HomeMy WebLinkAboutPlanning Brd Minutes 2/11/1987W27W PLANNING BOARD'S MINUTES FEBRUARY 11, 1987 Present: Chairperson Flynn, Clerk Quinn Planners: Annino, *Caponigro, Genatossio, Madan, Sohn Planning Director Callinan 1. 7:00 P.M. - Planning Board Tour of Police Station 2. Meeting called to order at 7:30 P.M. 3. Planning Session Jesse Earls, Chief of Police, Town of Mansfield Planning Board discussed Park Row School as a possible loca- tion for Police Station some time in the future. Renovations would have to be made to the structure before consideration could be given to house the Police Station. Chief Earls feels this would be an ideal location. If a new facility were to be built, Chief Earls stated he would like to see it built on land abutting the Department of Public Works garage. ( *Planner Caponigro entered the meeting at this time.) AT THIS TIME THERE WAS AN INTERRUPTION IN THE PLANNING SES- SION WHEN AN EXOTIC DANCER SUDDENLY APPEARED TO ENTERTAIN MR. STEVE QUINN, WHO WILL BE CELEBRATING HIS 39th BIRTHDAY ON 2/12/87. 4. Clerk's Report Correspondence Memo to Planning Board from Richard J. Callinan regarding screenings and buffers. Memo to Planning Board from Richard J. Callinan regarding waste to energy - possible zoning change. Copy of letter to Al Andrews from Richard J. Callinan rela- tive to excellent cooperation from Construction Engineer. Cost of advertisement to appear in newspapers for Planning Director. Request from Edward Broderick for a public hearing date for modification of King Arthur Way at "Camelot Estates" subdivi- sion. l Copy of Master Plan minutes. 1 k Planning Board's Minutes February 11, 1987 Page -2- Memo from Executive Office of Environmental Affairs regarding proposed reconstruction of Route 140. Copy of receipt for eight (8) copies of EIS for "Hallett Crossing II" from Dunn Engineering. Handbook on Waste -to- Energy plants. Public Hearing notice, Town of Foxboro, Site Plan review for Alan Lawrence Realty Trust. Public Hearing notice, Town of Foxboro, various.Zoning Board of Appeals variance requests. Public Hearing notice, Town of Plainville, amendment of Zoning Map. Statement of Facts, Zoning Board of Appeals on application of Mark and Rita Turner. Minutes November 26, 1987 Motion: To approve the minutes of November 26, 1986 as written. (Annino- Madan) All in favor. PASSES. January 28, 1987 Motion: To approve the minutes of January 28, 1987 as written. (Annino - Madan) All in favor. PASSES. February 4, 1987 Amend minutes to read that Chairperson Flynn left the meeting at 10:00 P.M. Motion: To approve the minutes of February 4, 1987 as amended. (Annino - Madan) All in favor. PASSES. 5. 8:15 P.M. - Mr. Paul Folkman - High Street - Buffers Mr. Paul Folkman and Mr. Garen Bresnick were present to dis- cuss buffer requirements for land zoned - Industrial on High Street. Current wording in the Zoning By -Laws is not clear as to width of buffer if zone line falls along the center line of the street (which is the case for this particular parcel of land). (Chairperson Flynn left the meeting at 8:37 P.M.) F Planning Board's Minutes February 11, 1987 Page -3- The Planning Board discussed the possibility of requesting Town Counsel's advise on the width of buffers in situations where zone line falls along the center line of the road. Motion: To adjourn the meeting until Chairperson Flynn returns to the meeting. (Genatossio - Madan) All in favor. PASSES. (Chairperson Flynn returned to the meeting at 9:15 P.M.) Motion: To request that Town Counsel clarify Section IV.C.1. of the Zoning By -Laws relating to buffer strip regulations and ask for verbiage to re -write this article. Include copies of memorandum from Mr. Garen Bresnick. (Annino- Genatossio) Chairperson Flynn, Clerk Quinn in favor. Planners Caponigro, Sohn and Madan opposed. PASSES. 6. 9:25 P.M. - Public Hearing - "Concetta Drive II" Definitive Subdivision Plan - Deadline: March 14, 1987 At 9:25 P.M. Chairperson Flynn opened the public hearing for "Concetta Drive II ". At 10 :20 P.M. this public hearing was continued until February 25, 1987 at 9:00 P.M. The following people spoke at this public hearing: Mr. Paul Folkman, President_, The Folkman Company. Mr. Garen Bresnick, Attorney for the Applicant. Mr. George Fairbanks, Attorney for abutters of "Concetta Drive II ", 106 Dean Street, Taunton, MA. Mr. Joseph 2eneski, 842 East Street, Mansfield, MA. The following motion was made at this public hearing: Motion: To continue the public hearing for "Concetta Drive II" until February 25, 1987 at 9:00 P.M. (Madan -Sohn) All in favor. PASSES. 7. 10:30 P.M. - Continuation of Public Hearing - "Eastleigh Estates, North" Definitive Subdivision - Deadline: February 13, 1987 At 10:30 P.M. Chairperson Flynn continued the public hearing for "Eastleigh Estates, North ". At 11:47 P.M. this public hearing was continued until February 18, 1987. e Planning Board's Minutes February 11, 1987 Page -4- The following people spoke at this public hearing: Mr. Robert Currivan, Applicant. Mr. James Dunn, Dunn Engineering. The following motion was made at this public hearing: Motion: To extend the deadline of "Eastleigh Estates, North" Definitive Subdivision to February 27, 1987 and to continue the public hearing until February 18, 1987. (Quinn -Sohn) All in favor. PASSES. 8. 11:50 P.M. - Continuation of Public Hearing - "Northridge Estates" Definitive Subdivision - Deadline: April 3, 1987. At 10:50 P.M. Chairperson Flynn continued the public hearing for "Northridge Estates ". At 11:55 P.M. this public hearing was continued until March 18, 1987. 9. "Form A" (ANR) Plans Woods Avenue Woods Avenue is not a Town approved road. Planning Director will inspect this site during the week. Motion: To table this "Form A" (ANR) plan until February 18, 1987. (Quinn- Madan) All in favor. PASSES. 10. Around the Table Chairperson Flynn stated she would like to have subdivision plans placed on the wall somehow in order to allow the public easier access to view the plans during public hearings. Motion: To hold a public hearing for the modification of King Arthur Way at "Camelot Estates" subdivision on March 11, 1987. (Quinn- Genatossio) All in favor. PASSES. Planner Sohn mentioned that she would like to see joint meet- ings continue with the Town of Easton relating to the Aquifer Protection program following the scheduled meeting with the Board of Selectmen February 18, 1987. 11. Public Discussion Mr. Richard Carey, who is employed by the Commonwealth of Massachusetts, gave the Planning Board a telephone number at the Department of Agriculture for information regarding 4 Planning Board's Minutes February 11, 1987 Page -5- trash -to- energy. The telephone number is 292 -5500 and the gentleman to ask for is "Mike ". At this time, Chairperson Flynn asked for a roll call to en- ter into Executive Session, to discuss land acquisition, following which the Planning Board meeting will adjourn.
