PLANNING BOARD'S
WORKSHOP MINUTES
OCTOBER 7, 1987
Present: Chairman Quinn, Clerk Annino
Planners: Caponigro, Flynn, Genatossio, Madan, Sohn
Planning Director LaCasse
1. fleeting called to order at 7:00 P.M.
2. 7:00 P.M. - Joint Meetinq with Board of Selectmen and Finance Committee
Planning Board adjourned to the Board of Selectmen's meeting room.
Planning Director LaCasse asked for this joint meeting to discuss the pos-
sibility of hiring a part time inspector to do subdivision inspections for
the Planning Board. This request is the result of the Town's Construction
Inspector, A1.Andrews, working only on a part time basis due to the fact
that he has returned to school.
Planning Director LaCasse explained the new inspection procedures he has
instituted which would require the Town Construction Inspector to randomly
inspect all subdivisions.? The developers will have to submit partial "as-
built" plans and supply the Planning Department with copies of all bills
of lading for materials used. A request will be made at the next Town
Meeting for 826,000 to hire an inspector to be assigned to subdivisions
only. This inspector would work for the Planning Board's agent, the Plan-
ning Director. In the interim, an inspector is needed on a part time
basis at a cost of 86,000, to fill in during the hours when the Town's
Construction Inspector is not available. A retired engineer has expressed
an interest in assuming this position. However, he would prefer to work
as a consultant due to his status with a State retirement fund. Planning
Board Chairman Quinn stated he would like to see a revolving fund estab-
lished for the purpose of inspections.
Kevin Sullivan, Chairman for the Finance Committee, acted as spokesman for
this committee. Chairman Sullivan voiced opposition to creating a new
position feeling there would be a decline in development in the future,
thereby eliminating the need for a full time inspector. A suggestion was
made that a Special town Meeting might allow the Salary Account to be ter-
minated, transferring this amount into a Consultant Account. The Board of
Selectmen could call for this Special Town Meeting to reallocate unex-
pended funds. The Finance Committee decided to caucus at this time.
The Planning Board returned to their meeting at this time.
2. Great Woods
As the result of a negative recommendation by the Planning Board to the
Zoning Board of Appeals on the variance request of the Great Woods to use
crushed stone in place of paving the parking area, the following people
requested time on the agenda this evening to present their argument for
the crushed stone:

5. Workshop
Planning Director LaCasse discussed the abandonment of paper streets and
gave each member of the Planning Board a package containing copies of all
correspondence pertaining to this issue, which he - equested they review at
home, Planning Director LaCasse obtained comments from 'our different
sources regarding paper streets. Don Schmidt, EDCD; Alphonse Query, Spe-
cial Town Counsel, Joe Mannarino, former Town Planning Director and Bill
Turrell at SRPEDD. It appears that if a motion was made by Town Meeting
to accept a particular paper street, then it would be the responsibility
of Town Meeting to rescind this street. The Board discussed a request by
Mr. and Mrs. George Silvi of Court Street to rescind a portion of Willis
Street where it joins Court Street. A letter will be =_eni to the Silvi's
asking them to contact the Planning Department to request a time on the
Planning Board's agenda ano bring all pertinent in at that time.
The Board also discussed abandoning a portion of roadway -,n West
Mansfield,
Planning Director LaCasse discussed the seminar he !-ecently attended for
Supreme Court decisions which covered changing Zoning By- Laws. Planning
Director LaCasse gave handouts to the Board member=s. and reviewed this in-
formation with the Planning Board. (See attached.)
(Chairman Quinn left the meeting at 9:30 P.N. to join the Board of
Selectmen at their request.)

