Present: George Dentin, Chair; Jess Aptowitz, Vice Chair; Doug Annino, Clerk; Olivier
Kozlowski, Frank DelVecchio; Nick Riccio, Town Manager
Chairman Dentin called the meeting to order. The Chairman reminded everyone the meeting is
being broadcast live and taped for firture broadcast on Mansfield Cable.
Mr. Riccio noted that Town Clerk, Marianne Staples, has worked with Human Resource Director,
Patti Firing, to create a job description for the Assistant Town Clerk position, which will become
vacant due to retirement. Mr. Riccio reported that Human Resource will be utilizing this new
formatted template moving forward. The position will first be posted in- house.

• Letter From Lee Azinheira, Executive Director of the MFN Regional Wastewater District,
Regarding Vote of the MFN Regional Wastewater District To Substitute Outstanding
Indebtedness
Mr. Annino read the letter into the record. Mr. Kozlowski explained the Town has
outstanding debts for the Wastewater Treatment Plant that are simply being substituted by
the District as a whole and is backed by all nnember communities.

Mr. Riccio reported that Mr. Ross' office is in receipt of a letter from a land owner in West
Mansfield who has asked to take his land out of the Forestry Tax Classification. Mr. Riccio
explained that the Statute requires the land owner to offer the sale to the Town first. There is a 120
day Right of First Refusal. As it did not arrive in time to act for this week's meeting, Mr. Ross will
report on the item for next week.
Mr. DelVecchio informed the Board that he will not be in attendance next week due to a family
obligation.
Mr. Aptowitz reminded the Board that the Eagle Scout Ceremony for Kevin Moran's son is this
Sunday. Chairman Dentin will be in attendance.
Mr. Aptowitz attended the MMA Policy and Labor Personnel meeting in Boston today, as Ire is a
committee member. He reported the Chairman of the Public Safety Service Committee is Senator
Timilty.
Chairman Dentino mentioned the Joe Andruzzi Foundation raising $900,000 at its gala benefitting
funding for cancer patients. The Chairman expressed his gratitude to Joe and Jen Andruzzi.
Chairman Dentino saw a property tax comparison with surrounding communities in the paper
where Mansfield was not mentioned. The comparison included: average home value, tax rate per
$1,000, assessed value, average tax bill, rank in the State and percentage change since 2014. He
would like to see an in -house version of this comparison to see how Mansfield compares. Mr.
Riccio would pass this along to Mr. Ross.
Chairman Dentino noted that Dr. Ray Martin has free dental care for Kids for a Smile and Doctors
with a Heart Day. This is the 25t1i year Dr. Martin has participated.
