees it for OPEB (large liability) and would father see the money go into
those things and that the Town handle this as a pay as you go basis. Mr. Aptowitz stated this is the
same theory.
Chairman Dentino felt this Article is for discussion only and for the Board to wait until the Finance
Committee weighs in.
Article 21: Codification Reorganization
Motion: To support Article 21 (Aptowitz/Annino) PASSES 5:0
Article 22: Local License Permit Renocction procedure
Mr. Ross noted the Town has a By -Law in place but cannot find where the State law has been
accepted. To summarize Mr. Aptowitz stated this is just to reaffirm what was already voted on.
Motion: To support Article 22 (DelVecchio /Aptowitz) PASSES 5:0
Article 23: Include Special Types of Charges /Fees (Lien Delinquent Charges)
Mr. Kozlowski asked what "but not limited to" included. Mr. Aptowitz explained the language
was included in case some other charge came up but that it currently covers water, sewer and
electric. Mr. Kozlowski questioned if a parking ticket would be included and referenced Chapter
40 Section 58.
Motion: To support Article 23 (Annino /Aptowitz) PASSES 4:1 Kozlowski NAY
After the vote, Mr. Kozlowski noted that Chapter 40 Section 58 says any local charge /fee that has
not been paid by the due date can become a lien on property tax.
Article 24: Southeastern Technical E &D Stabilization Fund
Motion: To support Article 24 (DelVecchio /Amrino)
Discussion:
Mr. Ross noted Southeastern tried to have this on last year's Warrant but was too late. Mr. Ross
noted this works to the Town's detriment because if they do have E &D (Free Cash) above 5% they
are required to rebate that to the member Towns. This Article will allow Southeastern to keep all
of that, place it in a Stabilization Fund and spend at its own discretion. Mr. Aptowitz asked what
happens if the Board was to vote no. Mr. Ross explained it depended on other member
communities and how they voted. Mr. DelVecchio asked for the mechanism to which Mr. Ross
stated if the majority of member communities vote for the Article it passes. Mr. DelVecchio stated
with a 5% E &D, which is equivalent to 5% Free Cash, is a good figure and that the rating agencies
are used to regional school districts having this limitation and work that into their ratings just fine.
Mr. DelVecchio is inclined to vote no.

Article 25: Fruit Street Easement (Airport Cornnrission)
This Article authorizes the Airport Comrission to meet the Army Corps' conditions and
requirements.
Motion: To support Article 25 (DelVeechio /Armin)
Discussion:
Mr. Kozlowski asked what additional authorization, if any, does the Airport need to follow
through on this. Mr. Ross felt that if Town Meeting accepts the Article then the Airport
Commission, with BOS approval, would have the authority to continue to get the perpetual
easement. Mr. Aptowitz asked where this land is to which Mr. Ross noted the north side of Fruit
Street /west side of the trail. Mr. Ross further explained that the Airport Commission is looking to
expand and lease additional property and the Corp of Engineers are involved as there is some area
that they have jurisdiction of. In order to move forward they are dedicating a perpetual easement
on the other property (clear zone).
Mr. Aptowitz would like to table this in order to be able to view the map.
Motion: To withdraw the motion and postpone (DelVeechio /Amrino)
Article 26 Sell, Transfer or Com,ey Perpetual Easement (Airport)
Motion: To postpone Article 26 (Armino /Aptowitz) PASSES 5:0
Article 27: Adopt Betterment Deferral Procedure (Chapter 80, Section 13B)
Mr. Ross explained this is another Article where the Town has be doing these deferrals and
appears never have accepted the section.
Motion: To support Article 27 (Aptowitz/DelVecchio)
Discussion:
Mr. DelVeechio asked if this was a mechanism for taxpayers with financial difficulties to be able
to work out a payment plan. Mr. Ross noted to also defer payment until property is sold or put
through an estate and that most of this is done for seniors.
Motion: To support Article 27 (Aptowitz/DelVeechio) PASSES 5:0
Article 28: Dog Leash (Prohibits Unleashed Dogs in Public Parks and Athletic Facilities
Motion: To support Article 28 (Amiino /Aptowitz)
Discussion:
Mr. Kozlowski has heard from a few residents with regards to interest in a dog park and felt an
exception would be required if this Article were to pass. Mr. Ross agreed. Mr. Annino reminded
there is a Town By -Law as well (leash law). Mr. Ross summarized the purpose of this is to require
people to leash dogs on occasion where people gather or recreational activities.