At this time, the Planning Board reviewed possible changes to the Subdivi-
sion Regulations.
EIS STATEMENTS
It was felt that asking an applicant to supply the Planning Board with
nine copies of an EIS (when the majority of the pages are just
calculations) was too extreme. Three complete copies of the EIS, which
would include the drainage calculations, should be adequate. The remain-
ing copies to include everything but drainage calculations.
(Chairman Quinn returned to the Planning Board meeting at this time.)
CUL-DE-SACS
Department of Public Works and the Fire Department will be asked what
dimensions the cul -de -sac radius should be to male turning easier for Town
and Fire trucks.
DRIVEWAY CURB CUTS AND GRADING
A suggestion was made to show driveway curb cuts on the plan. Foxboro
shows the curb cuts on plan. Attleboro places catch basins on lot lines.
Both alternatives will be looked into.
Gradings for driveways was discussed. Grading of lots should be reviewed
more closely due to the fact that this will directly affect road drainage
and flooding of neighboring lots. Planning Director LaCasse will check
into whether the Planning Board has the jurisdiction to address the grad-
ing of individual lots and, if not, find out why or who does.
LIBRARY
Planning Director LaCasse discussed leaving plans at the library so that
the public working outside of Mansfield would have the opportunity to
review plans after Town Hall hours. It may not be feasible to do this be-
cause the responsibility of maintaining the files would be the Planning
Department's. A suggestion was made to have the applicant leave the plans
at the library and be sure to remove any plans that are not currently
being reviewed or that have been approved.
Motion: To stop the " Workshop" at 10:30 PJL
(Sohn- Annino) All in favor. PASSES.
ABUTTERS LISTS FOR "FORM A" AND PRELIMINARY PLANS
Abutters for these plans do not need to be notified of hearings. There-
fore, the Board felt abutters lists do not need to be provided for "Form
A" (ANR) plans or preliminary plans. Listing abutters on the plan will be
adequate.
SIGHT DISTANCE CHART
Planning Director LaCasse explained that the distance between points "B"
and "C" needs to be redefined.
RETENTION /DETENTION BASINS
The Planning Board would like to investigate the possibility of using some

type of underground trench to avoid retention basins. This could mean
the use of more oil /water separators and leaching galleys. Planning
Director LaCasse questioned the need for oil /water separators in residen-
tial subdivisions and the maintenance of same.
(Chairman Quinn left the meeting at 10:15 P.M. to join the Fin /Cam and
Board of Selectmen once again and returned to the Planning Board meeting
at 10:20 P.M.)
Motion: To send a letter to the D.P.W. asking for a schedule of oil/
water separator cleanups.
(Sohn - Flynn) All in favor. PASSES.
Chairman Quinn explained that the the Board of Selectmen had asked why the
Planning Board had signed the "Form A" for Bird Road and why Town
Counsel's advise was not requested. Planning Director LaCasse stated that
this advise had been requested and received.
6. Around the Table
(Planning Director LaCasse left the meeting to joint the Board of
Selectmen's meeting for the outcome of the Fin /Com caucus.)
Planner Sohn spoke to the Board regarding the transfer of kennel licenses
from one town to another. Chairman Quinn stated he had spoke with someone
recently regarding this same issue. The license can be transferred by the
Board of Selectmen.
Chairman Quinn informed the Planning Board that the Fin /Com approved
Transfer of about $7,000, with a commitment in principle of $14,000 for
Hepatitis B vaccine; this leaves approximately $60,000 in the Reserve
Fund. Fin /Com feels the Inspector position salary account should be used
for what it was designed for and not look for a second job (which was the
way the Fin /Com saw the request for a consultant). Chairman Quinn asked
that the Town Manager make a survey of cost for a full -time construction
inspector and advertise for one prior to a Special Town Meeting.
Chairman Quinn would like to send a copy of the law suit filed by Attorney
Elliott Fine for James Vadala. It was explained that the Town Clerk does
this automatically.
Motion: To send a letter to Special Town Counsel, Alphonse Query,
asking if the Town can recover legal fees, if there is any
ability to file a counter suit against Attorney Fine or Mr.
Vadala due to the fact there is no basis for this suit.
(Madan - Flynn) All in favor. PASSES.
Planner Annino stated that he would like to appeal the decision of the
2oning Board of Appeals for granting the variance to Mr. Colella to build

an eight unit apartment building in a Residence C Zone on Church Street,
on the site of the old St. Mary's Church.
(Planning Director LaCasse returned to the Planning Board meeting at this
time.)
Motion: To appeal the decision of the Zoning Board of Appeals for
granting of the variance to Mr. Colella to build an eight unit
apartment building on Church Street in a Residence C Zone.
There is no hardship on this land.
(Genatossio - Annino) Planners Genatossio, Annino, Sohn, Flynn
and Chairman Quinn in favor. Planners Caponigro and Madan
opposed. PASSES.
Planner Genatossio discovered a typographical error in the Zoning By -Laws
on Page 35, under Technical Requirements - Maximum yard dimension should
read Minimum yard dimension. This will be corrected.
The Planning Board discussed David White's Pond because a request was made
to release 99% of the funds. Planning Director LaCasse will investigate
the bond balance further.
Planning Director LaCasse, in response to a request by the Planning Board,
checked into the amount of money expended in reviewing the first defini-
tive plan submitted for "Eastbrook Estates" (which was withdrawn). The
filing fee was waived at that time. This plan is once again before the
Planning Board and the applicant has asked for a refund of some of the
money filed with the original plan due to the fact that the new plan has
fewer roads. Planning Director LaCasse stated no money will be returned
to the applicant.
