The board reviewed the latest consensus plan, dated January 8, 2015. The board will be meeting
with the Board of Selectmen and conducting Municipal Clearinghouse review on February 25.
Mr. McClanahan said the addition of four spaces on the corner of Crocker Street will cause
traffic flow problems during the height of both commutes. Mr. Burke said once North Main
Street becomes two -way, Mansfield Avenue will essentially become a parking lot with a
tremendous decrease in through traffic. He said when parking is built on North Main Street, a
new short cut will be created across Pratt Street that will be used to drop people off at the train
station; Mr. McClanahan disagreed.

Mansfield with multiple acres that are still developable and said he thought any changes should
focus on improving the road standards. Mr. Penney said he thinks the roads are always the
problem and asked how many six -lot residential compounds are in Mansfield. Mi•. Burke said
there are 13 or 14 with various numbers of lots, and agreed the roads can be a problem. Mr.
Penney suggested looking at changing the roadway construction specifications. Mr•.
McClanahan said the Board should protect the residents who will live in residential compound
developments and the roads should be built according to the town's standards. Mr•. Feck said the
town would have to inspect the roads and suggested providing for an outside inspection every
few years for things like the drainage systems.

headquartered in Iowa since 1958. The company operates 15 facilities in the US and one in
China to manufacture and distribute flexible polyurethane foam for furniture, bedding,
packaging, carpet underlay, medical, industrial and novelty. They plan to close on the property
next week and when fully operational, they plan to employee 50 people. Mr. B. French
explained some of the raw materials they use require tank farms and bulk containers on site; he
said most of the material comes in by rail.
Mr. Penney asked how many shifts the company would run; Mr. B. French said they plan to have
one 10 -11 hour shift. Mr. Penney asked about odors; Mr. B. French said there would be none.
Mr. Cleary asked about the environmental impacts; Mr. B. French said there would be no impact,
and they do would be under the threshold of their DEP permit.

side of the existing 167,835 + /- sf building, eight loading bays on the east side and the existing
parking/loading areas reconfigured and upgraded. The addition will house the machinery to
construct flexible polyurethane foam used in packaging. The parcel is 10.7 acres with an
isolated freshwater wetland off the south property line. The existing one -story building is
167,835 + /- sf warehouse /manufacturing built in the early 1970s with 134 parking spaces. The
site is served by municipal water, sewer, electric and natural gas., The lot has 1,481 feet of
frontage on Maple Street and Francis Avenue with two curb cuts. The building has six existing
loading docks on the west side and four loading docks and a drive -in door on the east side. The
site has a railroad siding on the east side.
The Zoning Board of Appeals has granted relief from the Floor Area Ratio and open space
requirements.
Mr•. Buckley explained the parking will be reconfigured from 134 to 82 spaces, the largest
anticipated shift. There are currently 65 employees. The landscaping at the fiont will remain;

operation. Mr. French said he does not anticipate running a second shift at this time; if it
becomes necessary, it would be limited, not full -scale and not running heavy presses. He said he
thinks the nighttime activity would only be trucks dropping off and picking up. Mr. Burke said
noise complaints about the previous business on this site were mostly because of the outdoor
speakers; which Future Foam does not plan to use.

William Buckley, Bay Colony Group, explained the changes to the plans since the last meeting,
including the removal of public access to the pond. The pond itself will be offered to the town,
and Mr. Buckley said he thinks the Conservation Commission will accept it. Therefore, the
layout in front of Lots 3 and 4 will end 150' from the lot line to provide Lot 3 with frontage. The
developer will build 65' of roadway in front of Lot 3 to the town's standards, and the remaining
85' will be built to subbase with six inches of loam and seed. If this were to happen, the waiver
from Section 5.5.1 would be changed to allow "vertical granite curbing only around the radii
with monolithic hot mix asphalt in all other locations." Additionally, a waiver from Section
7.3.1 would be needed to account for that portion of Lorraine Way to be built to subbase. ,