Motion: To support Article 28 (Annino /Aptowitz) PASSES 5:0
Article 29: Adopt Tar Increment Financing for 47 Maple Sheet (Future Foam)
Mr. Ross noted the TIF agreement for this property will be on next week's agenda.
Article 30: AUL Hathmray Patterson
Mr. Ross stated his office just received the Draft AUL, which Dan Deutsche is reviewing. To his
knowledge, Mr. Ross felt it to be acceptable. He suggested holding off on a vote. Mr. Kozlowski
asked with regards to procedure, what happens if the Town refuses to accept an ALL. Mr. Ross
noted there would be a large problem with DEP and EPA, as the Town, through EPA, receives
Board Of Selectmen's Meeting April 22, 2015
Page 5 of 1 I
quite a bit of super fund money to clean the site where one of the conditions was to enter into an
appropriate AUL.
Article 31: Approve Ternrs lf'astewater Collection and Treatment Between Town and Town of
Easton
Mr. Ross noted this presents an interesting question. He explained the State law was amended a
few years ago to allow the Board of Selectmen to enter into this type of contract directly without
Town Meeting approval, which he was not aware of when the Warrant was prepared. He asked as
a policy issue does the Board want Town Meeting to opine or does the Board feel comfortable
reviewing the agreement when it is finalized and enter into it directly. Mr. DelVecchio felt if it is
the Board's responsibility legally that it should review the agreement. Mr. Amrino did not feel
Town Meeting is warranted. Mr. Aptowitz the theory behind the Wastewater District is for
expansion and asked why the Town would sell its capacity. Mr. Ross noted this came to pass as
Easton approached the MFN committee (at the time) where they would like to buy capacity in the
expansion which was then factored into the amount (originally proposed to come from Foxboro
but there were political differences at that time where agreement was for Foxboro to transfer to
Mansfield and Easton would then take it from there). Mr. Ross further noted this allows for
additional resources to pay for the expansion (keeping costs down). Mr. Aptowitz stated it seems
like Mansfield is a good neighbor but its not reciprocated and does not want to cut the Town short
on capacity. Mr. Ross reiterated that Easton was factored in to the expansion as part of the Town's
need and is over and above what the Town needs. Mr. DelVecchio asked if there were numbers
behind this and how those numbers benefit the Town. Mr. Ross noted the purpose of his question
this evening was to see if the Board would like for him to withdraw the Article on the floor where
the final agreement will then be brought forward for the Board's review.
Motion: To withdraw Article 31 (Aptowitz/Annino) PASSES 5:0
Article 32: Permanent Easements — Maple and IVinter Streets To Reconfigure Intersection for
Safety Purposes
Mr. Ross reported the owner's representative (for Maple Street property) approached the Town
and stated if the Town plowed snow on a private street he recently built lie would donate the Maple
Street property. Mr. Ross stated the Town cannot legally do that. The owner, once informed, is
now asking for payment. Mr. Annino asked for a figure to which Mr. Ross noted the Town has
taken the assessed value. Mr. Amrino hates the idea of paying for a useless piece of land. Mr.
Aptowitz noted if the Town takes the land by eminent domain it is required to pay fair market
value which Mr. Ross noted the Town would need to have an appraisal and make offers based off
of that. Mr. Aptowitz felt it will cost more money than it is worth. Mr. Ross feels the Article
should be supported. Mr. Aptowitz asked if the other owners have been consulted to which Mr.
Ross stated yes and initially were considering donating but that if the Town is going to pay for one
it will need to pay for both. Mr. Aptowitz asked for a dollar amount to which Mr. Ross felt that
$3,000 - $4,000 to be reasonable based upon the per square foot value. Mr. DelVecchio thought it
would be nice for the owners to donate or provide access but reminded it is their land. Chairman
Dentino is not a fan of eminent domain and asked where the money would come from to which Mr.
Ross noted Chapter 90. Mr. Ross stated the Article only authorizes the Board to move ahead.
Motion: To support Article 32 (Kozlowski/DelVecchio) PASSES 4:1 Amrino NAY
Article 33: Safe Routes To School Temporary Easements
Mr. Ross noted Town Counsel has negotiated donation of all of these easements (eight in total) and
the Article allows the Board to accept the donation and move forward with the documents.

