One extra copy of each resume will be kept in the Planning Department office for Board members to review and make notations on. Clerk Quinn discussed problems the Town of Walpole is cur- rently experiencing regarding Boston Edison's attempt to build a generating plant. IEP worked on Walpole's Master Plan update and showed a maximum build -out of 23,000 people, based on the Town's potential water supply. As Walpole now approaches the 23,000 population, the Town of Walpole real- izes they do not have sufficient water to give the Edison plant. Clerk Quinn feels the Master Plan Advisory Council in Mansfield should also be addressing this type of problem. Planning Director Callinan stated figures would be available soon. Discussion followed regarding the possibility of making a zoning change which will allow the Planning Board to have a special permit process to review a plant such as the proposed Trash -to- Energy facility which will be using Town water. The Planning Board would like to send a letter to the Board of Selectmen notifying them that it is the understanding of the Planning Board that any use of Town land, whether it is easement, lease or sale, must be a Town Meeting vote. Planner Sohn stated that a question had been raised at the Water Protection meeting as to what will be happening with the Water Protection Board and the Master Plan Advisory Coun- cil once they have addressed current problems. Master Plan has been considering some kind of body to look into develop- ing and updating policies. 61 Planning Board's Minutes February 4, 1987 Page -6- Planning Director Callinan notified the Planning Board that there was no performance bond available as yet for "Erick Road ".
