Planning Board. Mrs. Baker had mentioned that she would be
willing to meet jointly with the Board of Selectmen and the

Planner Madan explained to the Board that when the Master
Plan Advisory Council feels they have all the necessary in-
formation on these subjects, a joint meeting will be ar-
ranged.
4. 8:00 P.M. - Public Hearing - "Modification of Westhaver
Farms" - _Applicant: Paul J. Folkman

"Modification of Westhaver Farms ". At 8:02 P.M. this hearing
was continued following discussion of Master Plan Advisory
Council.

Master Plan Advisory Council discussion.
(Caponigro- Annino) All in favor. PASSES.
5. Continuation of Master Plan Advisory Council Discussion
The Board discussed the advantages and disadvantages of
having a joint meeting at this time. Planner Caponigro feels
that the three boards should work together to improve com-
munications. Also, when a committee is formed, said com-
mittee should be allowed to do its work without input from
the people appointing this committee.- When all information
is complete, the committee then turns over their reports to
the appropriate board or boards. Planning Director LaCasse
informed the Planning Board that he plans to be actively in-
volved with the Master Plan in the future and will be happy
to answer any questions the Board might have. Planner Madan
will also be available to discuss the progress of the Master
Plan Advisory Council. Members of the Board of Selectmen
were present during this discussion. Selectman D'Onofrio
stated that the Planning Board needs to be part of the deci-
sion making process of the Master Plan early on, but agrees
with Planner Madan that Master Plan Advisory Council is not
ready just yet to report to the Planning Board.
The Board discussed the hiring of a new consultant for the
Master Plan and the fact that the Planning Board, through in-
formation supplied by the Planning Director, should be part
of the hiring process, along with the Town Manager.
(Chairman Quinn passed the gavel to Clerk Annino.)
Motion: To ask for a joint meeting with the Board of
Selectmen and Master Plan Advisory Council prior to
Master Plan Advisory Council adopting any draft
of any portion of the Master Plan, including the
affordable housing issue.

8. 10:35 P.M. - Discussion of "The Village at Gilbert Street"
Definitive Subdivision
(Planner Caponigro abstained from all discussion and motions
concerning "The Village at Gilbert Street ".)
The Planning Board held this discussion in order to offer
guidance to Mr. Nicholas Harris, applicant for this subdivi-
sion. The Planning Board will consider the waiver of the
road offset, but will not consider the waiver of road length
or direct discharge into the Wading River. Mr. Harris will
be asked to draw up his plan with the roadway length accord-
ing to regulations, the road width at 48' and the drainage
according to regulations. The Board discussed looping this
subdivision with Old Farm Road, which would require a waiver
for the road length. If the road is extended, the temporary
cul -de -sac property must revert back to the property owner.

10. Variance Requests
Hullquist Terminal
This variance request was addressed at the Planning Board
meeting of May 20, 1987. However, there was a discrepancy
regarding the actual location of the storage of material.
The Board discussed the fact that a Special Permit will be
necessary before a variance can be allowed. This building is
in the Water Protection District and the Board must know what
material Hullquist is planning to store on their property.
The Board does not have a problem with outside storage of al-
lowable materials in the Northeast corner of the building.
The motion made at the 5/20/87 meeting will be upheld, adding
the notation: "The Planning Board has no problem with grant-
ing this variance provided the materials being stored are al-
lowed under a special permit ".
11. Around the Table
Planner LaCasse mentioned that he thought it would be a good
idea to keep a copy of all new definitive plans at the public
library, but that the original will be kept at the Town Hall
at all times. A notice could be posted at the Library stat-
ing that the plan at the Library is not necessarily the plan
which will be addressed at the public hearing. Planner
LaCasse will be in touch with Dinah Amsden to discuss this
idea with her.
Planner LaCasse notified the Planning Board that Rande Wil-
son, Town Manager, needed a letter of support from the Board
stating they would be in favor of moving the Planning Depart-
ment to the Paine School due to lack of space for the staff
at the Town Hall.
Motion: To send a letter to Rande J. Wilson, Town Manager,
supporting the need for more space for the Planning
Department staff.
(Sohn- Caponigro) All in favor. PASSES.
Planner LaCasse spoke to the Planning Board regarding his
plans to present his thoughts to the Board verbally on
various plans. The Planning Board expressed the feeling that
a written memo would be more beneficial and would also be
filed within the file folders for future reference.

Broderick Corporation removing a stone wall (which abuts Mr.
Shortsleeves property) at Camelot Estates. The Building In-
spector will be notified.
Planner Annino informed the Planning Board that he found it
quite embarrassing and unprofessional for members to be yell-
ing at each other, that it sheds a bad light on the Board.
Planner Annino stated he had been to many other Board meet-
ings in other towns and he has never experienced fighting be-
tween board members. He would like Board members to start
thinking about their image and the fact they are profes-
sionals.
The Planning Board will send a letter to all engineers stat-
ing that the Planning Board expects the engineers to bring
easels with them for presentations at public hearings.
The Planning Board discussed going on a summer meeting
schedule, trying to hold meetings on alternate weeks from the
Board of Selectmen. At this meeting „the Planning Board
agreed not to hold a meeting July 1, 1987 due to vacations.
Chairman Quinn discussed the unprofessional behavior of the
Planning Board earlier in the evening and the fact that when
a person has the floor, no one should interrupt without first
asking for permission from the Chair. Chairman Quinn stated
the Board must work towards a more professional attitude at
future meetings.