Article 34: Vote To Amend Chapter 15 YVetland Protection By -Lau,
Mr. Aptowitz noted this is what Katelyn Merrill, Conservation Representative, has been working
on which is to add a variance procedure into the By -Law. Mr. Hucksam has worked closely with
Ms. Merrill on this and explained it is the addition of a variance procedure and is intended to be
only in very rare and unusual circumstances. Mr. Hucksarn noted this only strengthens the current
By -Law and is a significant factor in terms of appeals as it requires an applicant to seek granting of
a variance. Mr. Kozlowski thanked Mr. Hucksam for his work regarding earlier issues as well.
Motion: To support Article 34 (Aptowitz/Kozlowski)
Discussion:
Mr. DelVecchio stated this is being represented as a similar provision that many other towns have
adopted and asked if this was the same to which Mr. Hucksam agreed. Mr. DelVecchio asked Mr.
Hucksam to define "very rare circumstances" to which he explained rare circumstances could
come and but noted it really strengthens the By -Law because the legal concept of "exhaustion of
administrative remedies" where if someone were to bring an appeal forward as a regulatory taking,
if the variance was not applied for the appeal is thrown out. He summarized that it strengthens the
enforceability of the By -Law. Mr. DelVecchio asked for examples to which Mr. Aptowitz noted
in speaking with Ms. Merrill she would be more than happy to provide those examples. Mr.
Hucksam noted that Mr. DelVecchio should focus on the criteria, which is Section 8.2.

Motion: To approve the Consent Agenda as presented (DelVecchio /Aptowitz)
Discussion.
Mr. Kozlowski would like to consider having the renewal of the Foundry, LLC Commercial
Parking Facility license removed from the Consent Agenda. Chairman Dentino felt that a
discussion with regards to the license be postponed due to a death in the applicant's family. Mr.
Aptowitz stated that if the Board is in support of the license it should just be voted on. Mr.
Aptowitz also reminded as a point of order that a motion will need to be made in order to remove
the license for discussion. It is Mr. Aptowitz's understanding, since the license is on the Consent
Agenda, that Mr. Ross is in support of approval to which all agreed. Mr. Kozlowski reminded a
request has been made by the applicant to eliminate the Police Detail fees. Mr. Aptowitz stated the
applicant is questioning the charge.
At this point Mr. Aptowitz received a call from Mr. Clenmmey via cell phone and asked Chairman
Dentino if he could answer to which the Chairman felt it to be fair. Mr. Ross suggested a five
minute recess.
Mr. Ross read the language that was placed on the Commercial Parking Facility license per Town
Counsel "Licensee shall provide all Town of Mansfield Police Details necessary in the opinion of
the Police Chief to assure the safety of the users of the licensed parking lot and the general public.
Licensee's share of Police Detail fees is to be paid in full." Mr. Kozlowski also noted that the
percentage paid is no longer proportionate to the number of spaces.
At this portion of the meeting, the applicant Bill Clemmey arrived (9:18pm). Chairman Dentino
asked that Mr. Ross read the language again for Mr. Clemmey.
Mr. Clemmey explained the issue they have is with the discussion between the Town and their
attorneys where an agreement was made to pay 8% of the budgeted flat number for Police Details.
Mr. Clenuney reminded the Board that originally he was paying 16% of that number for the past
six years but reiterated it was a flat rate. Mr. Clenuney went on to explain that after the agreement
was made he received a letter from Mr. Ross explaining that the 8% would be based on actual
detail cost and not the budgeted number. Mr. Clemmey also noted that the change was reflected in
this year's license renewal application. Mr. Clemmey came before the Board last week to state it is
their belief that this is not fair and is here this evening to ask the Board to eliminate the fee. Mr.
Clemmey reminded the Board his argument is based on:
• number of tickets generated by the Town
• cars parked on Allen Street
• MBTA is not paying
• this is the only area in corridor (Providence to Boston) in the Commonwealth requiring a
private business to pay a detail fee at a Train Station
• BETA Study shows Foundry and Ditchman contribution to traffic is less than 2%
no benefit of the detail officer other than six trains during peak hour
Mr. Clemmey asked the Board to approve renewal of the license and to remove the fee. He further
stated if the Board cannot do that, at a minimum it should honor the agreement made. He felt to put
the burden on certain companies is not fair.
