Board of selectmen added an addendum to individually sign the policies. Motion: To approve the group of five financial policies that have been returned to the Finance Committee by the School Committee and Board of Selectmen. The financial policies will be signed by the Finance Committee Chairman (Wilk/Feely) Roll call vote: Christo aye, O'Brien aye, Wilk aye, Chemburkar aye, Feely aye, Chairman Schoonveld aye. (6 -0) Motion Approved, John Stanbrook will be updating more financial policies including Investment policy, OPED Investment olicy and Overlay Surplus policy. Steve Schoonveld thanks , everyone for all their hard work. Discussion on the creation of a communications team (Bill Ross Steve Schoonveld has comments on creation of communication committee. What is the intent of communications efforts, and why is this a financial issue and what are we looking to accomplish? The intent is to educate voters on matters to the Town and to develop a more efficient way of communicating and improve town meeting. Bill Ross feels we need to have people that are involved in town meeting already and who are familiar with the Town. Also Board and committee members, town moderator and Town senior staff. Liz Christo asks if communication committee would be focusing on the DPW facility. Bill Ross states the public safety building is for police and fire. The highway department will be at a separate location. It would be located west of the water department. There will be enough room there. The only downfall is there is not a salt storage shed there but may look into putting one there later down the road. Walter Wilk recommends putting together as a package with salt storage shed. Bill Ross says it could run 7 figures to build. Page I I Finance Committee Meeting December 11, 2014 Review and Approval of Minutes None at this time Member Comments and Updates Yogen Chemburkar is glad to see the financial policies signed off. Scott Feely feels we will meet some challenges over the next few years regarding capital for the schools. There could be some challenging times in the future. Bill Ross comments that the roofs need to be looked at as well as the parking around the school. Schools are doing a lot of HVAC work. Also boilers need to be replaced in one school. This study is good because we can prioritize what needs to be done first. Walter Wilk states that maintenance was in the budget before and asks what it was spent on it. Bill Ross states there is a contract administrator in the budget. Walter Wilk asks if Mike Ahern is overseeing these projects. Bill says yes. Bill Ross is worried about running him ragged and possibly hire someone to work under him to help him with the projects. Walter Wilk feels we can fast track items of priority. Bill Ross would rather it be done right. Walter Wilk disagrees with Bill Ross on this issue. They could get someone to do the evaluation and do the repairs in a more timely fashion. If we feel the roofs or roads are that urgent, it should be done as soon as ossible. Get the information together. Walter Wilk does not want to spend more money in emergency situations. Steve Schoonveld feels it is better to get the information. Liz Christo talks about how the demographics are changing in schools. Low income students have increased. How do we support these students? They are not paying for kindergarten and they are not paying for the bus, etc. Bill Ross states there is 40 hours through SERPA and they could help do a demographic study. Steve Schoonveld agrees a demographic study needs to be done. Yogen will help with putting together demographic study. Chocolate factory is proposing more two- bedroom apartments vs. one - bedroom apartment. They will need to revise the development agreement. Selectmen will be looking at new proposal. Walter Wilk will represent Finance Committee on small group with chocolate factory. )ther Items Not Known 48 Hours Prior to Meeting Page 12 Finance Committee Meeting December 11, 2014 Bill has appointed 6 members to IBC committee. This will begin after the first of the year. The Governor signed bill to add 9 additional liquor licenses. Two licenses have been turned in; one is ( /illowdale and the other is Chipotle. Bill Ross states the health group has made some changes to Blue Cross for retirees. We will see that the first of July. Bill Ross handed out of proposed school budget. Handout #1. Mike Trowbridge says this is a work in progress. Liz Christo suggests looking at the school website for explanation of expenses. The school is proposing to go to full day kindergarten without charging. Most of the children needing ftrll day kindergarten cannot afford to pay. Bill Ross had a meeting with Department Heads and reviewed the capital projects funded and articles analysis (handout 42). Bill Ross went through item by item for status and how much was appropriated and how much money is remaining. There are a number of items that are done or almost done. Gym floor is almost done. Wi -fr study is not going to be done at all. Walter Wilk agrees this is a good way of doing this mid year and looking at projects. Bill Ross states that most of the projects are not more than 2 years old. When you look at the telephone project, for instance, there may be about $50,000 left over. Better to be a little over in estimates of projects. ( ill Ross states the Board of Selectmen worked on their goals and objectives last night. Handout #3. This is what the board would like us to work on.
