Mr. Keyes stated he did not feel that Mr. Knight would need a special permit as the structure has been in existence since 1979. Mr. Keyes explained that the cost to create a site plan for a special permit would be between $1500 and $2000 and site plans are intended more for new construction or ex- pansion of existing structures. Mr. Keyes asked the Planning Board to waive the site plan requirement. Chairman Quinn ex- plained that the Planning Board does not have the option of waiving a site plan requirement for special permits, which comes under the Zoning By -Laws. The Board explained that the special permit, which Mr. Knight must apply for under the new zoning changes, requires a plan of the site, not site plan approval. Mr. Knight was advised to follow Section VM of the Zoning By -Laws as amended in January 1987 and the Special Permit section as it relates to the Water Supply Protection District. 6. Around the Table Planner Flynn stated that comments made by Chairman Quinn at the March 11, 1987 meeting when he was appointed Chairman should have been included in the minutes. Planner Genatossio responded that she thought it was not an ap- propriate way to vote and that people should vote their con- victions. Chairman Quinn also suggested that, from past ex- perience with the Finance Committee, there was a very strong understanding amongst the committee that the majority opinion would be expressed at Town Meetings and that minority opinion would not be expressed at Town Meetings or newspaper inter- views. This was standard operating procedure for the FinCom. Chairman Quinn also mentioned that this was a "gentleman's" agreement and not enforceable. Planner Genatossio reminded the Board that she had stated at that meeting that she felt that when people go to town meeting, they go as citizens, not just as Planning Board members. Chairman Quinn stated many times individual members voted - their- own conscience when on Town Meeting floor, but did not have a "minority" opinion of- fered as an argument on Town Meeting Floor. 7.
