Marilyn Ouellette of the Conservation Commission spoke to the
Planning Board regarding the problems with Erick Road and the
involvement of DEQE. Originally DEQE presented the Conserva-
tion Commission with one file number for both construction of
condominiums on Lot 2 and the drainage system. Conservation
trying to have DEQE separate the two at this time. Dick
Lewis, Conservation Agent will be in touch with Planner
LaCasse to keep him informed.
Chairman Quinn discussed King Street, in the area of Cannon
Forge, which recently had sewer lines installed. At one
time, King Street broke in the middle, coming in from North
Main Street and from County Street. It is now open all the
way through. The abutters would like to repave this road, if
it would be allowed by the Town. Planner LaCasse will look
into it.
Chairman Quinn asked who is responsible for turning an the
lights within a new subdivision, the developer or the Light
Department. The developers are putting in the poles, but are
not wiring or putting in bulbs as they feel it is the respon-
sibility of the Light Department. Planner Madan stated the
developer is responsible for the street lights until the
street is accepted by the Town.
The Board discussed the completion of the "Cedar Meadows"
subdivision. Planner LaCasse has spoken with James Cannata
who agrees to complete the road, including repair to the

come in before the road is complete. Water connection has

Planner LaCasse discussed waivers requested by the developers
of "Echo Hills" subdivision. The first would be to slope
Echo Hills Drive at 7.5% (currently 9% [regulations stipu-
late 6 %] slope). Developer would consider installing an B"
water main at East Street in return for this waiver. The
second request is for a waiver of the fence around two reten-
tion basins. The consensus of the Planning Board was to pos-
sibly consider the waiver request for the 7.5% slope for the
roadway. Subdivision regulations require a fence around the
retention areas and the consensus of the Board is to oppose
the waiver for the fence.
10. Public Discussion
Marilyn Ouellette, Conservation Commission, informed the
Planning Board that a "Form A" Plan for Hope Street, which
was denied by the Planning Board due to wetlands fronting the
property, is currently under review by DEQE.
(' Nelia Phillips, 285 Hope Street. Mrs. Phillips wanted the
Planning Board to be aware that the Village at Mansfield
Depot was draining water into a catch basin from three hoses
and was pumping into a drainage swale. This was due to the
recent, extremely heavy rainfall.
