Powers, Planning Board Inspector Mr. Powers informed the Board that Planning Director LaCasse has spoken with Mr. Powers regarding minor revisions to the subdivision regulations. Mr. Powers reported on the status of the roads at the "Gloria Estates. ", "Maplewood I and II" and "Cedar Meadows" subdivisions. The developers for "Chambers Court" have been given a "punch list" and they will be responding quickly. "Green Acres" put the top on their road today. The puddles at "Westview" will be corrected, according to the developer. "Van Gemert" binder is on and the drainage is in. "Forest Park" has the binder coat on and most of il Planning Board's Workshop Minutes December 9, 1987 Page -3- the curbing is in off West Street. "Jason Lane" has the binder coat on the ini- tial part. "Hidden Estates sidewalk gravel was rejected last week and the un- satisfactory gravel was removed. The replacement gravel was approved and the sidewalks will be going in. Bob explained that inspections have been a problem due to the period of time that the Planning Board did not have inspections and had to rely on the developer's engineers to do the inspections. Timing for inspections has been a problem. Hopefully this will correct itself.shortly. A discussion was held regarding the quality of the gravel being used by some of the contractors. "Mansfield Manor" problems were reviewed, including the gravel not meeting specifications, which has caused their request for release of funds to be denied at this time. Bob feels that, with the cooperation of the developers, spot checks of these developments should be enough in the future, Bob told the Board that he been cooperating with the Department of Public Works. More rigid control should be made for any development requesting partial release of covenants to insure completion of the road and to avoid complaints from the residents of these subdivisions in the future. A discussion was held regarding the older subdivisions which are not completed. Bob suggested giving these developers a certain amount of time, such as six months, to complete the work. If they don't meet the time limit, they will be notified that they must now comply with current subdivision regulations. This would be carried out by some action of the Planning Board. Board members would like to know the legality of this suggestion. Bob explained that he is currently trying to update a bond schedule. Planners stated they thought this had been done in the past by Al Andrews. Bob will check into this. Addresses and telephone numbers of the contractors and developers have been up- dated in order to contact them when there is a problem. Bob addressed the Board at length regarding oil /water separators due to the ex- tensive experience he had with oil /water separators while working for the MDC. At this time, Bob explained to the Planning Board that he had been addressing a couple of municipal drainage problems at the_.request of the Acting Town Manager. Members stated they would like to have Bob return again during a Workshop to up- date the Board an subdivisions and thanked him for taking the time to speak to the Board. 3 Planning Board's Workshop Minutes December 9, 1987 Page -4- 5. Workshop As a point of order, Planner Genatossio suggested that due to the fact warrant articles must be in for the Toxin Meeting by February 1, 1988, the Planning Board should discuss any possible zoning changes at this Workshop and the next scheduled Workshop. The Agricultural 2one was discussed at length, including the possibility of classifying this zone as "Agricultural /Residential ", "Residential /Agricultural" (R /A), "Agricultural /Rural ",.or "Agricultural /Rural Residential ", retaining the 30,000 sq. ft. lots. The consensus of the Board was for "Agricultural /Rural Residential ". On page 15, delete Item 9 and add Item B.B. Piggery - Use only under Special Permit. Planner LaCasse stated he would like to change the requirements for downtown residential parking spaces from 1.5 to 2.0 spaces per unit. Further changes to the downtown zoning, in areas of density, were discussed at length. It was decided to discuss articles for Town Meeting that will not interfere with Master Plan changes. Buffers, where Industrial abuts Residential areas, were discussed. Paragraph 1, on page 26, Section IV.C., must be edited to include "except when the zone line is a major street ". Also discussed were buffers for parking in the downtown for residential.Off ( street parking for non - residential use in the downtown is exempt from parking requirements, but if they choose to do so, Section V.C. on Page 28 should be referred to. Pork Chop lots - Consensus after discussion was to research the City of At- tleboro and the Town of Harvard as to ways they use to avoid "Pork Chop" lots. Special permit for Water Protection - It was agreed upon by the Board that some of the requirements for special permit under Section V.M. do not apply for the Water Supply Protection District. However, the ones that do apply should pos- sibly be marked with an asterisk under the same section. Motion: To adjourn the Workshop at 10:30 P.M. (Madan - Flynn) All in favor. PASSES. Jewell Street Ext. does not exist. This road is to become part of the "Balcom Ridge II" subdivi- sion and will have to be thoroughly researched by the applicant before coming before the Planning Board in the definitive stage. Gift accounts were discussed, specifically relating to a "Sidewalk" Gift Ac- count. Planning Director LaCasse stated this would be perfectly legal. 7. Meeting adjourned at 10:50 P.M. CLERK l-- DATE 5