The Board discussed what is to be considered with regards to the license. Mr. Clenuney pointed
out that with the letter submitted with the application there was a request to consider removal of
Board Of Selectmen's Meeting April 22, 2015
Page 8 of I I
the detail fee. Mr. Aptowitz sununarized the Board would need to support or not support renewal
of the license and if the Board was in support the license would then need to be amended as to the
charge.
Mr. Kozlowski asked how Police Details were handled at the Xfinity Center as lie felt it to be a
similar situation. Mr. Ross explained that Xfinity is billed for all of the police details on the site
including the traffic details. He further noted the Rumford lot which is also under the
ownership /control of Mr. Clemmey is billed for one officer for a specific period of time. Mr.
Clemmey noted it is one to two officers who are billed at the standard detail rate. Mr. Kozlowski is
looking for analogies and referenced movie theatres. Mr. Ross felt a better example to be
Mansfield Crossing during the holiday season. Mr. Ross noted the difference with regards to the
Train Station process is it has been handled out of his office where a decision has been made to
shift it over to the Police Station where all other details are processed. Mr. Ross also noted that he
camrot say where the original numbers for charging came from as lie was not here at that time but
noted the numbers did not change even though the cost of a detail officer did. Mr. Clemmey again
stated it was the budgeted number.
Mr. Kozlowski stated one of the options presented by Mr. Clemmey was to eliminate the fee and
questioned if the Board were to do that wouldn't it have to do the same for Mansfield Crossing and
the Xfinity Center and the Town absorb that cost. Mr. Clemmey noted there are three criteria in
order to charge for a detail and referenced the file Mr. Ross has regarding that and that his lot is not
receiving a benefit.
Chairman Dentino noted there was a study done with regards to an officer at the Train Station
where it was found that an officer was not warranted but that an officer already on shift could
handle the detail. This practice went on for approximately two years until the former Police Chief
decided an official detail was required as he could not provide for staffing of the detail with a
working officer. Mr. DelVecchio felt, as a layman, he appreciates having the detail.
Mr. Aptowitz suggested scheduling a further discussion regarding this matter on next week's
agenda to which Chairman Dentino agreed.
Mr. Kozlowski stated it bears mentioning that the negotiated 8% figure is not an actual percentage
of the number of cars in the lot and is a reduction. Chairman Dentino noted the 8% figure was
negotiated between the Town and the Clemmey's counsel. Mr. Kozlowski wanted to clarify that
prior to the negotiations the detail cost calculation was based on the number of cars each lot
represented which is now no longer in place.

• Letter from Columbia Gas regarding its filing with the Massachusetts Department of
Public Utilities for request for a base -rate change
Chairman Dentino noted this would be about a 7.5% increase to customers. Mr. noted this
is in line with what the Electric companies have done.
Mr. Ross distributed to the Board the Roadwork Schedule for the season, which includes
chipsealing and reconstruction projects (grinding and overlay). Mr. Ross reported that all of the
adjacent property owners have been notified. Mr. Aptowitz noticed that the main roads (West and
Maple) are to be paved while the sub - divisions (neighborhoods) will be chipsealed. Mr. Ross
answered that is a fair comment. Mr. Ross stated these projects will begin as soon as weather
permits. Mr. Aptowitz asked that the schedule be placed on the Town's website.
Mr. Ross read the Spring Water System Flushing schedule into the record. This was in the form of
a memo from Kurt Gaffney, Water Operations Manager which stated the process is expected to
last a few weeks and will begin tomorrow, April 23rd (7:00am — 3:00pm on weekdays and 12:00am
— 7:00am). The schedule will be posted via social media as well as on the Town's website. He
noted this is an amoral procedure to ensure all the mains are clean and that hydrants are working.
Mr. Ross reminded that the second Property Tax payment is due May lst. He again mentioned this
is the part of a new process where only one bill was sent with two slips. If there are any questions
he asked that residents contact the Treasurer Department.
Mr. Aptowitz asked if the flag pole has been scheduled for repair to which Mr. Ross reported it has

Mr. Aptowitz noted he had abstained from last week's Payroll Warrant due to questions he has
shared with Acting Town Manager Nick Riccio. Mr. Aptowitz would like Mr. Ross to follow up.

the Mission Statement. Mr. DelVecchio asked if he could distribute to the Board his notes, not for
